Sir Michael Lyons was commissioned to consider the case for changes to the present system of local government funding in England and make recommendations, including on the reform of council tax. The remit was extended to cover questions relating to the function of local government and its future role as well as how it is funded, and also to consider the implications of the Barker (ISBN 0118404857), Eddington (ISBN 0118404873) and Leitch (ISBN 0118404865) reports. His overall conclusions are as follows: (1) local government is an essential part of our system of government; (2) central and local government needs to work more closely together as part of a single system, and local people should have a greater say in setting local priorities to enable authorities to manage pressures on public expenditure and improve satisfaction; (3) a mosaic of reforms is needed in the short term to address the most urgent problems, paving the way for more radical reforms in the medium- and longer-term. Recommendations include: automated council tax benefit; an end to capping; revaluation of properties for council tax; new bands with higher bills for those in more expensive properties and lower bills for those in the cheapest; consider reserving a fixed proportion of income tax for local government; longer term options should include local income tax and relocalisation of the business rate. Sir Michael concludes that council tax is not 'broken', but that it is under too much pressure, is seen as unfair, and has some limitations in that it is not a naturally buoyant source of revenue.

This book offers a critical perspective on the issue of organising waste in cities, which has often been positioned in terms of relatively narrow engineering, economic and physical science approaches. The idea of sustainable place shaping has made its way to the heart of the debate on the form and delivery of integrated (economic development, planning, housing, regeneration, education, transport and health) policy for our neighbourhoods, towns, cities and regions. The delivery of policy for place shaping has become a far more complex cross-boundary and relational leadership task - and there is now a requirement for a refreshed approach to leadership development for collaborative learning and ‘associational’ working. Going forward, what is needed is a more insightful and comprehensive conceptual framework related to the leadership of place that takes account of the paradigm shift occurring in economic development, planning and regeneration studies. Against this background, this timely book takes stock of the leadership literature and connects with the experience and views of those working in economic development, planning and regeneration. In this book we seek to enhance the discussion of these new leadership challenges. At the nexus of political science, development studies, and public policy, Developing States, Shaping Citizenship analyzes an overlooked driver of political behavior: citizens’ past experience with the government through service provision. Using evidence from Zambia, this book demonstrates that the quality of citizens’ interactions with the government through service provision sends them important signals about what they can hope to gain from political action. These interactions influence not only formal political behaviors like voting, but also collective behavior, political engagement, and subversive behaviors like tax evasion. Lack of capacity for service delivery not only undermines economic growth and human development, but also citizens’ confidence in the responsiveness of the political system. Absent this confidence, citizens are much less likely to participate in democratic processes, express their preferences, or comply with state revenue collection. Economic development and political development in low-capacity states, Hern argues, are concurrent processes. Erin Accampo Hern draws on original data from an original large-N survey, interviews, Afrobarometer data, and archival materials collected over 12 months in Zambia. The theory underlying this book’s framework is that of policy feedback, which argues that policies, once in place, influence the subsequent political participation of the affected population. This theory has predominantly been applied to advanced industrial democracies, and this book is the first explicit effort to adapt the theory to the developing country context.

The 2022 Levelling Up White Paper is analysed alongside a focus on the role of local government relative to the agenda. The book offers an empirical case study of ‘left behind’ Redcar & Cleveland, exposing deindustrialisation, insecure employment, crime, anti-social behaviour and sentiments on a North South divide and Levelling Up. We suggest that only a transformative change in the political economy, including significant and sustained investment at different spatial levels, is likely to achieve the ambition to Level Up.
