This paper focuses on Haiti’s Poverty Reduction Strategy Paper and 2014–2016 Three-Year Investment Program. The Haiti Strategic Development Plan presents the new framework for the planning, programming, and management of Haitian development, the vision and the strategic guidelines for the country’s development, and the four major work areas to be implemented to ensure the recovery and development of Haiti. The Three-Year Investment Program, 2014–2016 (PTI 2014–2016) concerns implementation of the Strategic Plan for Development of Haiti and more specifically implementation of the government’s priorities for the period.
All recent books on international social work mention Africa only briefly and few engage with the broader field of development studies. This book focuses solely on the unique African context engaging with issues relating to social work and development more broadly thus enabling a deeper examination and more complex and nuanced picture to emerge. Unlike most academic works, this book highlights multiple practitioner voices, with authors or co-authors that have recently been or are currently practising social workers. As an edited book, it draws from both academic research as well as lived practice experience, supported by strong theoretical positioning and guidance in introductory chapters, drawing on African literature, wherever possible. Looking at case-studies from Lesotho, Botswana, Kenya, Zimbabwe, Ethiopia, Namibia, Uganda, Nigeria, Kenya, South Africa, Rwanda, Zambia and Tanzania and covering established areas of practice such as child protection; working with older people; working with people with disabilities; mental health; and mainstream services targeting women as well as emerging areas of developmental social work practice, such as humanitarian assistance in post-conflict situations; work with immigrants and refugees; and the training of community-based workers, this book takes a future-oriented perspective that aims to move beyond well-worn critiques to envision constructive and sustainable futures for social work and social development in Africa from a critical perspective.
The shame experienced by people living in poverty has long been recognised. Nobel laureate and economist, Amartya Sen, has described shame as the irreducible core of poverty. However, little attention has been paid to the implications of this connection in the making and implementation of anti-poverty policies. This important volume rectifies this critical omission and demonstrates the need to take account of the psychological consequences of poverty for policy to be effective. Drawing on pioneering empirical research in countries as diverse as Britain, Uganda, Norway, Pakistan, India, South Korea and China, it outlines core principles that can aid policy makers in policy development. In so doing, it provides the foundation for a shift in policy learning on a global scale and bridges the traditional distinctions between North and South, and high-, middle- and low-income countries. Despite significant economic recovery and improved macro-economic indicators since 1986, Uganda's economy continues to face considerable challenges. This book analyses the relationship between economic and human resource development in the country. It identifies deficits in capabilities, skills, know-how, experience, linkage building, and technology use as well as undesirable business practices. These shortcomings limit economic diversification, productivity enhancement, job and income creation, as well as poverty reduction. The book calls for more efforts towards human resource development. The current narrow mainstream economic policy focus on macro-economic stability, a favourable investment climate, and improved physical infrastructure alone will not foster economic development and broad-based well-being. The Ugandan people and the private sector need more state support - in addition to the predominant education and health focus of the government and donors - if they are to develop the required human resources. More and better training, enhanced learning at the place of work and an improved business culture are vital. It is essential to focus on technical, organisational, managerial, entrepreneurial, learning, innovative, social, and institutional capabilities. Efforts towards dealing with these challenges will require attention to the political-economic climate of the country. To make the argument, the author covers a wide range of topics such as training and learning, technology, productivity, latecomer development, competitiveness, labour market, MSMEs, entrepreneurship, value chains, cooperation and trust, and human resource management. This book documents a decade of research, methodological innovation, and lessons learned in an eco-regional research-for-development program operating in the eastern African highlands, the African Highlands Initiative (AHI). It does this through reflections of the protagonists themselves—AHI site teams and partners applying action research to development innovation as a means to enhance the impact of their research. The book summarizes the experiences of farmers, research and development workers and policy and decision-makers who have interacted within an innovation system with the common goal of implementing an integrated approach to natural resource management (NRM) in the humid highlands. This book demonstrates the crucial importance of "approach" in shaping the outcomes of research and development, and distils lessons learned on what works, where and why. It is enriched with examples and case studies from five benchmark sites in Ethiopia, Uganda, Kenya and Tanzania, whose variability provides the reader with an in-depth knowledge of the complexities of integrated NRM in agro-ecosystems that play an important role in the rural economy of the region. It is shown that the struggle to achieve sustainable agricultural development in challenging environments is a complex one, and can only be effectively achieved through combined efforts and commitment of individuals and institutions with complementary roles.
This is compounded by the lack of voice and influence that low income groups have in these official spheres.
In Uganda, agricultural extension has been hotly debated since the implementation of the National Agricultural Advisory Services (NAADS) program in 2001. Conceived as a demand-driven approach and largely publicly-funded with services provided by the private sector, the NAADS program targets the development and use of farmer institutions. It is a key strategy in the government’s poverty reduction and national development plan. Due to methodological challenges arising from the complex ways that many factors influence the relationship between extension inputs and outcomes, as well as data-quality issues, the effectiveness of agricultural extension in raising agricultural productivity and incomes and reducing poverty is often viewed with skepticism among policymakers and development practitioners. The NAADS program has been no exception. Some initial evaluations, mostly qualitative in nature, indicate the program has had a favorable effect on increasing the use of improved technologies, marketed output, and wealth status of farmers receiving services from the program. However, the program does not appear to be promoting improved soil-fertility management, raising concern about the sustainability of potential productivity increases. Now that the first phase of the program has ended, this study rigorously assess the outcomes and impacts obtained thus far, in order to help inform the current second phase and offer lessons for others implementing or planning to implement demand-driven agricultural advisory services in developing countries. The findings presented here are useful to policymakers of central and local governments, farmer groups, advisory service providers, donors, and others seeking to improve agricultural extension services in Uganda and elsewhere. Program evaluators and policy analysts will find the methods instructive.
"The Farmer Field School (FFS) originated in the 1980s in the context of integrated pest management in Indonesian rice farming. With the hope that it is the remedy for agricultural extension system, FFS has been promoted as a tool for participatory learning and experimentation all over the world. This work results from a critical analysis of the introduction of the FFS concept into the agricultural innovation system in Uganda. Ideally, an FFS produces new technical knowledge in the context of application through the input of local human resources. The analysis, framed as a technography, shows that implementation and operation of an FFS is hugely complex. This detailed study of institutional factors, from the level of international donor organizations down to the level of local leadership and gender relations, and analysis of technical factors in different rural areas of Uganda makes clear that and FFS is more than a local tool for farmer participation in agricultural improvement. Implementation of a FFS requires adjustment of the agricultural innovation system at all levels and an integrated tackling of agricultural problems in order to meet its objectives. Isubikalu shows that it is imperative to 'demolish' existing organizational structures and create new ones, which align scientific with local structures to produce an appropriate people-centered system that is more responsive to agricultural and rural development. She provides stepping stones in redesigning FFS to fit the specific conditions in Uganda."
