This title was first published in 2003. Since independence in 1947, India has undergone a phase of rapid urbanization. New planning laws have been passed, new organizations established, public policy documents and discussion papers prepared and a host of land and housing schemes have been implemented. Still, however, the vast majority of urban expansion is an unplanned process that takes the form of squatting and illegal or semi-legal land subdivision. By looking in detail at two rapidly growing cities in Andhra Pradesh (Vijayawada and Viaskhapatnam) this book explores cultural, physical-spatial, political and economic determinants of the allocation of urban land and of urban growth in India in historical context. It focuses on the interplay between the government and the organizations in charge of their implementation, and the private sector on the other. Special attention is given to the conditions of the urban poor, with the changes in their socio-economic conditions.

This book delves into the Fast Track Land Reform Programme (FTLRP) in Zimbabwe to provide insight into how it facilitated the delivery of housing for low-income urban households. It highlights the politics of land reforms and the power of community engagement in housing development in urban areas. Prior to the FTLRP, the Zimbabwean governments had never embraced popular modes of housing production as key factors in urban development. In the area of low-income housing, informal housing schemes have always been treated with apathy and indifference. This left the conventional mode of housing production to be the only legitimate means to house low-income households despite its shortcomings. However, the onset of the FTLRP in 2000 resulted in homeless urban households grasping the opportunity to invade farms for housing development. Through the lenses of Marxism and Neoliberalism, this book analyses housing schemes that emerged and the overall impact of the FTLRP on housing and land delivery in Harare. This analysis is based on empirical evidence obtained from key informants and household surveys conducted in Harare. The authors argue that the FTLRP provided a platform for innovativeness by households, supported by the unpronounced national urban vision and prowess of the political leadership. Hence the success of these housing schemes can be measured by acquisition of land which guarantees households access to the city. However, some of these housing schemes pose challenges – key among them being lack of infrastructure. The book concludes by presenting a new model for effective delivery of land and housing for the urban poor. This is envisaged as a useful policy tool for urban planners, housing experts, land economists, urban and regional geographers, as well as sociologists, political scientists and social workers engaged in public administration of land and housing.

Although it is commonly asserted that enhanced citizen participation results in better environmental policy and improved enforcement of environmental standards, this hypothesis has rarely been subject to testing on a comparative basis. The contributors to this book set out to study the extent to which citizens can and do exert influence over their urban environments through the legal (and extra-legal) 'gateways' in eleven countries spanning several continents as well as different climates, levels and type of economic development, and national legal and constitutional systems, as well as exhibiting a different set of environmental problems. One interviewee questioned about access to environmental justice, dryly remarked that in his city there was no environment, no justice and no access to either. Yet this view, as will be seen, requires to be nuanced. While few people will be surprised by the finding that legal gateways to environmental justice are largely ineffective, the reasons for this are revealing; but also the richness of detail and the comparisons between the different countries, and also the positive aspects which surfaced in several instances, were indeed both encouraging and sometimes surprising. This book presents the first comparative survey of access to environmental justice, and will be of considerable use to lawyers, policy-makers, activists and scholars who are concerned with the environmental issues which so profoundly affect and afflict our habitat and conditions of social justice throughout the world.

Alan Smart raises serious questions about the standard view that Hong Kong's mass public housing programme was a direct and humane response by the Government to the Shek Kip Mei fire. Rather he argues that the Government's response to that fire was grudging and incremental rather than a sharp and radical turning point, and that the security and stability of Hong Kong weighed as heavily, possibly more so, in the decisions than the predicament of the fire victims. His research shows that a whole sequence of major fires after Shek Kip Mei, and the political costs of the Mainland sending comfort missions to fire victims both before and after were needed to bring about the final commitment to provide mass public housing. In his critical examination of the conventional position, Professor Smart bases his case on a thorough reading of government records and provides a careful investigation into the origins of the public housing policy in Hong Kong. This volume makes an important contribution to the postwar history of Hong Kong and is a significant addition to the study of its modern development.
Planners tend to promote formal plans as the only game in town while diverse efforts of urban actors shape our cities. Tracking the development of American "neighborhood unit" concept in independent India’s planning practice and literature—from the national level policies to on-the-ground applications in the city of Jaipur—Vidyarthi explains how a host of actors including neighborhood residents, squatters, politicians and developers made different kinds of plans that assimilated the design concept in line with their practical concerns and cultural preferences creating unique variants of neighborhood urbanism over time. One Idea, Many Plans counters misguided characterization of these unforeseen efforts as ‘unauthorized’ by state authorities. It shows how the frequently informal and tacit plans were neither arbitrary actions nor aimless subversions but purposeful future-oriented efforts that shaped the envisaged sociality and spatiality of Indian cities in more meaningful ways than the official master plans promoting planned neighborhoods. Carefully illustrating the different kinds of plans local actors use to guide incremental adaptation, improvement and investment, Vidyarthi offers insights about how we might improve formal plan making. Scholars, students and professional practitioners interested in different regions of the global south would find these lessons useful as a new generation of city design ideas like sustainability and new urbanism gain traction in an increasingly globalized World.
