The media play a crucial role in the protection of human rights. They expose human rights violations and offer an arena for different voices to be heard in public discourse. Free, independent and pluralistic media are a core element of any democracy. However, the power of the media can also be misused to the extent that the very functioning of democracy is threatened. Some media outlets have been turned into propaganda megaphones for those in power. Others have been used to incite xenophobic hatred and violence against minorities and other vulnerable groups. Now the phenomenon of social media presents us with a range of fresh challenges. Blogs, video and social networking sites have become a key forum for political debate and organisation - so much so that they have provoked counter-responses from some repressive states. While there is a need to ensure better protection of personal integrity in social media, the right to freedom of expression must not be undermined. The purpose of this publication is to contribute to a more thorough discussion on media developments and their impact on human rights in a constantly changing media landscape. Eight experts were invited to contribute their personal assessments of trends and problems. They have not shied away from addressing controversial issues or providing far-reaching suggestions. Together their texts indicate that there is a need for stronger protection of media freedom and freedom of expression in Europe today. These are clearly topics of paramount importance which demand serious public debate.
Education which helps citizens live together in our diverse societies is a matter of urgency. We all need to develop the ability to understand each other across all types of cultural barriers; this is a fundamental prerequisite for making our diverse democratic societies work. This publication looks at the development of intercultural competence as a key element of mainstream education. It stresses the need firstly for an appropriate education policy which puts intercultural competence at the heart of all education and, above all, for the development, on an everyday basis, of the necessary attitudes, skills and knowledge needed for mutual understanding. Without these, no sustainable societal change is possible.
Pathways presents an innovative way of reflecting on the multidimensionality of assessment, learning and teaching in line with the CEFR. It has been designed to support professionals at all levels. The two main components of Pathways - guide and kit - integrated by various indexes, mind maps and examples of scenarios, encourage users to work in a non linear way and to select and customize. The guide addresses those fundamental concepts in the CEFR that may not be readily transparent and that especially warrant "unpacking" for educational practices in a way that is clear and accessible for professionals, both in their pre- and in-service teacher education. The kit offers 107 worksheets, which serve as a bridge for teacher educators and teachers, to reflect on these concepts and to relate them appropriately to pedagogical practices.
Defending ethics in sport is vital in order to combat the problems of corruption, violence, drugs, extremism and other forms of discrimination it is currently facing. Sport reflects nothing more and nothing less than the societies in which it takes place. However, if sport is to continue to bring benefits for individuals and societies, it cannot afford to neglect its ethical values or ignore these scourges. The major role of the Council of Europe and the Enlarged Partial Agreement on Sport (EPAS) in addressing the new challenges to sports ethics was confirmed by the 11th Council of Europe Conference of Ministers responsible for Sport, held in Athens on 11 and 12 December 2008. A political impetus was given on 16 June 2010 by the Committee of Ministers, with the adoption of an updated version of the Code of Sports Ethics (Recommendation CM/Rec(2010)9), emphasising the requisite co-ordination between governments and sports organisations. The EPAS prepared the ministerial conference and stepped up its work in an international conference organised with the University of Rennes, which was attended by political leaders, athletes, researchers and officials from the voluntary sector. The key experiences described in the conference and the thoughts that it prompted are described in this publication. All the writers share the concern that the end result should be practical action - particularly in terms of the setting of standards - that falls within the remit of the EPAS and promotes the Council of Europe's core values.

How are the problems associated with different psychoactive substances, illicit drugs, alcohol and tobacco described? How is the nature of the "problem" shaped by research evidence, media coverage, cultural mores and social, economic and political considerations? To what extent does policy reflect a consistent approach to different psychoactive substances? What objectives do policies on drugs, alcohol and tobacco pursue? Do the structures in place support the co-ordination and/or integration of these policies? The issue of psychoactive substance policies (and beyond) is currently at the forefront of policy making in a number of countries, including those participating in this study, together with the issue of how such a policy may be implemented in a coherent manner. Continuing the work carried out in two previous publications, From a policy on illegal drugs to a policy on psychoactive substances (2008) and Towards an integrated policy on psychoactive substances: a theoretical and empirical analysis (2010), this work attempts to put into perspective the salient points of what may be termed a coherent policy on psychoactive substances and beyond. It proposes six indicators, around which the concept of coherency is articulated: conceptualisation, policy context, legislative and regulatory framework, strategic framework, responses/interventions, and structures and resources. The results of this study may be a surprise to some in the field, and tie in with broader efforts by the European Union and the Organisation for Economic Co-operation and Development in the sphere of policy coherence for development. The Council of Europe has 47 member states, covering virtually the entire continent of Europe. It seeks to develop common democratic and legal principles based on the European Convention on Human Rights and other reference texts on the protection of individuals. Recommendation CM/Rec(2010)12 on the independence, efficiency and responsi¬bilities of judges updates a recommendation that the Committee of Ministers of the Council of Europe adopted in 1994. These new rules aim to promote the role of judges, improve both their efficiency and independence and clarify their duties and responsibilities. They take account of the new ideas and practices that have emerged in member states' judicial systems since 1994.This recommendation places emphasis on the independence of every individual judge and of the judiciary as a whole. The notion of "internal independence", which aims at protecting judicial decisions from undue internal influences, is one of the important new elements of the recommendation. Judicial "efficiency" is defined in a clear and simple manner. Additional measures on the selection and training of judges, their responsibility, and judicial ethics seek to strengthen the role of individual judges and the judiciary in general.Overall, the recommendation represents a significant step forward in strengthening the protection of human rights and fundamental freedoms, as the manner in which judges exercise their judicial functions is crucial to the protection of these rights and freedoms.

This document represents the next step in the evolution of Philadelphias efforts to create a more effective and efficient system of care. This system is based on the latest thinking in the field, empirical evidence and the preferences of the individuals and families receiving services. In keeping with the comprehensive system-transformation efforts in the health care arena, the guidelines outlined in this document are meant to help providers implement services and supports that promote resilience, recovery and wellness in children, youth, adults and families. They apply to all treatment providers and all levels of care. They are not intended to encapsulate all possible services or supports that promote recovery and resilience. The strategies in this document are examples of activities and services that providers can implement. These strategies are not intended to be a laundry list of new activities that must now be incorporated into all service settings. The suggested strategies are examples of the kinds of activities that can help organizations achieve these goals. These strategies should be modified and adopted based on the preferences, cultures and needs of people being served and the community context in which they live. The practice guidelines have direct implications for staff in all roles. They are framed by the notions of recovery and resilience. This framework should be the basis for service delivery.
An examination of corporate privacy management in the United States, Germany, Spain, France, and the United Kingdom, identifying international best practices and making policy recommendations. Barely a week goes by without a new privacy revelation or scandal. Whether by hackers or spy agencies or social networks, violations of our personal information have shaken entire industries, corroded relations among nations, and bred distrust between democratic governments and their citizens. Polls reflect this concern, and show majorities for more, broader, and stricter regulation—to put more laws “on the books.” But there was scant evidence of how well tighter regulation actually worked “on the ground” in changing corporate (or government) behavior—until now. This intensive five-nation study goes inside corporations to examine how the people charged with protecting privacy actually do their work, and what kinds of regulation effectively shape their behavior. And the research yields a surprising result. The countries with more ambiguous regulation—Germany and the United States—had the strongest corporate privacy management practices, despite very different cultural and legal environments. The more rule-bound countries—like France and Spain—trended instead toward compliance processes, not embedded privacy practices. At a crucial time, when Big Data and the Internet of Things are snowballing, Privacy on the Ground helpfully searches out the best practices by corporations, provides guidance to policymakers, and offers important lessons for everyone concerned with privacy, now and in the future.
In 1897 the promising young sociologist William Edward Burghardt Du Bois (1868-1963) was given a temporary post as Assistant in Sociology at the University of Pennsylvania in order to conduct a systematic investigation of social conditions in the seventh ward of Philadelphia. The product of those studies was the first great empirical book on the Negro in American society. More than one hundred years after its original publication by the University of Pennsylvania Press, The Philadelphia Negro remains a classic work. It is the first, and perhaps still the finest, example of engaged sociological scholarship—the kind of work that, in contemplating social reality, helps to change it. In his introduction, Elijah Anderson examines how the neighborhood studied by Du Bois has changed over the years and compares the status of blacks today with their status when the book was initially published.
