Risk assessment is central to the work of the Health and Safety Commission and Executive. The risks of harm chiefly addressed fall into three main categories: day to day risks to workers (covering reportable injuries and fatalities), risks to health (which can be more long term and difficult to categorize) and major hazards but remote risks (some potentially catastrophic and capable of affecting workers and the public simultaneously). This plan of work builds on work done in recent years and takes account of economic and technological changes, public opinion, and growing international activity, including European Community legislation.
