Once considered a question of an international order based on consolidated statehood and homogeneous social communities within national borders, global order has become a question of alternative political articulations, resistance movements, and cultural diversity, among others. This book first critically analyzes the conditions for the struggles of theorizing global normative order in political and IR theory. Second, to make sense of the presence of difference and possibility for global normative order in view of the simultaneous absence of first foundations, the study draws on post-foundational thinking based on the seminal work of German philosopher Martin Heidegger and Argentine political theorist Ernesto Laclau. Finally, the author develops a theoretical framework for a hauntological approach to global normative order that provides an alternative and theoretically coherent explanation for the emergence of global order. There is order on the internet, but how has this order emerged and what challenges will threaten and shape its future? This study shows how a legitimate order of norms has emerged online, through both national and international legal systems. It establishes the emergence of a normative order of the internet, an order which explains and justifies processes of online rule and regulation. This order integrates norms at three different levels (regional, national, international), of two types (privately and publicly authored), and of different character (from ius cogens to technical standards). Matthias C. Kettemann assesses their internal coherence, their consonance with other order norms and their consistency with the order's finality. The normative order of the internet is based on and produces a liquefied system characterized by self-learning normativity. Moral Order/World Order argues for the centrality of normative theory in the study of international relations. Two themes develop, each reflecting opposing pairs: fact/value, is/ought, description/prescription, feasibility/desirability. The first theme concerns the epistemological framework provided by a normative account. The second theme concerns the political conditions of knowledge which determine the role of different theories, indicating the need for adaptation of traditional normative scholarship, overcoming the separation of ethics from politics which has so far limited its role.
This edited volume analyses different forms of resistance against international institutions and charts their success or failure in changing the normative orders embodied in these institutions. Non-state groups and specific states alike advocate alternative global politics, at the same time finding themselves demonized as pariahs and outlaws who disturb established systems of governance. However, over time, some of these actors not only manage to shake off such allegations, but even find their normative convictions accepted by international institutions. This book develops an innovative conceptual framework to understand and explain these processes, using seven cases studies in diverse policy fields; including international security, health, migration, religion and internet politics. This framework demonstrates the importance of coalition-building and strategic framing in order to form a successful resistance and bring change in world politics.
Globalization consists of an interlocking array of political, economic, social, and cultural forces that challenge the traditional international order in two key ways. First, states historically had 'hard shells', by means of which they were capable of consolidating differences between 'inside' and 'outside' to the point where the latter could more easily be quarantined. Second, for closely-related reasons they were largely able to 'absorb' domestic society, such that the individual was less a citizen than a subject. But through globalizing processes these (dubious) attributes have been starkly exposed, which leads Haigh to ask, Whither the state under globalization? It lays particular emphasis on the different forms of global inequality and the problems of legitimacy that these create and on the challenges posed by cultural diversity and value conflict.
