This volume continues the inquiry launched by the Royal Society of Canada's 1997 publication, "Can Canada Survive? Under What Terms and Conditions?", and pursued in the 1998 volume, "The Well-Being of Canada", and the 1999 volume "Survivability in the 21st Century" (all published by the University of Toronto Press). The present collection examines the challenges of governance in our new century. Eight papers, given by experts in their respective fields, call for an examination of the governance of organizations per se, whether one probes the crises in the experience of large corporations, in education, in health care, in science and technology systems, or in military affairs. This volume underlines the dramatic changes taking place in our time and stresses the urgent need for new thinking and the need to reform our governance mechanisms in order to keep pace with our changing world.
How do government arrangements emerge? When and how does individual agency turn into collective agency? How do sensory experiences of violence, instability, etc affect the configuration of governance arrangements? When, why, and how are governance arrangements institutionalized? This book seeks to contribute to a non-normative conceptualization of the emergence and transformation of government arrangements, and addresses the under-theorization of actors and agency in conventional governance theories. The editors and contributors theorize the concept of governance more concretely by analyzing the key actors and arrangements that define states of governance across different places and by examining its performance and development in particular settings and time periods. Each contribution to the edited volume is based on a case-study drawn from Africa, though the book argues that the core issues identified remain the same across the world, though in different empirical contexts. The contributions also range across key disciplines, from anthropology to sociology to political science. This ground-breaking volume addresses governance arrangements, discusses how social actors form such arrangements, and concludes by synthesizing an actor-centered understanding of political articulation to a general theory of governance. Scholars across disciplines such as political science, development studies, African studies, and sociology will find the book insightful.
The term of governance and the way it has been used by European institutions have elicited much interest in the academic world. However, the notion and its uses have often been studied only in terms of intellectual development or network analysis. Such researches leave us in the dark on a key question. What meaning does this concept actually hold to the actors involved? To what degree do they have a shared definition of the term? Does “European governance” work as a self-fulfilling prophecy, structuring the space of the EU and the practices of its actors?
The Oxford Handbook of Local and Regional Democracy in Europe analyses the state of play of democracy at the subnational level in the 27 member states of the EU plus Norway and Switzerland. It places subnational democracy in the context of the distinctive Anglo, the French, the German and Scandinavian state traditions in Europe asking to what extent these are still relevant today. The Handbook adapts Lijphart's theory of democracy and applies it to the subnational levels in all the country chapters. A key theoretical issue is whether subnational (regional and local) democracy is derived from national democracy or whether it is legitimate in its own right. Besides these theoretical concerns it focuses on the practice of democracy: the roles of political parties and interest groups and also how subnational political institutions relate to the ordinary citizen. This can take the form of local referendums or other mechanisms of participation. The Handbook reveals a wide variety of practices across Europe in this regard. Local financial systems also reveal a great variety. Finally, each chapter examines the challenges facing subnational democracy but also the opportunities available to them to enhance their democratic systems. Among the challenges identified are: Europeanization, globalization, but also citizens disaffection and switch-off from politics. Some countries have confronted these challenges more successfully than others but all countries face them. An important aspect of the Handbook is the inclusion of all the countries of East and Central Europe plus Cyprus and Malta, who joined the EU in 2004 and 2007. This is the first time they have been examined alongside the countries of Western Europe from the angle of subnational democracy.
This book focuses on Renewable Energy (RE) governance - the institutions, plans, policies and stakeholders that are involved in RE implementation - and the complexities and challenges associated with this much discussed energy area. Whilst RE technologies have advanced and become cheaper, governance schemes rarely support those technologies in an efficient and cost-effective way. To illustrate the problem, global case-studies delicately demonstrate successes and failures of renewable energy governance. RE here is considered from a number of perspectives: as a regional geopolitical agent, as a tool to meet national RE targets and as a promoter of local development. The book considers daring insights on RE transitions, governmental policies as well as financial tools, such as Feed-in-Tariffs; along with their inefficiencies and costs. This comprehensive probing of RE concludes with a treatment of what we call the “Mega-What” question - who is benefitting the most from RE and how society can get the best deal?
