The first edition of "The Political Economy of Chinese Socialism" reconceptualized the political economy of China by highlighting the changing character of urban-rural and state-society conflicts in the era of Mao Zedong's leadership and in the contemporary post-Mao reforms. The economic and social crises that engulfed China - and indeed much of the rest of the socialist world - in the late 1980s, culminating in the 1989 democratic movement and its suppression, stimulated a rethinking of central propositions of the first edition. It particularly led the author to inquire anew into the meaning of socio-political as well as economic development in a populous and poor agrarian nation. This volume, then, assesses the economic performance and social consequences of China's political economy over four decades, with a focus on China's countryside and city-countryside relations. In addition to a reconceptualization and updating of the introductory chapter, there is a new chapter, "The Social Origins and Limits of the Chinese Democratic Movement".
1997 was truly an eventful year for China, with many momentous happenings. In February of that year Deng Xiaoping passed away, thus marking the end of an era. Shortly after, the post-Deng Chinese leadership under Jiang Zemin had to mobilise great efforts to ensure the smooth resumption of sovereignty over Hong Kong on June 30. This was then followed by intensive preparation for the holding of the 15th National Congress of the Chinese Communist Party in September, which set national priorities for China's medium- and long-term development as well as decided on the core team of younger leaders responsible for leading China into the 21st century.China is in the midst of great political, economic and social changes, which will intensify each other on account of their speed and scale. History has never before witnessed such a huge country as China industrialising and transforming itself so rapidly and so extensively.Accordingly, China's success or failure in its domestic development carries serious regional and international implications. There is still a great deal of uncertainty as to how soon in the next century China will become the world's most powerful economy. But what is happening in China today has already impinged on many aspects of life for people in the Asia-Pacific region, either in terms of growing trade and investment opportunities from China or in terms of regional security.This volume is largely based on public lectures and seminar papers by academic visitors and scholars at the East Asian Institute. Each has been written as a self-contained piece by a China expert, but presented primarily with non-specialist readers in mind.
This book explores the institutional factors in social policymaking and implementation in China. From the performance evaluation system for local cadres to the intergovernmental fiscal system, local policy experimentation, logrolling among government departments, and the “top-level” design, there are a number of factors that make policy in China less than straightforward. This book explores how history shapes city development, assesses the role of government at national and sub-national levels through case studies of three secondary cities, Quanzhou, Yiwu and Nannin, and provides a link between city development and internationalization. In doing so, the book highlights alternative paths to development and internationalization that have received little attention in mainstream discussions. The case studies in the book provide insights into the development and internationalization of cities, linking them to historical, social, institutional and economic factors—narratives that bridge the two themes of city development and internationalization. An exploration of how key provinces in China shape urban and regional development The rise of major metropolises across China since the 1990s has been a double-edged sword: although big cities function as economic powerhouses, concentrated urban growth can worsen regional inequalities, governance challenges, and social tensions. Wary of these dangers, China’s national leaders have tried to forestall top-heavy urbanization. However, urban and regional development policies at the subnational level have not always followed suit. China’s Urban Champions explores the development paths of different provinces and asks why policymakers in many cases favor big cities in a way that reinforces spatial inequalities rather than reducing them. Kyle Jaros combines in-depth case studies of Hunan, Jiangxi, Shaanxi, and Jiangsu provinces with quantitative analysis to shed light on the political drivers of uneven development. This book explains the relationships between equality and efficiency, as well as between government and market, in urban-rural and regional development by providing theoretical frameworks and empirical evidence. Urban-rural development in China is understood from a regional perspective, while the core issue of urban-rural and regional development is cross-regional resource reallocation driven by the trends of globalization, marketization and urbanization and their influence on growth and inequality. The book puts forward the following arguments: An urban-rural and regional balance should not be achieved by limiting agglomeration effects in eastern regions. For some time now, China has lacked a suitable mechanism to enable residents in underdeveloped and rural areas to share in the achievements of economic agglomeration. As a result, China should not slow down economic agglomeration and development in eastern regions simply by depending on administrative means to balance urban-rural and regional development. In the final analysis, arriving at a regional balance depends on growth in the eastern regions, provided a reasonable mechanism is implemented to enable inland areas to share in the development achievements of eastern regions. In turn, finding an urban-regional balance rests on urban development, as long as more rural workers can move to and prosper in cities.
Faced with the usual list of paradoxes that plague our views of China: it is a communist regime with a capitalist economy; an authoritarian state with an entrepreneurial spirit; a unified nation with tendencies toward fragmentation, the contributions to this volume work to go beyond them and to seek new paths to understanding China. To do so, the essays avoid the conventional approaches toward Chinese politics that focus on either evolutionist (culturally bound) or functionalist (role bound) issues. Rather than separate state from society, these essays explore how the interweaving of these different spheres creates a hazy border between them. The contributors explore the moving frontiers between other spheres as well, such as rural and urban populations, internal evolution and external influence, and money and politics.
