This book defends the claim that politics is a linguistically constituted activity and shows that the concepts which inform political beliefs and behaviour undergo changes related to real political events. Having set out and discussed this theme, the editors and contributors go on to analyse the evolution of thirteen particular concepts, all central to political discourse in the western world. They include revolution, rights, democracy, property, corruption, public interest, public opinion, and ideology. The volume will be illuminating to political theorists, intellectual historians, and philosophers.
Political theorists are too often silent on questions of method and approach. David Leopold and Marc Stears have assembled a distinguished group of contributors to break that silence and to explain and defend the research methods they utilise in their own work. The result is a rich and varied collection which does not suggest that there is only one right way to conduct political theory, but rather introduces readers to many of the often unelaborated methods and approaches that currently inform the work of leading scholars in the field. Amongst the topics covered are the complex and contested connections between political theory and a range of adjacent disciplines - including moral philosophy, the empirical social sciences, the history of political thought, the world of 'real' politics, critical social theory, and ideology. Both individually and as a collection, these essays will promote understanding and provoke further debate amongst students and established scholars alike. They will be encouraged to reflect on their own methodological assumptions, to re-examine the practical tools of analysis they employ, and to re-evaluate why the research they do matters.
The first aim of this text book is to define and examine the principle concepts that are employed when people write or argue about modern democratic politics, to discuss the implications of using the concepts in this way or that, and to examine the normative theories associated with the concepts. A second purpose is to summarise methods of analysis used by political scientists and to discuss the controversies that have arisen about these methods, with particular reference to attempts to create a science of politics.
Newspapers, periodicals, pamphlets and books all reflect the ubiquity of 'public opinion' in political discourse in late nineteenth and early twentieth-century Britain. Through close attention to debates across the political spectrum, James Thompson charts the ways in which Britons sought to locate 'public opinion' in an era prior to polling. He shows that 'public opinion' was the principal term through which the link between the social and the political was interrogated, charted and contested and charts how the widespread conviction that the public was growing in power raised significant issues about the kind of polity emerging in Britain. He also examines how the early Labour party negotiated the language of 'public opinion' and sought to articulate Labour interests in relation to those of the public. In so doing he sheds important new light on the character of Britain's liberal political culture and on Labour's place in and relationship to that culture.
This book argues for reform of the convention that, when politicians decide on a course of action, the general in supreme command obeys without question. The entire spread‐out chain of command is unified in the general, who offers the only connection between the military and politics. Offering the sole connection between the military and politics, only the general can turn political directions into military command and capacitate war. Thus, the general has unique opportunity to resist unconscionable direction to launch an unjust war or to conduct or expand war unjustly. This book argues for reform, so the general has the right in law to refuse direction which is lawful, but awful. The legal capacity to refuse would mean the general would be expected to act responsibly, not merely as the unresisting pawn of politics. Such reform, creating legal opportunity for the supreme command to refuse lawful but unconscionable directives, might avert unjust war. This book will be of much interest to students of the ethics of war, civil‐military relations, and international relations.

The Architecture of Concepts proposes a radically new way of understanding the history of ideas. Taking as its example human rights, it develops a distinctive kind of conceptual analysis that enables us to see with precision how the concept of human rights was formed in the eighteenth century. The first chapter outlines an innovative account of concepts as cultural entities. The second develops an original methodology for recovering the historical formation of the concept of human rights based on data extracted from digital archives. This enables us to track the construction of conceptual architectures over time. Having established the architecture of the concept of human rights, the book then examines two key moments in its historical formation: the First Continental Congress in 1775 and the publication of Tom Paine’s Rights of Man in 1792. Arguing that we have yet to fully understand or appreciate the consequences of the eighteenth-century invention of the concept “rights of man,” the final chapter addresses our problematic contemporary attempts to leverage human rights as the most efficacious way of achieving universal equality.
Ch. 10 (pp. 381-454), "Fromm, Neumann, and Arendt: Three Early Interpretations of Nazi Germany", discusses the views of Franz Neumann and Hannah Arendt on Nazi antisemitism. Neumann, in his "Behemoth" (1942), stated that the Nazis needed a fictitious enemy in order to unify the completely atomized German society into one large "Volksgemeinschaft". The terrorization of Jews was a prototype of the terror to be used against other peoples. Arendt contends in "The Origins of Totalitarianism" (1951) that it was imperialism which brought about Nazism, Nazi antisemitism, and the Holocaust. Totalitarianism is nothing but imperialism which came home. Insofar as imperialism transcends national boundaries, racism may be very helpful for it, because racism proposes another principle to define the enemy. Jews and other ethnic groups (e.g. Slavs) became easy targets as groups whose claims clashed with those of the expanding German nation. Terror is the essence of totalitarianism, and extermination camps were necessary for the Nazis to prove the omnipotence of their regime and their capability of total domination.
The current, heated debates over hate speech and pornography were preceded by the equally contentious debates over the "free and open press" in the seventeenth and eighteenth centuries. Thus far little scholarly attention has been focused on the development of the concept of political press freedom even though it is a form of civil liberty that was pioneered in the United States. But the establishment of press liberty had implications that reached far beyond mere free speech. In this groundbreaking work, Robert Martin demonstrates that the history of the "free and open press" is in many ways the story of the emergence and first real expansions of the early American public sphere and civil society itself. Through a careful analysis of early libel law, the state and federal constitutions, and the Sedition Act crisis Martin shows how the development of constitutionalism and civil liberties were bound up in the discussion of the "free and open press." Finally, this book is a study of early American political thought and democratic theory, as seen through the revealing window provided by press liberty discourse.
