Achieving sustainable agricultural development is at the forefront of the poverty reduction objective of the Central Asian republics - Kazakhstan, the Kyrgyz Republic, Tajikistan, Turkmenistan, and Uzbekistan. Since independence, the countries of the Central Asian region have undergone a series of transition from centrally planned economies to a more market oriented system. Wide-ranging policy reforms have been implemented, although in varying degrees, in the five Central Asian countries. Despite great efforts by the countries and the external advice and efforts of international agencies to help them to follow a dynamic growth path, the progress in policy reforms has been frustratingly slow. Generating momentum to reorient the approach and the sequencing of policy reform packages will require rethinking of the policy reform process. This is particularly so in the food, agriculture, and natural resource sectors. This further requires improved understanding among the policymakers, donors, and international agencies of the impact of policy alternatives so that policy reforms and the speed with which they have been implemented are consistent with the objectives and the social and political realities of individual countries in the region. Involving the local policy research community in identifying critical issues and challenges, setting priorities among them for food and agricultural and natural resource policy research and analysis, and implementing joint research studies is the best way to generate knowledge on the impact of policy reforms and to increase ownership of policy design and implementation.
Future growth in the countries in Eastern Europe and Central Asia (ECA) will increasingly depend on innovation. And innovation requires skills. This makes it important, as countries plan for recovery, to undertake reforms to reduce the skills shortages that the previous growth episode exposed. Education systems have a very important role to play in creating the right skills. But education systems in the region fall short of the demands of their economies in two major ways. The first is that despite high levels of enrollment they do not produce enough graduates with the right skills. Students graduate with diplomas, not with skills, because the quality of the education for many students is poor. In large part this is because education systems remain focused on providing an excellent education to a few at the expense of improving the quality of learning for the majority. Moreover, the systems are still making the transition from teaching the basics to inculcating higher order skills such as critical-thinking and problem solving. The second way in which education systems fall short is that outside of a few countries in the EU there are few opportunities for adults to retrain, or acquire new skills. This book argues that generating more of the right skills requires a fundamental change of approach in the education systems in the region so that they aim for, and deliver, higher quality education for the vast majority of students (“not just diplomas but skills”). To start with, education systems need to “turn the lights on” and take seriously the measurement of what students actually learn as opposed to measurement of the inputs into the education process on the implicit assumption that learning follows. Policy makers also need to move away from the focus on inputs and processes and increase the emphasis on incentives.
Digital agriculture has the potential to contribute to a more economically, environmentally and socially sustainable agriculture and meet the agricultural goals of a country or a region more effectively, and both ICTs and agriculture are important enablers in achieving SDGs. Most stakeholders have long recognized the need for national e-agricultural strategies. Nevertheless, most of the countries have not yet implemented a national strategy for the agricultural sector's use of ICTs. ITU Offices for Europe and CIS regions in collaboration with FAO Regional Office for Europe and Central Asia developed this report on state of Digital Agriculture and Strategies developed in 18 countries. The emerging role of ICTs in Europe and CIS region is clearly observed and experienced as an engine for agricultural development, especially in view of the growing demand for reliable information and its quick access at all levels of the industry. The state of the digital agriculture ecosystem differs from country to country and is also fragmented by the regions, within the individual countries. There is an overwhelming wave of innovation in this area where a digital agriculture strategy can be helpful in finding the right path.

Agriculture is at the forefront of the development objectives of the republics of Central Asia (CA). Since independence in 1991, these countries have undergone transitions from being centrally planned economies to market-oriented systems, which did not include the creation of agricultural extension systems. This paper provides information on the current status of the agricultural extension systems in CA with special reference to Kyrgyzstan, Tajikistan and Uzbekistan. We reviewed the existing extension strategies, donor- and state-driven initiatives to revitalize the agricultural extension systems, informal linkages that nongovernmental organizations play in helping a limited number of farmers, and provided recommendations on ways to further improve the agricultural extension services in CA. The information related to each country was analyzed separately. This is because, after independence, each republic in CA had initiated their agricultural reforms with specific objectives and has now established their unique agricultural systems that differ contextually. However, due to having the same history and agricultural system that existed during the Soviet times, we tried to give a historical perspective to the unified agricultural extension system that existed before independence.
