This book analyses where Sri Lanka stands as a state that has in place liberal democratic state-institutions but exhibits the characteristics of an authoritarian state. Using Michel Foucault’s concept of biopolitics, the author argues that Sri Lanka enacted racist legislations and perpetrated mass-atrocities on the Tamils as part of its biopolitics of institutionalising and securing a Sinhala-Buddhist ethnocratic state-order. The book also explores the ways that, apart from military action, power relations produce the effects of battle, and thus the way that peace can often become a means of waging war.

This book systematically maps the evolution of the party–voter nexus of the United National Party (UNP) and Sri Lanka Freedom Party (SLFP). In doing so, it argues that these parties rely mostly on a complex Web of patronage-based networks to mobilise electorates. They employ informal and highly dynamic, loosely knit networks as their organisational structures at the local level. They mainly focus on mobilising voters through local political actors rather than maintaining clear party bases and membership schemes. The study highlights the salience of personalities at the national as well as local levels in forming electoral support for the parties. These individuals exploit their economic, social, and cultural capital to mobilise the most efficient network that would strengthen their party during elections. The study also analyses the emergence of two new coalition centres from within these traditional parties, the Sri Lanka Podujana Peramuna (SLPP) and Samagi Jana Balawegaya (SJB), and argues that these parties, though portraying themselves as new, have in fact retained the overall logic of the party–voter nexus by appropriating the organisational schemes and structures of their predecessors.
Tamil Nadu has been playing its legitimate role in the inter-government relationship on the Tamil issues. The magnitude of the state politics in the problems of Sri Lankan Tamils has reached its Zenith during the past one decade as a result of the eruption of ethnic violence in Sri Lanka. Since Tamil Polity has been fully dominated by ethnic political parts, each one has been trying its level best to project itself as the Vanguard of Tamil Nationalism. Significantly this work touches a very important aspect that to what extent the support extended by the political parties to help themselves to establish firm roots in provincial polity. This study sheds light on the ambiguous stand of the political parties in Tamil Nadu over this issue which ultimately has weakened the cause of the Tamils and mislead the Indian Government which adopted a tough stand without heeding to the plea of the majority of the Sri Lankan Tamils.
A critical analysis of the ethnic conflict in Sri Lanka In the eighties, Sri Lanka, once considered the ‘model’ colony, was torn apart by ethnic strife between the predominantly Buddhist Sinhalas, constituting almost threequarters of the island’s inhabitants, and the numerically fewer Tamils, who were a mix of Hindus, Christians and Muslims. Massacres occurred after the riots of May 1983, and over time about 1,25,000 Tamils entered India as refugees, fleeing from a virtual civil war which still afflicts the north of the island. The author, a renowned Sri Lankan analyst of global ethnic conflict, discusses the historical reasons behind the ethnic violence, especially the growth of the Sinhalas’ feeling of being a beleagured minority despite their numerical strength. Analysing the present conflict, he shows how the language policy of ‘Sinhala Only’, followed by the government in the sixties, supplanted religion as a divisive factor and how rivalry over educational and employment opportunities fuelled the schism. Bringing the story up to the present, de Silva examines the role played by Indian and Tamil Nadu politicians, and President Kumaratunga’s efforts towards a devolution of power to the Tamil Provinces. But given the LTTE’s acceptance of nothing less than Eelam, he sees little hope of an early end to the violence that has racked Sri Lanka for almost two decades now.
The island of Sri Lanka (formerly Ceylon) was one of the few Asian colonies in which the British Empire experimented liberal state-building in the nineteenth century, and where many British colonial officials predicted that the independent state would become a liberal democratic success story. Sri Lanka has held on to much of the liberal democratic state-institutions left behind by the British Empire, including periodic elections. Dr Moore's enterprising book focuses on an apparent paradox: the failure of Sri Lanka's highly politicized smallholder electorate to place on the national political agenda issues relating to the public distribution of material resources. Sri Lanka has more than fifty years' history of pluralist democracy and such issues directly affect the interests of the smallholder population. Yet successive Sri Lankan governments have pursued economic policies favouring food consumers and the state itself at the expense of agricultural producers. In exploring the features of Sri Lanka's history, geography, politics and economy which explain this paradox, the author looks in detail at some of the dominant features of contemporary Sri Lanka: the political consequences of the plantation experience; the persistence of elite political leadership; and the causes and consequences of ethnic conflict.
