In the post-Cold War era anarchic conditions within sovereign states have repeatedly posed serious and intractable challenges to the international order. Nations have been called upon to conduct peace operations in response to dysfunctional or disintegrating states (such as Somalia, Haiti, and the former Yugoslavia). Among the more vigorous therapies for this kind of disorder is revitalizing local public security institutions --the police, judiciary, and penal system. This volume presents insights into the process of restoring public security gleaned from a wide range of practitioners and academic specialists.
This volume commends itself to the reader to provoke thought about what governments and international organizations ought to do when faced with the responsibilities of a given peace operation. Equally important, it suggests what we as citizens in the world community ought to demand of our governments and that community in the current world disorder. The intent is to help decision-makers, policy makers, opinion-makers and students understand the nature of the problem that is likely to provide the greatest challenge to international security management into the next century.
As the international political climate grows increasingly volatile, peacekeeping operations have become a mainstay in troubled regions. The alternative to military occupation is either to train indigenous police forces or to hire security corporations. Policy makers are worried that these forces are not capable of maintaining peace. In addition, moral and legal issues are factors for policy makers that are debating the extent to which peacekeeping forces should be allowed to infiltrate societies in turmoil. Other issues of concern that this book examines are the United States relationship with the U.N. and the World Bank as all three pursue their different responsibilities in peacekeeping.
This is the first book to challenge the broken-windows theory of crime, which argues that permitting minor misdemeanors, such as loitering and vagrancy, to go unpunished only encourages more serious crime. The theory has revolutionized policing in the United States and abroad, with its emphasis on policies that crack down on disorderly conduct and aggressively enforce misdemeanor laws. The problem, argues Bernard Harcourt, is that although the broken-windows theory has been around for nearly thirty years, it has never been empirically verified. Indeed, existing data suggest that it is false. Conceptually, it rests on unexamined categories of law abiders and disorderly people and of order and disorder, which have no intrinsic reality, independent of the techniques of punishment that we implement in our society. How did the new order-maintenance approach to criminal justice--a theory without solid empirical support, a theory that is conceptually flawed and results in aggressive detentions of tens of thousands of our fellow citizens--come to be one of the leading criminal justice theories embraced by progressive reformers, policymakers, and academics throughout the world? The book examines the phenomenon of crafting transnational policing. By this term is meant the different forms of engagement in policing reform by international donors, national governments, foreign police and law enforcement agencies in the domestic policing agencies and programs of recipient countries. It includes, inter alia, peace-keeping in post-conflict situations, reconstruction and capacity-building as part of nation- or state-building exercises, and the provision of technical assistance in relation to certain aspects of law enforcement. In each instance, there is a cross-border provision of resources with a view to shaping the kind of policing provided in recipient nations. Why do some countries engage in these activities? Why has policing become a preferred form of foreign policy engagement in some countries? What forms of policing development are provided? How are they delivered? And how are they received? How should these kinds of assistance and/or interventions be conducted in future? In this regard, is there a non-negotiable 'core' of good policing that needs to be developed and nurtured as an integral part of all defensible transnational policing engagements? These are some of the questions raised by the contributions to this book. The book arises primarily from papers presented at a workshop held in Onati, Spain in July 2004 on the emergence of a global constabulary ethic. The book has also been supplemented by two solicited chapters.

Anarchy breeds terrorism, yet the international community has been reluctant to commit the necessary resources to supporting and maintaining peaceful rule. This daring work argues that modern peacekeeping operations and military occupations bear a surprising resemblance to the imperialism practiced by liberal states a century ago. It shows how the West's attempts to remake foreign societies in their own image-even with the best of intentions-invariably fail. Focusing on operations in Haiti, Bosnia, Kosovo, and East Timor in the mid- to late 1990s, while touching on both postwar Afghanistan and the occupation of Iraq, Enforcing the Peace compares these cases to the colonial activities of Great Britain, France, and the United States at the turn of the twentieth century. As an alternative to trying to control political developments abroad, Marten shows how serious foreign intervention can restore basic security to unstable regions. She argues that the colonial experience demonstrates that military organizations police effectively if political leaders prioritize the task. The time has come to raise the importance of armed peacekeeping on the international agenda.
