The volume aims to examine Europeanization of Montenegro, a regional frontrunner among all Western Balkans in the EU integration process, through EU impact on domestic governmental changes by focusing on three political membership conditions of the EU: judicial reform, fight against the corruption, and development of regional cooperation and good neighbourly relations. This book is based on the argument of the EU transformative power having produced negatively reinforcing effects in key accession criteria in the candidate country within the ten years of integration period. The given deficiency of fulfilment of political conditions in Montenegro is, on the one hand, primarily the result of an inconsistent and inefficient EU conditional policy, and unfavourable domestic factors to appropriately conduct reform activities, thus resulting in generally weak and mitigating reform progress. In addition, the book has claimed that the effective adoption and alignment with the EU accession demands does not solely depend on interdependency of the EU and domestic factors (as it was explained by the Schimmelfennig and Sedelmeier theory of Europeanization), but rather it also substantially depends on influence of other international factors, namely the influence of Russia and China in the Western Balkan region. The state’s possibility to choose the policies of alternatives instead of opportunities i.e. to cooperate with other international factors which do not question political legitimacy of the domestic ruling elites nor do they interfere into internal political affairs, has significantly affected reduction of euphoria for the advance in the EU accession process with the domestic political leaders. The current EU foreign policy in the form of the enlargement process more likely contains characteristics of charade in the process of European integration of Montenegro. This particular point may be witnessed not only when the case of Montenegro is taken into consideration, but also when the rest of the Balkans is, in terms of the EU enlargement policy that is, analysed.

How does EU apply conditionality towards potential candidate countries in the Europeanization process? Is EU applying also deliberation for defining and applying conditions towards local institutions? This study analyzes the Europeanization process of newly established country, Kosovo by focusing on the application of EU conditionality and deliberation as enlargement tools. Deliberation is used for the first time in combination to EU conditionality. The research base of this study is the High Representative Meeting between EU and Kosovo representatives in the Stabilization and Association Process Dialogue: Sectorial Meeting on Justice, Freedom and Security, which was held in Prishtina in 2016. This case study has been qualitatively analyzed with a discourse analysis of thirty dialogues. As novelty, this study introduces an index of three measurement levels of EU conditionality, whereas Discourse Quality Index (DQI) was applied for deliberation. In a combination of theory and practice, the study presents concrete results, which are interesting for academia, EU institutions and public politics in Kosovo. This text reviews a variety of approaches to the study of the European Union's foreign policy. Much analysis of EU foreign policy contains implicit theoretical assumptions about the nature of the EU and its member states, their inter-relationships, the international system in which they operate and the nature and direction of European integration. In many instances such assumptions, given that they are not discussed openly, curtail rather than facilitate debate. The purpose of this book is to open up this field of enquiry so that students, observers and analysts of EU foreign policy can review a broad range of tools and theoretical templates from which the development and the trajectory of the EU's foreign policy can be studied.

The European Union (EU) is a political and economic partnership that represents a unique form of cooperation among sovereign countries. The EU is the latest stage in a process of integration begun after World War II, initially by six Western European countries, to foster interdependence and make another war in Europe unthinkable. The EU currently consists of 28 member states, including most of the countries of Central and Eastern Europe, and has helped to promote peace, stability, and economic prosperity throughout the European continent. The EU has been built through a series of binding treaties. Over the years, EU member states have sought to harmonize laws and adopt common policies on an increasing number of economic, social, and political issues. EU member states share a customs union; a single market in which capital, goods, services, and people move freely; a common trade policy; and a common agricultural policy. Nineteen EU member states use a common currency (the euro), and 22 member states participate in the Schengen area of free movement in which internal border controls have been eliminated. In addition, the EU has been developing a Common Foreign and Security Policy (CFSP), which includes a Common Security and Defense Policy (CSDP), and pursuing cooperation in the area of Justice and Home Affairs (JHA) to forge common internal security measures. Member states work together through several EU institutions to set policy and to promote their collective interests. In recent years, however, the EU has faced a number of internal and external crises. Most notably, in a June 2016 public referendum, voters in the United Kingdom (UK) backed leaving the EU. The pending British exit from the EU (dubbed "Brexit") comes amid multiple other challenges, including the rise of populist and to some extent anti-EU political parties, concerns about democratic backsliding in some member states (including Poland and Hungary), ongoing pressures related to migration, a heightened terrorism threat, and a resurgent Russia. The United States has supported the European integration project since its inception in the 1950s as a means to prevent another catastrophic conflict on the European continent and foster democratic allies and strong trading partners. Today, the United States and the EU have a dynamic political partnership and share a huge trade and investment relationship. Despite periodic tensions in U.S.-EU relations over the years, U.S. and EU policymakers alike have viewed the partnership as serving both sides' overall strategic and economic interests. EU leaders are anxious about the Trump Administration's commitment to the EU project, the transatlantic partnership, and an open international trading system-especially amid the Administration's imposition of tariffs on EU steel and aluminum products since 2018 and the prospects of future auto tariffs. In July 2018, President Trump reportedly called the EU a "foe" on trade but the Administration subsequently sought to de-escalate U.S.-EU tensions and signaled its intention to launch new U.S.-EU trade negotiations. Concerns also linger in Brussels about the implications of the Trump Administration's "America First" foreign policy and its positions on a range of international issues, including Russia, Iran, the Israeli-Palestinian conflict, climate change, and the role of multilateral institutions. This report serves as a primer on the EU. Despite the UK's vote to leave the EU, the UK remains a full member of the bloc until it officially exits the EU (which is scheduled to occur by October 31, 2019, but may be further delayed). As such, this report largely addresses the EU and its institutions as they currently exist. It also briefly describes U.S.-EU political and economic relations that may be of interest.
This book unveils the potential of utilizing EU Regional Trade Agreements (RTAs) as an instrument of promoting the rule of law to third states. In doing so, the book combines development economics, foreign policy and legal perspectives at three levels of analysis of four sectors to introduce the concept of "EU value-promoting RTAs". The book demonstrates that the EU RTAs bear considerable potential to be strategized as instruments of promoting the rule of law in third states, requiring, however, overcoming strict divides between EU political and economic cooperation, and values and acquis conditionality in its relations with third countries. This book will be of key interest to scholars and students of European Studies, European Union Law, EU external action/foreign policy, EU trade agreements and Development Studies, as well as to NGOs and think tanks that work on European affairs.
