It argues that due to their incongruence in design and effects, the Afghan political institutions failed to fully accommodate ethnic groups in the political process. This book adopts a holistic approach, while also paying careful attention to the details of each of the individual pieces of political institutions designed by the Constitution of 2004. Taken together, this approach yields insights into the boundaries and interactions of institutional design and how their interactions hinder or advance ethnic accommodation in varying contexts. In the contemporary world, there are many democratic states whose minority nations have pushed for constitutional reform, greater autonomy, and asymmetric federalism. Substate national movements within countries such as Spain, Canada, Belgium, and the United Kingdom are heterogeneous: some nationalists advocate independence, others seek an autonomous special status within the state, and yet others often seek greater self-government as a constituent unit of a federation or federal system. What motivates substate nationalists to prioritize one constitutional vision over another is one of the great puzzles of ethnonational constitutional politics. In Visions of Sovereignty, Jaime Lluch examines why some nationalists adopt a secessionist stance while others within the same national movement choose a nonsecessionist constitutional orientation. Based on extensive fieldwork in Canada and Spain, Visions of Sovereignty provides an in-depth examination of the Québécois and Catalan national movements between 1976 and 2010. This book asks what distinguishes peaceful plural democracies from violent ones and what distinguishes violent ethnic groups from peaceful ones within the same democracy. Contrary to conventional wisdom, it suggests that ethnic groups and their political demands are not inherently intransigent and that violence is not a necessary corollary of ethnic politics. The book posits that ethnic identity serves as a stable but flexible information shortcut for political choices, influencing party formation and development in new and maturing democracies. It furthermore argues that political intransigence and violence expressed by some ethnic groups stem from circumstances exogenous to ethnic affiliations. In particular, absolute restrictions on ethnic access to the executive produce conditions under which ethnic group incentive to participate in peaceful electoral politics is eliminated. A number of case studies and statistical analysis of all electoral democracies since 1945 are used to test and support the formal argument.
