What makes countries rich? What makes countries poor? Europe's Growth Champion: Insights from the Economic Rise of Poland seeks to answer these questions, and many more, through a study of one of the biggest, and least heard about, economic success stories. Over the last twenty-five years Poland has transitioned from a perennially backward, poor, and peripheral country to unexpectedly join the ranks of the world's high income countries. Europe's Growth Champion is about the lessons learned from Poland's remarkable experience, the conditions that keep countries poor, and the challenges that countries need to face in order to grow. It defines a new growth model that Poland and its Eastern European peers need to adopt to grow and catch up with their Western counterparts. Poland's economic rise emphasizes the importance of the fundamental sources of growth- institutions, culture, ideas, and leaders- in economic development. It demonstrates that a shift from an extractive society, where the few rule for the benefit of the few, to an inclusive society, where many rule for the benefit of many, can be the key to economic success. *IEurope's Growth Champion asserts that a newly emerged inclusive society will support further convergence of Poland and the rest of Central and Eastern Europe with the West, and help to sustain the region's Golden Age. It also acknowledges the future challenges that Poland faces, and that moving to the core of the European economy will require further reforms and changes in Poland's developmental character.
Estonia’s economy continues to perform well, and growing incomes support well-being. However, the expansion has peaked, and growth is set to soften due to weak international demand. Prudent fiscal policy has resulted in low debt, but spending pressures related to meeting infrastructure needs and ageing are mounting. Old age poverty is high and the proposal to allow early withdrawal of pension funds threatens macroeconomic stability and pension adequacy. The gender wage gap is among the highest in the OECD, and inequalities in income and health are considerable, reflecting gaps in the social safety net. The oil-shale sector is highly energy-intensive and is the main culprit behind Estonia’s high greenhouse gas emissions, but reducing dependence on the sector is challenging, as it is an important employer and meets 70% of Estonia’s energy needs.
The French economy rebounded quickly following the COVID-19 crisis, in particular thanks to the acceleration of the vaccination campaign and strong public support measures. Rapid and effective implementation of the recovery and investment plans would help support stronger and more sustainable growth.

This book surveys Poland’s move from being a post-feudal, backward, peripheral country to being a modern, capitalist, European state: from the partition of the commonwealth of Poland and Lithuania to the abolishment of ‘second serfdom’; late industrialization to state socialism; post-partition fragmentation to post-Second World War westward dislocation; and from the ‘Solidarność’ movement to accession into the European Union. Could Poland really be considered an ‘underdeveloped’ nation throughout the last 200 years? What factors contributed to its ‘backwardness’? Has Poland yet managed to catch up with the West? This book, the first overview of the modern economic history of Poland to be published in English, addresses these and many other questions crucial for developing our understanding of the economic history of modern Central-Eastern Europe. The economic development of Poland is analyzed through data and statistics, as well as through analysis of the ideas that paved the way for the politics of economic and social modernization.
This study demonstrates that in a time of massive change characterized by the emergence of entirely new political systems and a fundamental reorganization of economic life, systematic patterns of economic conditions affecting election results at the aggregate level can in fact be identified during the first decade of post-communist elections in five post-communist countries: Russia, Poland, Hungary, Slovakia, and the Czech Republic. A variety of theoretical arguments concerning the conditions in which these effects are more or less likely to be present are also proposed and tested. Analysis is conducted using an original data set of regional level economic, demographic, and electoral indicators, and features both broadly based comparative assessments of the findings across all twenty elections as well as more focused case study analyses of pairs of individual elections.
Poland has successfully managed a large inflow of refugees from Ukraine. Both monetary and fiscal policies should ensure that higher inflation does not become entrenched. Fiscal policy continues to support the economy in managing higher energy prices. Long term fiscal pressures need to be addressed, for instance by broadening the revenue base, improving spending efficiency and raising retirement age.
Swiss citizens continue to enjoy high living standards on a range of dimensions. Economic growth has slowed but the healthy labour market is still supporting incomes and consumption. However, risks to the outlook are building. Monetary policy has been very accommodative but low interest rates are adding to financial risks. Fiscal policy is sound and debt low. There is scope to make greater use of available fiscal space. Adapting to population ageing is becoming pressing. This trend, along with digital transformation, will bring new opportunities for the economy and society, but challenges as well. Policies have not kept up with rising life expectancy, particularly the statutory retirement age. Updating the pension system and lowering barriers to working longer would ensure that workers continue to receive adequate incomes during retirement. Ageing will also pressure health care spending and increase demand for long-term care. Policies to contain costs and reduce fragmentation in the system can help maintain access to quality care. Switzerland is well placed to seize the opportunities offered by new technologies. Addressing the barriers to adoption, improving the availability of information and helping workers adapt will enable firms, individuals and governments to reap the benefits of digitalisation.
