During the last century international trade has become indispensable for many economies. This is not only the case for trade in primary raw materials and consumer products but also for secondary (recyclable) materials. With the rapid growth of the recycling sector worldwide, trade in recyclables increased tremendously. It is striking that most of this trade flows from developed to developing countries. This book addresses the main causes of this typical trade pattern and investigates its economic and environmental effects by carrying out case studies on waste paper imports in India, waste plastics imports in China, and used-tyre trade in Europe. The book concludes by recommending policies that are aimed at preventing negative economic and environmental effects potentially resulting from trade in recyclables. The book offers new ideas to researchers who are involved in international trade, material flows, and waste management, and provides new insights for decision-makers who are interested in WTO and the Basel Convention.
While plastics are extremely useful materials for modern society, plastics production and waste generation continue to increase with worsening environmental impacts despite international, national and local policy responses, as well as industry commitments. Remains of the Everyday traces the changing material culture and industrial ecology of China through the lens of recycling. Over the last century, waste recovery and secondhand goods markets have been integral to Beijing’s economic functioning and cultural identity, and acts of recycling have figured centrally in the ideological imagination of modernity and citizenship. On the one hand, the Chinese state has repeatedly promoted acts of voluntary recycling as exemplary of conscientious citizenship. On the other, informal recycling networks—from the night soil carriers of the Republican era to the collectors of plastic and cardboard in Beijing’s neighborhoods today—have been represented as undisciplined, polluting, and technologically primitive due to the municipal government’s failure to control them. The result, Joshua Goldstein argues, is the repeatedly re-inscribed exclusion of waste workers from formations of modern urban citizenship as well as the intrinsic liminality of recycling itself as an economic process.

Urban pollution, particularly from exhaust fumes, is a growing problem in Costa Rica, as elsewhere. Policy makers have tried to solve the problem through traditional regulatory instruments. But at the same time, other policy initiatives, such as reducing taxes, have contributed to greater car ownership and use, and hence, pollution levels. This study looks at whether the government's practice of differentiating car taxes on the basis of vehicle characteristics can be used to improve air quality in Costa Rica. The results indicate that a tax that increases the relative price of used cars will have significant environmental impacts, while other means of differentation are much weaker.
Air pollution concentrations have been rapidly increasing in the major urban areas of Brazil caused mainly by the increasing use of vehicles. In the presence of this negative externality, environmental regulation is required. Car emission control policies in Brazil have relied basically on mandatory emission standards and subsidies for specific cleaner technology resulting in substantial decrease of car emission rates. Nevertheless, car sale taxes, differentiated by vehicles' size and fuel, have also influenced car emission patterns. This paper analyzes the compliance trend of the Brazilian fleet with environmental standards between 1992 and 1997. We find that larger automobiles had the fastest compliance schedule while popular models adjusted very slowly. Also gasoline-fueled models had a faster adjustment pattern than ethanol cars. Additionally, we analyze the current relationship between pollution emissions and car characteristics in order to orient policy formulation. We find a positive relationship between emissions rates and horse power, concluding that although the current value added-sale car tax is not environmental harmful, a tax differentiating clean from dirty models, within each tax bracket, could create substantial incentives for emission control in the future.
