The Productivity Commission released its research paper into the 'Potential Benefits of the National Reform Agenda' in February 2007. The research paper which investigated the potential economic and revenue impacts of a National Reform Agenda (NRA) found that the NRA has the potential to significantly raise national output and incomes in Australia. The main purpose of the study was to help governments better understand the scale and distribution of the reforms' anticipated broad economic and fiscal impacts. There are three streams to the National Reform Agenda: human capital, competition and regulatory reform. The Commission was asked to provide estimates of: the economic benefits potentially available from implementing proposed reforms and outcome objectives; and the total revenue benefits expected to accrue to the Australian Government and each of the State and Territory governments from the potential economic benefits generated by the NRA. The Commission found that reforms aimed at improving productivity and efficiency in energy, transport and related infrastructure and reducing the regulatory burden on business, if fully implemented, could increase GDP in time by up to around $17 billion or nearly 2 per cent. If the potential for a 5 per cent improvement in the productivity of health service delivery was realised, this would result in resource savings of around $3 billion and increase GDP by some 0.4 per cent. Human capital reforms targeting health promotion and disease prevention, education and training, and work incentives could potentially yield even larger gains. The Commission found that all jurisdictions would receive increased tax revenues flowing from reform induced growth. For the competition and regulatory reform streams, Governments' combined net revenues could rise by as much as $5 billion. Potential net revenue outcomes are more speculative for the 'human capital' reforms.

After experiencing quality reform as an educator, the author turned to research as a means by which to better understand early childhood quality reform and agenda over time. This book questions how early childhood reform policy and agenda have constructed quality - what it is presumed to be and do - over time and the implications of these 'truths'. Taking a Foucauldian governmentality view of the history of Australian early childhood services, the impetus for the quality reform era, the quality reform policy assemblages and the contemporary post-reform era, this book rigorously examines prevailing policy assumptions, ambitions and deployments of quality, and warns of an emerging ambition for ‘only quality’ settings in early childhood. Adolescence is a distinct, yet transient, period of development between childhood and adulthood characterized by increased experimentation and risk-taking, a tendency to discount long-term consequences, and heightened sensitivity to peers and other social influences. A key function of adolescence is developing an integrated sense of self, including individualization, separation from parents, and personal identity. Experimentation and novelty-seeking behavior, such as alcohol and drug use, unsafe sex, and reckless driving, are thought to serve a number of adaptive functions despite their risks. Research indicates that for most youth, the period of risky experimentation does not extend beyond adolescence, ceasing as identity becomes settled with maturity. Much adolescent involvement in criminal activity is part of the normal developmental process of identity formation and most adolescents will mature out of these tendencies. Evidence of significant changes in brain structure and function during adolescence strongly suggests that these cognitive tendencies characteristic of adolescents are associated with biological immaturity of the brain and with an imbalance among developing brain systems. This imbalance model implies dual systems: one involved in cognitive and behavioral control and one involved in socio-emotional processes. Accordingly adolescents lack mature capacity for self-regulations because the brain system that influences pleasure-seeking and emotional reactivity develops more rapidly than the brain system that supports self-control. This knowledge of adolescent development has underscored important differences between adults and adolescents with direct bearing on the design and operation of the justice system, raising doubts about the core assumptions driving the criminalization of juvenile justice policy in the late decades of the 20th century. It was in this context that the Office of Juvenile Justice and Delinquency Prevention (OJJDP) asked the National Research Council to convene a committee to conduct a study of juvenile justice reform. The goal of Reforming Juvenile Justice: A Developmental Approach was to review recent advances in behavioral and neuroscience research and draw out the implications of this knowledge for juvenile justice reform, to assess the new generation of reform activities occurring in the United States, and to assess the performance of OJJDP in carrying out its statutory mission as well as its potential role in supporting scientifically based reform efforts.
