Narratives or storytelling are a feature of the everyday life of all who work in government. They tell each other stories about the origins, aims and effects of policies to make sense of their world. These stories form the collective memory of a government department; a retelling of yesterday to make sense of today. This book examines policies through the eyes of the practitioners, both top-down and bottom-up; it decentres policies and policymaking. To decentre is to unpack practices as the contingent beliefs and actions of individuals. Decentred analysis produces detailed studies of people’s beliefs and practices. It challenges the idea that inexorable or impersonal forces drive politics, focusing instead on the relevant meanings, the beliefs and preferences of the people involved. This book presents ten case studies, covering penal policy, zero-carbon homes, parliamentary scrutiny, children’s rights, obesity, pension reform, public service reform, evidence-based policing, and local economic knowledge. It introduces a different angle of vision on the policy process; it looks at it through the eyes of individual actors, not institutions. In other words, it looks at policies from the other end of the telescope. It concludes there is much to learn from a decentred approach. It delivers edification because it offers a novel alliance of interpretive theory with an ethnographic toolkit to explore policy and policymaking from the bottom-up. Written by members of the Department of Politics and International Relations of the University of Southampton, with their collaborators at other universities, the book’s decentred approach provides an alternative to the dominant evidence–based policy nostrums of the day.
This book offers comparative studies of the production, content, distribution and reception of film and television drama in Europe. The collection brings together scholars from the humanities and social sciences to focus on how new developments are shaped by national and European policies and practices, and on the role of film and television in our everyday lives. The chapters explore key trends in transnational European film and television fiction, addressing issues of co-production and collaboration, and of how cultural products circulate across national borders. Communication is central to how we understand international affairs. Political leaders, diplomats, and citizens recognize that communication shapes global politics. This has only been amplified in a new media environment characterized by Internet access to information, social media, and the transformation of who can communicate and how. In the 1980s and 1990s, Nicolas Jabko suggests, the character of European integration altered radically, from slow growth to what he terms a "quiet revolution." In this book he traces the political strategy that underlay the move from the Single Market of 1986 through the official creation of the European Union in 1992 to the coming of the euro in 1999. The official, shared language of the political forces behind this revolution was that of market reforms—yet, as Jabko notes, this was a very strange "market" revolution, one that saw the building of massive new public institutions designed to regulate economic activity, such as the Economic and Monetary Union, and deeper liberalization in economic areas unaffected by external pressure than in truly internationalized sectors of the European economy. What held together this remarkably diverse reform movement? Precisely because "the market" wasn't a single standard, the agenda of market reforms gained the support of a vast and heterogenous coalition. The "market" was in fact a broad palette of ideas to which different actors could appeal under different circumstances. It variously stood for a constraint on government regulations, a norm by which economic activities were (or should be) governed, a space for the active pursuit of economic growth, an excuse to discipline government policies, and a beacon for new public powers and rule-making. In chapters on financial reform, the provision of collective services, regional development and social policy, and economic and monetary union, Jabko traces how a coalition of strange bedfellows mobilized a variety of market ideas to integrate Europe.
Creating and Governing Cultural Heritage in the European Union: The European Heritage Label provides an interdisciplinary examination of the ways in which European cultural heritage is created, communicated, and governed via the new European Heritage Label scheme. Drawing on ethnographic field research conducted across ten countries at sites that have been awarded with the European Heritage Label, the authors of the book approach heritage as an entangled social, spatial, temporal, discursive, narrative, performative, and embodied process.
