The Emerging Politics of (Re) making Cairo's Old Quarters examines postcolonial planning practices that aimed to modernise Cairo’s urban spaces. The author examines the expanding field of postcolonial urbanism by linking the state’s political ideologies and systems of governance with methods of spatial representations that aimed to transform the urban realm in Cairo. Adopting an interdisciplinary approach, the study draws on planning, history and politics to develop a distinctive account of postcolonial planning in Cairo following Egypt’s 1952 revolution. The book widely connects the ideological role of a different type of politicised urbanism practised during the days of Nasser, Sadat and Mubarak and the overarching policies, institutions and attitudes involved in the visions for (re) building a new nation in Egypt. By examining the notion of remaking urban spaces, the study interprets the ambitions and powers of state policies for improving the spatial qualities of Cairo’s old districts since the early 20th century. These acts are situated in their spatial, political and historical contexts of Cairo’s heterogeneous old quarters and urban spaces particularly the remaking of one of the city’s older quarts named Bulaq Abul Ela established during the Ottoman rule in the thirteenth century. It therefore writes, in a chronological sequence, a narrative through time and space connecting various layers of historical and contemporary political phases for remaking Bulaq. The endeavor is to explain this process from a spatial perspective in terms of the implications and consequences not only on places, but also on the people’s everyday practices. By deeply investigating the problems and consequences; the strengths and weaknesses; and the state’s reliability to achieve the remaking objectives, the book reveals evidence that shifting forms of governance had anchored planning practices into a narrow path of creativity and responsive planning.
Intentionally excluded from formal politics in authoritarian states by reigning elites, do the common people have concrete ways of achieving community objectives? Contrary to conventional wisdom, this book demonstrates that they do. Focusing on the political life of the sha'b (or popular classes) in Cairo, Diane Singerman shows how men and women develop creative and effective strategies to accomplish shared goals, despite the dominant forces ranged against them. Starting at the household level in one densely populated neighborhood of Cairo, Singerman examines communal patterns of allocation, distribution, and decision-making. Combining the institutional focus of political science with the sensitivities of anthropology, she uncovers a system of informal networks, supported by an informal economy, that constitutes another layer of collective institutions within Egypt and allows excluded groups to pursue their interests. Avenues of Participation traces this informal system from its grounding in the family to its influence on the larger polity. Discussing the role of these networks in meeting fundamental needs in the community--such as earning a living, reproducing the family, saving and investing money, and coping with the bureaucracy--Singerman demonstrates the surprising power these "excluded" people wield. While the government has reduced politics to the realm of distribution to protect itself from challenges, she argues that the popular classes in Cairo, as consumers of goods and services, have turned exploiting the government into a fine art.

In Politics in the Crevices, Sarah El-Kazaz takes readers into the world of urban planning and design practices in Istanbul and Cairo. In this transnational ethnography of neighborhoods undergoing contested rapid transformations, she reveals how the battle for housing has shifted away from traditional political arenas onto private crevices of the city. She outlines how multiple actors—from highly capitalized international NGOs and corporations to city dwellers, bureaucrats, and planning experts—use careful urban design to empower conflicting agendas, whether manipulating property markets to protect affordable housing or corner luxury real estate. El-Kazaz shows that such contemporary politicizations of urban design stem from unresolved struggles at the heart of messy transitions from the welfare state to neoliberalism, which have shifted the politics of redistribution from contested political arenas to design practices operating within market logics, ultimately relocating political struggles onto the city’s most intimate crevices. In so doing, she raises critical questions about the role of market reforms in redistributing resources and challenges readers to rethink neoliberalism and the fundamental ways it shapes cities and polities.

Charity is an economic act. This premise underlies a societal transformation—the merging of religious and capitalist impulses that Mona Atia calls “pious neoliberalism.” Though the phenomenon spans religious lines, Atia makes the connection between Islam and capitalism to examine the surprising relations between charity and the economy, the state, and religion in the transition from Mubarak-era Egypt. Mapping the landscape of charity and development in Egypt, Building a House in Heaven reveals the factors that changed the nature of Egyptian charitable practices—the state’s intervention in social care and religion, an Islamic revival, intensified economic pressures on the poor, and the subsequent emergence of the private sector as a critical actor in development. She shows how, when individuals from Egypt’s private sector felt it necessary to address poverty, they sought to make Islamic charities work as engines of development, a practice that changed the function of charity from distributing goods to empowering the poor. Drawing on interviews with key players, Atia explores the geography of Islamic charities through multiple neighborhoods, ideologies, sources of funding, projects, and wide social networks. Her work shifts between absorbing ethnographic stories of specific organizations and reflections on the patterns that appear across the sector. An enlightening look at the simultaneous neoliberalization of Islamic charity work and Islamization of neoliberal development, the book also offers an insightful analysis of the political and socioeconomic movements leading up to the uprisings that ended Mubarak’s rule and that amplified the importance of not only the Muslim Brotherhood but also the broader forces of Islamic piety and charity.
A rich examination of the securitization of the everyday lives of the citizens of Cairo and how to build a more equitable urban order Until the year 2000, Cairo had been a model megacity, relatively crime free, safe, and public facing. It featured a thriving public culture and vibrant street life. In recent decades, however, the Egyptian state has accelerated a wholesale dismantlement of public education and public sector jobs and reversed the modest land reforms of the Nasser era. As a result, the vast majority of Cairo’s people have been forcibly deprived of their social rights, social goods, and educational capital. Eschewing the traditional focus on top-down regime and state security, the contributors to this volume, who represent a wide array of academics, activists, artists, and journalists, explore how repressive policies affect the everyday lives of citizens. They show the ways in which urban security crises are politically fashioned and do not emanate from the urban social fabric on their own: city crime, violence, and fear are created by specific means of extraction, production, and control. Another kind of city can live again. But how? By tackling a range of issues, including public health, transportation, labor safety, and housing and property distribution, Cairo Securitized unsettles simplistic binaries of thug and police, public versus private, and slum versus enclave, and proposes compelling new ways in which securitizing processes can be reversed, reengineered, and replaced with a participatory and equitable urban order. The contributors to Playing for Keeps examine the ways in which musical improvisation can serve as a method for negotiating violence, trauma, systemic inequality, and the aftermaths of war and colonialism. Outlining the relation of improvisatory practices to local and global power structures, they show how in sites as varied as South Africa, Canada, Egypt, the United States, and the Canary Islands, improvisation provides the means for its participants to address the past and imagine the future. In addition to essays, the volume features a poem by saxophonist Matana Roberts, an interview with pianist Vijay Iyer about his work with U.S. veterans of color, and drawings by artist Randy DuBurke that chart Nina Simone's politicization. Throughout, the contributors illustrate how improvisation functions as a model for political, cultural, and ethical dialogue and action that can foster the creation of alternate modes of being and knowing in the world.
