Why have Taiwan, rich parts of China, and Thailand boomed famously, while the Philippines has long remained stagnant both economically and politically? Do booms abet democracy? Does the rise of middle OC classesOCO promise future liberalization? Why has Philippine democracy brought no boom and barely served the Filipino people? This book, unlike most previous studies, shows that both the roots and results of growth are largely political rather than economic. Specifically, it pays attention to local, not just national, power networks that caused or prevented growth in the four places under consideration. Violence has been common in these polities, along with money. Elections have contributed to socio-political problems that are also obvious in Leninist or junta regimes, because elections are surprisingly easy to buy with corrupt money from government contracts. Liberals should pay more serious theoretical attention to the effects of money on justice, and Western political science should focus more clearly on the ways non-state local power affects elections. By considering the effects on fair justice of local money and power (largely from small- and medium-sized firms that emerge after agrarian reforms), this book asks democrats to face squarely the extent to which electoral procedures fail to help ordinary citizens. Students and scholars of Asia will all need this book OCo as will students of the West whose methods have become parochial.

Philippine political history, especially in the twentieth century, challenges the image of democratic evolution as serving the people, and does so in ways that reveal inadequately explored aspects of many democracies. In the first decades of the twenty-first century the Philippines has nonetheless shown gradual socioeconomic "progress". This book provides an interpretive overview of Philippine politics, and takes full account of the importance of patriotic Philippine factors in making decisions about future political policies. It analyses whether regional and local politics have more importance than national politics in the Philippines. Discussing cultural traditions of patronism, it also examines how clan feuds localize the state and create strong local policies. These conflicts in turn make regional and family-run polities collectively stronger than the central state institution. The book goes on to explore elections in the Philippines, and in particular the ways in which politicians win democratic elections, the institutionalized role of public money in this process, and the role that media plays. Offering a new interpretive overview of Philippine progress over many decades, the author notes recent economic and political changes during the current century while also trying to advance ideas that might prove useful to Filipinos. As economic reform in developing countries has shifted from macroeconomic stabilization to liberalization, opportunities for legislators to influence the process and outcome of reform have increased and their role has become more important. This book focuses attention on differences in institutional structure, in political parties and electoral rules, to show how they create incentives that can explain the varying ways in which legislators respond to policy initiatives from the executive branch. In Argentina and the Philippines, presidents proposed similar fiscal reforms in the 1990s: expanding tax bases, strengthening tax administration, and redesigning tax revenue-sharing with subnational governments. Drawing on archival research and interviews with policy makers, Kent Eaton follows the path of legislation in these three areas from initial proposal to final law to reveal how it was shaped by the legislators participating in the process. Obstacles to the adoption of reform, he demonstrates, are greater in candidate-centered systems like the Philippines&’ (where the cultivation of personal reputations is paramount) than in party-centered systems like Argentina&’s (where loyalty to party leaders is emphasized). To test his argument further, Eaton looks finally at other kinds of reform ventured in these two countries and at tax reforms attempted in some other countries.
What accounts for the large reduction in trade barriers among new democracies in Asia after World War II? Using new data from Japan and Thailand, this book provides a surprising answer: politicians, especially party leaders, liberalized trade by buying off legislative support with side-payments such as pork barrel projects. Trade liberalization was a legislative triumph, not an executive achievement. This finding challenges the conventional 'insulation' argument, which posits that insulating executives from special interest groups and voters is the key to successful trade liberalization. By contrast, this book demonstrates that party leaders built open economy coalitions with legislators by feeding legislators' rent-seeking desires with side-payments rather than depriving their appetites. This book unravels the political foundations of open economy.

Over the past 30 years there has been considerable research on the political economy of reform. Yet despite this, little is known about strategies for managing the politics of change--moving from a bad to a better equilibrium. Part of the challenge of studying this issue stems from the difficulty of obtaining detailed, so-called 'blow-by-blow' information on actual reform processes. From this type of information, one can discern and cull practical lessons on strategy, which by its very nature is about dealing with political barriers or problems as they crop up during the implementation process. This study looks at the sequence of events that ultimately led to the passage of legislation that markedly altered the rules that govern public procurement in the Philippines. The study attempts to distill operationally useful lessons for managing the politics of a reform process.
