Il démontre que cet état de fait est dû : 1°, à son incapacité à maîtriser la technique (sous ses aspects militaire, organisationnel, économique, juridique,?etc.), grâce à laquelle l'Occident domine le monde ; 2°, à l'absence d'un Etat digne de ce nom ; 3°, aux subterfuges mis en place par les grandes puissances occidentales et leurs bras armés, les multinationales et autres organisations internationales, qui continuent de piller et de ruiner l'Afrique : en dépit des indépendances, l'Afrique noire est toujours reléguée au rang de pourvoyeuse de matières premières dans une division internationale du travail où des mécanismes protéiformes – le franc CFA, la BM, le FMI, l'OMC... – perpétuent autrement la colonisation ; 4°, à la difficulté de définir le concept de développement. C'est la prise en compte de l'interaction de ces différents facteurs qui permet une analyse satisfaisante de la faillite africaine, le poids des uns et des autres étant variable selon les situations et les moments.
