This book analyses the role of the European Union in the process of institutional change in its Eastern neighbourhood and explains why EU policies arrive at contradictory outcomes at the sectoral level. Combining EU studies approaches with insights from the fields of new institutionalism, international development studies and transnationalisation, it explains how the EU policies contribute to rule persistence or lead to institutional change. Highlighting the importance of investigating how the policies of external intervention interact with domestic institutions, the book also provides a coherent presentation of the political and economic problems of Ukraine and Moldova and a comparative analysis in key areas at critical junctures of their development. This book will be of key interest to scholars and students of European Union politics and more broadly to International Relations, post-Soviet and Russian studies.
During the "Orange Revolution" in Ukraine, the second largest country in Europe came close to a violent break-up similar to that in neighboring Moldova, which witnessed a violent secession of the Transdniestria region. Numerous elections, including the hotly contested 2004 presidential elections in Ukraine, and surveys of public opinion showed significant regional divisions in these post-Soviet countries. Western parts of Ukraine and Moldova, as well as the Muslim Crimean Tatars, were vocal supporters of independence, nationalist, and pro-Western parties and politicians. In contrast, Eastern regions, as well as the Orthodox Turkic-speaking Gagauz, consistently expressed pro-Russian and pro-Communist political orientations. Which factors -- historical legacies, religion, economy, ethnicity, or political leadership -- could explain these divisions? Why was Ukraine able to avoid a violent break-up, in contrast to Moldova? This is the first book to offer a systematic and comparative analysis of the regional political divisions in post-Soviet Ukraine and Moldova. The study examines voting behavior and political attitudes in two groups of regions: those which were under Russian, Ottoman, and Soviet rule; and those which were under Austro-Hungarian, Polish, Romanian, and Czechoslovak rule until World War I or World War II. This book attributes the regional political divisions to the differences in historical experience. This study helps us to better understand regional cleavages and conflicts, not only in Ukraine and Moldova, but also in other cleft countries.
Post-communist Russia turned against the West in the 2000s, losing its earlier eagerness to collaborate with western Europe on economic and security matters and adopting a suspicious and defensive posture. This book, investigating a diplomatic negotiation involving Russia and the formerly Soviet Moldova, explains this dramatic shift in Russian foreign policy. William H. Hill, himself a participant in the diplomatic encounter, describes a key episode that contributed to Russia’s new attitude: negotiations over the Russian-leaning break-away territory of Transdniestria in Moldova—in which Moldova abandoned a Russian-supported settlement at the last minute under heavy pressure from the West. Hill’s first-hand account provides a unique perspective on historical events as well as information to assist scholars and policymakers to evaluate future scenarios. When western leaders blocked what they saw as an unworkable settlement in a small, remote post-Soviet state, Kremlin leaders perceived a direct geopolitical challenge on their own turf. This event colored Russia’s interpretations of subsequent western intervention in the region—in Georgia after the Rose Revolution, Ukraine in 2004, Kyrgyzstan, Uzbekistan, and elsewhere throughout the former Soviet empire.
The USSR’s dissolution resulted in the creation of not only fifteen recognized states but also of four non-recognized statelets: Nagorno-Karabakh, South Ossetia, Abkhazia, and Transnistria. Their polities comprise networks with state-like elements. Since the early 1990s, the four pseudo-states have been continously dependent on their sponsor countries (Russia, Armenia), and contesting the territorial integrity of their parental nation-states Azerbaijan, Georgia, and Moldova. In 2014, the outburst of Russia-backed separatism in Eastern Ukraine led to the creation of two more para-states, the Donetsk People’s Republic (DNR) and the Luhansk People’s Republic (LNR), whose leaders used the experience of older de facto states. In 2020, this growing network of de facto states counted an overall population of more than 4 million people. The essays collected in this volume address such questions as: How do post-Soviet de facto states survive and continue to grow? Is there anything specific about the political ecology of Eastern Europe that provides secessionism with the possibility to launch state-making processes in spite of international sanctions and counteractions of their parental states? How do secessionist movements become embedded in wider networks of separatism in Eastern and Western Europe? What is the impact of secessionism and war on the parental states? Frustrated Democracy in Post-Soviet Azerbaijan follows a newly independent oil-rich former Soviet republic as it adopts a Western model of democratic government and then turns toward corrupt authoritarianism. Audrey L. Altstadt begins with the Nagorno-Karabagh War (1988–1994) which triggered Azerbaijani nationalism and set the stage for the development of a democratic movement. Initially successful, this government soon succumbed to a coup. Western oil companies arrived and money flowed in—a quantity Altstadt calls "almost unimaginable"—causing the regime to resort to repression to maintain its power. Despite Azerbaijan's long tradition of secularism, political Islam emerged as an attractive alternative for those frustrated with the stifled democratic opposition and the lack of critique of the West's continued political interference. Altstadt's work draws on instances of censorship in the Azerbaijani press, research by embedded experts and nongovernmental and international organizations, and interviews with diplomats and businesspeople. The book is an essential companion to her earlier works, The Azerbaijani Turks: Power and Identity Under Russian Rule and The Politics of Culture in Soviet Azerbaijan, 1920–1940.
Who are the Moldovans? The Language of the Moldovans explores this question from the perspective of debates about the languages spoken by the people of this ex-Soviet state. Locating language as a central point of both cohesion and conflict in the region's recent history, the peculiarities of the Moldovans are illustrated by a survey of language attitudes, a series of ethnographic interviews, and extensive observations by the author. The result is an image of an emerging nation that is, at once, similar to the experiences of other ex-Soviet states and uniquely complex. Much of that complexity lies in the population's extensive multilingualism and in uncertainty about the Romanian-ness of the official language. This cross-discipline volume is of great interest to advanced students and researchers of linguistics, political science, and Eastern European studies.
One of the goals of Russia’s Eastern policy was to turn Moldavia and Wallachia, the two Romanian principalities north of the Danube, from Ottoman vassals into a controllable buffer zone and a springboard for future military operations against Constantinople. Russia on the Danube describes the divergent interests and uneasy cooperation between the Russian officials and the Moldavian and Wallachian nobility in a key period between 1812 and 1834. Victor Taki’s meticulous examination of the plans and memoranda composed by Russian administrators and the Romanian elite underlines the crucial consequences of this encounter. The Moldavian and Wallachian nobility used the Russian-Ottoman rivalry in order to preserve and expand their traditional autonomy. The comprehensive institutional reforms born out of their interaction with the tsar’s officials consolidated territorial statehood on the lower Danube, providing the building blocks of a nation state. The main conclusion of the book is that although Russian policy was driven by self-interest, and despite the Russophobia among a great part of the Romanian intellectuals, this turbulent period significantly contributed to the emergence, several decades later, of modern Romania.
This collaborative effort by Russian and American scholars documents Russian policy toward ethno-national conflict in its "near abroad," American policy toward these conflicts, and the attempts of international organizations to prevent and resolve them. Case studies consider the causes, dynamics, and prospects of conflicts in Latvia, the Crimea, the Transdniester region of Moldova, Georgia, Kazakhstan, and the region of North Ossetia and Ingushetia.
Special Sections: Russian Foreign Policy Towards the “Near Abroad” and Russia's Annexiation of Crimea II This special section deals with Russia’s post-Maidan foreign policy towards the so-called “near abroad,” or the former Soviet states. This is an important and timely topic, as Russia’s policy perspectives have changed dramatically since 2013/2014, as have those of its neighbors. The Kremlin today is paradoxically following an aggressive “realist” agenda that seeks to clearly delineate its sphere of influence in Europe and Eurasia while simultaneously attempting to promote “soft-power” and a historical-civilizational justification for its recent actions in Ukraine (and elsewhere). The result is an often perplexing amalgam of policy positions that are difficult to disentangle. The contributors to this special issue are all regional specialists based either in Europe or the United States.
