Exhorting people to volunteer is part of the everyday vocabulary of American politics. Routinely, members of both major parties call for partnerships between government and nonprofit organizations. These entreaties increase dramatically during times of crisis, and the voluntary efforts of ordinary citizens are now seen as a necessary supplement to government intervention. But despite the ubiquity of the idea of volunteerism in public policy debates, analysis of its role in American governance has been fragmented. Bringing together a diverse set of disciplinary approaches, Politics and Partnerships is a thorough examination of the place of voluntary associations in political history and an astute investigation into contemporary experiments in reshaping that role. The essays here reveal the key role nonprofits have played in the evolution of both the workplace and welfare and illuminate the way that government’s retreat from welfare has radically altered the relationship between nonprofits and corporations.
In the late 1990s the idea of cross-sector collaborations was relatively new in Europe. The term ‘partnership’ was employed primarily to refer to partnerships between government and businesses, usually termed PPP (Public Private Partnerships). On the other hand ‘strategic alliances’ was the term employed for business-to-business partnerships. Until then ‘sponsorship’ was the most practised associational form between nonprofit organisations (NPOs) and businesses (BUSs), which was included within the broad area of corporate community involvement. The relations between NPOs and BUSs witnessed a gradual intensification over the last 200 years (Gray 1989; Young 1999; Austin 2000; Googins and Rochlin 2000) resulting in increased interactions within both the philanthropic and trans- tional types of relationships (Seitanidi and Ryan 2007). However, the more recent gradual prominence of the concept of corporate social responsibility (CSR) within all sectors of society elicited an intensification of the debate with regard to the responsibilities of each sector in addressing environmental and social issues. In effect, CSR contributed to the increase of the interactions across the sectors and propelled NPO-BUS Partnerships (a type of social partnership) as a key mechanism for corporations to delve into a process of engaging with NPOs in order to improve their business practices by contributing their resources to address social issues (Heap 1998; Mohiddin 1998; Fowler 2000; Googins and Rochlin 2000; Mancuso Brehm 2001; Drew 2003; Hemphill and Vonortas 2003).
NATO has many European and global partner countries. The political and military utility of all these partnerships is clear; they 'provide' more security than they 'consume'. Partners in Conflict examines the importance of sexuality and gender to rural labor and agrarian politics during the last days of Chile’s latifundia system of traditional landed estates and throughout the governments of Eduardo Frei and Salvador Allende. Heidi Tinsman analyzes differences between men’s and women’s participation in Chile’s Agrarian Reform movement and considers how conflicts over gender and sexuality shape the contours of working-class struggles and national politics. Tinsman restores women to a scholarly narrative that has been almost exclusively about men, recounting the centrality of women’s labor to the pre-Agrarian Reform world of the hacienda during the 1950s and recovering women’s critical roles in union struggles and land occupations during the Agrarian Reform itself. Providing a theoretical framework for understanding why the Agrarian Reform ultimately empowered men more than women, Tinsman argues that women were marginalized not because the Agrarian Reform ignored women but because, under both the Frei and Allende governments, it promoted the male-headed household as the cornerstone of a new society. Although this emphasis on gender cooperation stressed that men should have more respect for their wives and funneled unprecedented amounts of resources into women’s hands, the reform defined men as its protagonists and affirmed their authority over women. This is the first monographic social history of Chile’s Agrarian Reform in either English or Spanish, and the first historical work to make sexuality and gender central to the analysis of the reforms.

Many foreign policy analysts assume that elite policymakers in liberal democracies consistently ignore humanitarian norms when these norms interfere with commercial and strategic interests. Today's endorsement by Western governments of repressive regimes in countries from Kazakhstan to Pakistan and Saudi Arabia in the name of fighting terror only reinforces this opinion. In Just Politics, C. William Walldorf Jr. challenges this conventional wisdom, arguing that human rights concerns have often led democratic great powers to sever vital strategic partnerships even when it has not been in their interest to do so.Walldorf sets out his case in detailed studies of British alliance relationships with the Ottoman Empire and Portugal in the nineteenth century and of U.S. partnerships with numerous countries—ranging from South Africa, Turkey, Greece and El Salvador to Nicaragua, Chile, and Argentina—during the Cold War. He finds that illiberal behavior by partner states, varying degrees of pressure by nonstate actors, and legislative activism account for the decisions by democracies to terminate strategic partnerships for human rights reasons.To demonstrate the central influence of humanitarian considerations and domestic politics in the most vital of strategic moments of great-power foreign policy, Walldorf argues that Western governments can and must integrate human rights into their foreign policies. Failure to take humanitarian concerns into account, he contends, will only damage their long-term strategic objectives.
