A cross-national survey of how parliaments adapt to change
Party System Closure maps trends in interparty relations in Europe from 1848 until 2019. It investigates how the length of democratic experience, the institutionalization of individual parties, the fragmentation of parliaments, and the support for anti-establishment parties, shape the degree of institutionalization of party systems. The analyses presented answer the questions of whether predictability in partisan interactions is necessary for the survival of democratic regimes and whether it improves or undermines the quality of democracy. The developments of party politics at the elite level are contrasted with the dynamics of voting behaviour. The comparisons of distinct historical periods and of macro-regions provide a comprehensive picture of the European history of party competition and cooperation. The empirical overview presented in the book is based on a novel conceptual framework and features party composition data of more than a thousand European governments. Party systems are analysed in terms of poles and blocs, and the degree of closure and of polarization is related to a new party system typology. The book demonstrates that information collected from partisan interactions at the time of government formation can reveal changes that characterise the party system as a whole. The empirical results confirm that the Cold War period (1945-1989) was exceptionally stable, while the post-Berlin-Wall era shows signs of disintegration, although more at the level of voters than at the level of elites. After three decades of democratic politics in Europe (1990-2019), the West and the South are looking increasingly like the East, especially in terms of the level of party de-institutionalization. The West and the South are becoming more polarised than the East, but in terms of parliamentary fragmentation, the party systems of the South and the East are converging, while the West is diverging from the rest with its increasingly high number of parties. As far as our central concept, party system closure, is concerned, thanks to the gradual process of stabilization in the East, and the recent de-institutionalization in the West and South, the regional differences are declining. This book offers a systematic and far-reaching account of party system institutionalization in Western Europe. Drawing upon a wide array of data and through a comparison of 20 countries from the end of WWII to 2019 across three arenas of party competition (electoral, parliamentary, and governmental ones), the empirical analysis shows that, over the past decade, the level of institutionalization in the Western European party systems has dramatically declined compared with previous decades. Electoral, parliamentary, and – in some cases – governmental instability and unpredictability have reached record-high levels. Although the impact of the 2008 Great Recession has certainly worked as a catalyst, this process of de-institutionalization has been mainly driven by long-term factors, such as cleavage decline and length of democratic experience. Moreover, its consequences are relevant not only for the relationship between parties and voters, but also for the very quality of democracy, as party system deinstitutionalization causes a decline in the citizens’ satisfaction of the way democracy works and even an erosion of the ‘objective’ democratic standards. In a nutshell, Western Europe, once seen as the land of stability and the cradle of democracy, may have become the land of party system deinstitutionalization and incipient democratic backsliding.
Coalition governments are the norm in most of the world's parliamentary democracies. Because these governments are comprised of multiple political parties, they are subject to tensions that are largely absent under single-party government. The pressures of electoral competition and the necessity of delegating substantial authority to ministers affiliated with specific parties threaten the compromise agreements that are at the heart of coalition governance. The central argument of this book is that strong legislative institutions play a critical role in allowing parties to deal with these tensions and to enforce coalition bargains. Based on an analysis of roughly 1,300 government bills across five democracies (Denmark, France, Germany, Ireland, and the Netherlands), the book paints a detailed picture of the treatment of government legislation in contemporary parliaments. Two central contributions emerge. First, the book forces a reconsideration of the common perception that legislatures are largely irrelevant institutions in European democracies. The data presented here make a compelling case that parliaments that feature strong committee systems play an influential role in shaping policy. Second, the book contributes to the field of coalition governance. While scholars have developed detailed accounts of the birth and death of coalitions, much less is known about the manner in which coalitions govern between these bookend events. Dissensus instead of consensus becomes the condition for the intelligibility of parliamentary politics. Such politics is indebted to the rhetorical culture of addressing issues from opposite perspectives and debating the alternatives pro et contra: no motion is approved without a thorough examination of, and confrontation among, imaginable alternatives. Establishing the openness of political debating, parliamentarism has become a distinctive historical contribution to the rise of parliamentary democracy. ​​Given the centrality of political parties in modern democracies, most research on these systems either directly address their internal functioning and activities or question their critical role. Political science has moved from describing institutions to the thorough analysis of behavior within these institutions and the interactions between them. The inevitable consequences of the maturing and institutionalization of the discipline of political science in many countries include the forming of sub-fields and specialized research communities. At the same time the number of democracies has vastly increased since the 1980s and although not each attempt at democratization was eventually successful, more heterogeneous systems with some form of party competition exist than ever before. As a consequence, the literature addressing the large issues of party democracy spreads over many research fields and has become difficult to master for individual students of party democracy and party governance. The present volume sets out to review the behavior and larger role of political parties in modern democracies. In so doing the book takes its departure from the idea that the main contribution of political parties to the working of democracy is their role as vehicles of political competition in systems of government. Consequently the focus is not merely in the internal functioning of political parties, but rather their behavior the electoral, legislative, and governmental arenas. Thus several chapters address how political parties perform within the existing institutional frameworks. One more chapter looks at the role of political parties in building and adapting these institutions.
