Ortwin Renn Thomas Wehler Peter Wiedemann In late July of 1992 the small and remote mountain resort of Morschach in the Swiss Alps became a lively place of discussion, debate, and discourse. Over a three-day period twenty-two analysts and practitioners of public participation from the United States and Europe came together to address one of the most pressing issues in contemporary environmental politics: How can environmental policies be designed in a way that achieves both effective protection of nature and an adequate representation of public values? In other words, how can we make the environmental decision process competent and fair? All the invited scholars from academia, international research institutes, and governmental agencies agreed on one fundamental principle: For environmental policies to be effective and legitimate, we need to involve the people who are or will be affected by the outcomes of these policies. There is no technocratic solution to this problem. Without public involvement, environmental policies are doomed to fail. The workshop was preceded by a joint effort by the three editors to develop a framework for evaluating different models of public participation in the environmental policy arena. During a preliminary review of the literature we made four major observations. These came to serve as the primary motivation for this book. First, the last decade has witnessed only a fair amount of interest within the sociological or political science communities in issues of public participation.

Many of the hundreds of thousands of Syrians who immigrated to the US beginning in the 1870s worked as peddlers. Men were able to transgress Syrian norms related to marriage practices while they were traveling, while Syrian women accessed more economic autonomy though their participation in peddling networks. In Possible Histories, Charlotte Karem Albrecht explores this peddling economy of the late nineteenth and early twentieth centuries as a site for revealing how dominant ideas about sexuality are imbricated in Arab American racial histories. Karem Albrecht marshals a queer affective approach to community and family history to show how Syrian immigrant peddlers and their interdependent networks of labor and care appeared in interconnected discourses of modernity, sexuality, gender, class, and race. Possible Histories conceptualizes this profession, and its place in narratives of Arab American history, as a "queer ecology" of laboring practices, intimacies, and knowledge production. This book ultimately proposes a new understanding of the long arm of Arab American history that puts sexuality and gender at the heart of ways of navigating US racial systems.
Under the terms of the Chinese Immigration Act of 1885, Canada implemented a vast protocol for acquiring detailed personal information about Chinese migrants. Among the bewildering array of state documents used in this effort were CI 9s: issued from 1885 to 1953, they included date of birth, place of residence, occupation, identifying marks, known associates, and, significantly, identification photographs. The originals were transferred to microfilm and destroyed in 1963; more than 41,000 grainy reproductions of CI 9s remain. Lily Cho explores how the CI 9s functioned as a form of surveillance and a process of mass capture that produced non-citizens, revealing the surprising dynamism of non-citizenship constantly regulated and monitored, made and remade, by an anxious state. The first mass use of identification photography in Canada, they make up the largest archive of images of Chinese migrants in the country, including people who stood no chance of being photographed otherwise. But CI 9s generated far more information than could be processed, and there is nothing straightforward about the knowledge that they purported to contain. Cho finds traces of alternate forms of kinship in the archive as well as evidence of the ways that families were separated. In attending to the particularities of these images and documents, Mass Capture uncovers the alternative story that lies in the refusals and resistances enacted by the mass captured. Illustrated with painstakingly reconstituted digital reproductions of the microfilm record, Mass Capture reclaims the CI 9s as more than documents of racist repression, suggesting the possibilities for beauty and dignity in the archive, for captivation as well as capture.

Reimagines photography through the long history of ideas of expression The end of the nineteenth century saw massive developments and innovations in photography at a time when the forces of Western modernity—industrialization, racialization, and capitalism—were quickly reshaping the world. The Unintended slows down the moment in which the technology of photography seemed to speed itself—and so the history of racial capitalism—up. It follows the substantial shifts in the markets, mediums, and forms of photography during a legally murky period at the end of the nineteenth century. Monica Huerta traces the subtle and paradoxical ways legal thinking through photographic lenses reinscribed a particular aesthetics of whiteness in the very conceptions of property ownership. The book pulls together an archive that encompasses the histories of performance and portraiture alongside the legal, pursuing the logics by which property rights involving photographs are affirmed (or denied) in precedent-setting court cases and legal texts. Emphasizing the making of “expression” into property to focus our attention on the failures of control that cameras do not invent, but rather put new emphasis on, this book argues that designations of control’s absence are central to the practice and idea of property-making. The Unintended proposes that tracking and analyzing the sensed horizons of intention, control, autonomy, will, and volition offers another way into understanding how white supremacy functions. Ultimately, its unique historical reading practice offers a historically-specific vantage on the everyday workings of racial capitalism and the inheritances of white supremacy that structure so much of our lives.
The Color of Creatorship examines how copyright, trademark, and patent discourses work together to form American ideals around race, citizenship, and property. Working through key moments in intellectual property history since 1790, Anjali Vats reveals that even as they have seemingly evolved, American understandings of who is a creator and who is an infringer have remained remarkably racially conservative and consistent over time. Vats examines archival, legal, political, and popular culture texts to demonstrate how intellectual properties developed alongside definitions of the "good citizen," "bad citizen," and intellectual labor in racialized ways. Offering readers a theory of critical race intellectual property, Vats historicizes the figure of the citizen-creator, the white male maker who was incorporated into the national ideology as a key contributor to the nation's moral and economic development. She also traces the emergence of racial panics around infringement, arguing that the post-racial creator exists in opposition to the figure of the hyper-racial infringer, a national enemy who is the opposite of the hardworking, innovative American creator. The Color of Creatorship contributes to a rapidly-developing conversation in critical race intellectual property. Vats argues that once anti-racist activists grapple with the underlying racial structures of intellectual property law, they can better advocate for strategies that resist the underlying drivers of racially disparate copyright, patent, and trademark policy.

Citizens, Elites, and the Legitimacy of Global Governance offers the first full comparative study of citizen and elite legitimacy beliefs toward global governance. Empirically, it provides a comprehensive analysis of public and elite opinion toward global governance, building on two uniquely coordinated surveys covering multiple countries and international organizations. Theoretically, it develops an individual-level approach, exploring how a person's characteristics in respect of socioeconomic status, political values, geographical identification, and institutional trust shape legitimacy beliefs toward global governance. The book's central findings are three-fold. First, there is a notable and general elite-citizen gap in legitimacy beliefs toward global governance. While elites on average hold moderately high levels of legitimacy toward international organizations, the general public is decidedly more skeptical. Second, individual-level differences in interests, values, identities, and trust dispositions provide significant drivers of citizen and elite legitimacy beliefs toward global governance, as well as the gap between them. Most important on the whole are differences in the extent to which citizens and elites trust domestic political institutions, which systematically shape how they assess the legitimacy of international organizations. Third, both patterns and sources of citizen and elite legitimacy beliefs vary across organizations and countries. These variations suggest that institutional and societal contexts condition attitudes toward global governance. The book's findings shed important light on future opportunities and constraints in international cooperation, suggesting that current levels of legitimacy point neither to a general crisis of global governance nor to a general readiness for its expansion.
