Devastating damage in the Tohoku region of Japan occurred during and after the earthquake off the Pacific coast of Tohoku earthquake on March 11, 2011. The AIJ (Architectural Institute of Japan) dispatched reconnaissance teams into the field to obtain basic facts on the damage to buildings due to the massive ground motions and resultant tsunami. Their mission included collecting information on the characteristics of the earthquake itself and the observed major ground motions and tsunamis throughout the area. For the structural damage investigation, buildings are classified by their type of construction, namely, steel buildings, reinforced concrete buildings, wooden houses, etc. along with descriptions of special features for each category of building type. The report summarizes damage associated with ground failures including landslide and liquefaction as well as non-structural damages such as to equipment and facilities, partitioning walls and ceilings, and functional failures in skyscrapers. Also brief description of the Japanese Seismic Design Code will be provided in the Appendix. A proposed scheme of anti-tsunami design for buildings is also included.
The U.S. Army Corps of Engineers has long been one of the federal government's key agencies in planning the uses of the nation's waterways and water resources. Though responsible for a range of water-related programs, the Corps's two traditional programs have been flood damage reduction and navigation enhancement. The water resource needs of the nation, however, have for decades been shifting away from engineered control of watersheds toward restoration of ecosystem services and natural hydrologic variability. In response to these shifting needs, legislation was enacted in 1990 which initiated the Corps's involvement in ecological restoration, which is now on par with the Corps's traditional flood damage reduction and navigation roles. This book provides an analysis of the Corps's efforts in ecological restoration, and provides broader recommendations on how the corps might streamline their planning process. It also assesses the impacts of federal legislation on the Corps planning and projects, and provides recommendations on how relevant federal policies might be altered in order to improve Corps planning. Another important shift affecting the Corps has been federal cost-sharing arrangements (enacted in 1986), mandating greater financial participation in Corps water projects by local co-sponsors. The book describes how this has affected the Corps-sponsor relationship, and comments upon how each group must adjust to new planning and political realities.
Over 5,300 total pages .... MARINE RECON Reconnaissance units are the commander’s eyes and ears on the battlefield. They are task organized as a highly trained six man team capable of conducting specific missions behind enemy lines. Employed as part of the Marine Air-Ground Task Force, reconnaissance teams provide timely information to the supported commander to shape and influence the battlefield. The varying types of missions a Reconnaissance team conduct depends on how deep in the battle space they are operating. Division Reconnaissance units support the close and distant battlespace, while Force Reconnaissance units conduct deep reconnaissance in support of a landing force. Common missions include, but are not limited to: Plan, coordinate, and conduct amphibious-ground reconnaissance and surveillance to observe, identify, and report enemy activity, and collect other information of military significance. Conduct specialized surveying to include: underwater reconnaissance and/or demolitions, beach permeability and topography, routes, bridges, structures, urban/rural areas, helicopter landing zones (LZ), parachute drop zones (DZ), aircraft forward operating sites, and mechanized reconnaissance missions. When properly task organized with other forces, equipment or personnel, assist in specialized engineer, radio, and other special reconnaissance missions. Infiltrate mission areas by necessary means to include: surface, subsurface and airborne operations. Conduct Initial Terminal Guidance (ITG) for helicopters, landing craft, parachutists, air-delivery, and re-supply. Designate and engage selected targets with organic weapons and force fires to support battlespace shaping. This includes designation and terminal guidance of precision-guided munitions. Conduct post-strike reconnaissance to determine and report battle damage assessment on a specified target or area. Conduct limited scale raids and ambushes. This publication, Field Manual FM 3-98 Reconnaissance and Security Operations July 2015, provides doctrinal guidance and direction for Cavalry organizations, as well as reconnaissance and security organizations. This FM establishes the foundation for the development of tactics and procedures in subordinate doctrine publications. This publication applies across the range of military operations. While the main focus of this field manual is Cavalry formations within the units listed below, all maneuver formations must be able to conduct reconnaissance and security tasks. - Armored brigade combat team (ABCT) Cavalry squadron. - Infantry brigade combat team (IBCT) Cavalry squadron. - Stryker brigade combat team (SBCT) Cavalry squadron. - Battlefield surveillance brigade (BFSB) Cavalry squadron. - It is applicable to the- - Scout platoon of maneuver battalions. - Combat aviation brigade air squadron. The principal audiences for FM 3-98 are commanders, leaders, and staffs responsible for the planning, execution, or support of reconnaissance and security operations as well as instructors charged with teaching reconnaissance and security operations. Doctrine consists of fundamental principles that describe how to fight. At the tactical level, doctrine consists of authoritative principles concerning how to execute reconnaissance and security operations as part of Army and joint operations that require professional military judgment in their application. Importantly, our doctrine must describe how brigade combat teams (BCT) and subordinate units combine the capabilities of various arms into cohesive, combined arms, air-ground teams and provide a clear description of how to execute reconnaissance and security operations. This publication provides the commander and staff of Cavalry formations with doctrine relevant to Army and joint operations. This publication explains how effective reconnaissance and security operations generate depth, allow commanders reaction time and maneuver space, fight for information and collect information through stealth, protect against surprise, ease the forward movement of follow-on forces, and provide commanders with flexibility and adaptability. The previous proponent manual for Cavalry Operations was FM 3-20.96, published 12 March 2010, which included operational considerations. This publication provides doctrinal guidance for all formations assigned to the ABCT, the IBCT, and SBCT.
