This book examines citizenship as practiced in China today from a variety of angles. Citizenship in China—and elsewhere in the Global South—has often been perceived as either a distorted echo of the ‘real’ democratic version in Europe and North America, or an orientalized ‘other’ that defines what citizenship is not. By contrast, this book sees Chinese citizenship as an aspect of a connected modernity that is still unfolding. The book focuses on three key tensions: a state preference for sedentarism and governing citizens in place vs. growing mobility, sometimes facilitated by the state; a perception that state-building and development requires a strong state vs. ideas and practices of participatory citizenship; and submission of the individual to the ‘collective’ (state, community, village, family, etc.) vs. the rising salience of conceptions of self-development and self-making projects. Examining manifestations of these tensions can contribute to thinking about citizenship beyond China, including the role of the local in forming citizenship orders; how individualization works in the absence of liberal individualism; and how ‘social citizenship’ is increasingly becoming a reward to ‘good citizens’, rather than a mechanism for achieving citizen equality. This book was originally published as a Special Issue of the journal Citizenship Studies.
In today’s world, people speak more than 6000 languages and identify with thousands of cultural groups and a large variety of different religions. Despite such a number of differences, these and other features of human diversity are housed politically, inside roughly 200 nation-states. Globally speaking, a diverse citizenry is an unavoidable fact for most countries across the planet. Additionally, developments such as transnational migrations, rising socio-economic inequalities, the “War(s) on Terror”, and political movements based on absolutist ideologies continue to raise broader questions of justice, governance, equality, quality of life and social cohesion. As such, recent decades have witnessed a revival of debates concerning what it means to be a “citizen”. In response to such trends, nations such as Australia, Canada, and Britain have committed themselves to teaching citizenship through their national curriculums. Moreover, all European Union member states have integrated some form of citizenship education into their primary and secondary curriculums. Acknowledging such developments, this book uses discussions with citizenship educators as a backdrop for a critical analysis of various conceptions of citizenship, such as liberal, social-democratic, civic-republican, cosmopolitan and multicultural citizenship. It also analyses how these educators approach the contemporary reality of nation states, which are richly composed of a diverse citizenry. Given Britain’s transformation into a multi-ethnic and multi-faith society, this book develops, as a case study, an understanding of how religious and cultural difference can be approached. What makes this work unique is that it gleans ideas and research from a wide field of international scholarship, such as political science, philosophy, education, and cultural studies. A further unique aspect of the book is that it uses the q-methodology, a research method used to study people’s viewpoints, to reveal some shared perspectives on citizenship. In doing so, the path traced here leads to the discovery of spaces where citizenship educators – despite their ethnic/religious diversity – display “common ground” on values, beliefs and aims related to citizenship. This book will prove to be a useful resource for academics, educators and political leaders, as well as interfaith and civil society professionals at large. It is worth mentioning that even though this book has benefited from the generously contributed ideas of citizenship educators in England, its scholarly research, lessons, arguments, analysis and suggestions, which focus on multi-faith and multi-ethnic societies, will also be useful elsewhere.
Citizens around the world look to the state for social welfare provision, but often struggle to access essential services in health, education, and social security. This book investigates the everyday practices through which citizens of the world's largest democracy make claims on the state, asking whether, how, and why they engage public officials in the pursuit of social welfare. Drawing on extensive fieldwork in rural India, Kruks-Wisner demonstrates that claim-making is possible in settings (poor and remote) and among people (the lower classes and castes) where much democratic theory would be unlikely to predict it. Examining the conditions that foster and inhibit citizen action, she finds that greater social and spatial exposure - made possible when individuals traverse boundaries of caste, neighborhood, or village - builds citizens' political knowledge, expectations, and linkages to the state, and is associated with higher levels and broader repertoires of claim-making.
This book examines how citizen art practices perform new kinds of politics, as distinct from normative (status, participatory and cosmopolitan) models. It contends that at a time in which the conditions of citizenship have been radically altered (e.g., by the increased securitization and individuation of bodies and so forth), there is an urgent drive for citizen art to be enacted as a tool for assessing the “hollowed out” conditions of citizenship. Citizen art, it shows, stands apart from other forms of art by performing acts of citizenship that reveal and transgress the limitations of state-centred citizenship regimes, whilst simultaneously enacting genuinely alternative modes of (non-statist) citizenship. This book offers a new formulation of citizen art—one that is interrogated on both critical and material levels, and as such, remodels the foundations on which citizenship is conceived, performed and instituted.

The institution of citizenship has traditionally been understood as equal membership of a political community. Developments in the Theory and Practice of Citizenship comes at a time when this is undergoing a period of intense scrutiny. Academics have questioned the extent to which we can refer to unified, homogeneous national citizenries in a world characterised by globalisation, international migration, socio-cultural pluralism and regional devolution, whilst on the other hand in political practice we find the declared Death of Multiculturalism, policy-makers urging for active, responsible citizens, and members of social movements calling for a more equitative, equal and participatory democracy. Citizenship is being reassessed and redefined both from above and from below in politics and society. The contributions to this volume engage in analysis of the processes which are bringing about an evolution of our understanding of citizenship and the individual’s relationship to the state, the polity and globalisation. Through empirical case studies, they highlight how in practice the terms of membership of a citizenry are negotiated in society through laws, political discourse, cultural associations, participatory processes, rituals and ceremonies. In doing so, these contributions offer an illustration of the diversity of venues and processes of citizenship and illustrate the benefits of an understanding of citizenship as a social practice. The book thus provides an opportunity to pose theoretical, practical and moral questions relating to these issues, as well as offering avenues for further research in the future.
Switzerland likely has the most particular naturalization system in the world. Whereas in most countries citizenship attribution is regulated at the central level of the state, in Switzerland each municipality is accorded the right to decide who can become a Swiss citizen. This book aims at exploring naturalization processes from a comparative perspective and to explain why some municipalities pursue more restrictive citizenship policies than others. The Swiss case provides a unique opportunity to approach citizenship politics from new perspectives. It allows us to go beyond formal citizenship models and to account for the practice of citizenship. The analytical framework combines quantitative and qualitative data and helps us understand how negotiation processes between political actors lead to a large variety of local citizenship models. An innovative theoretical framework, integrating Bourdieu's political sociology, combines symbolic and material aspects of naturalizations and underlines the production processes of ethnicity.

The challenges for young people making the transition to adulthood are greater today than ever before. Globalization, with its power to reach across national boundaries and into the smallest communities, carries with it the transformative power of new markets and new technology. At the same time, globalization brings with it new ideas and lifestyles that can conflict with traditional norms and values. And while the economic benefits are potentially enormous, the actual course of globalization has not been without its critics who charge that, to date, the gains have been very unevenly distributed, generating a new set of problems associated with rising inequality and social polarization. Regardless of how the globalization debate is resolved, it is clear that as broad global forces transform the world in which the next generation will live and work, the choices that today's young people make or others make on their behalf will facilitate or constrain their success as adults. Traditional expectations regarding future employment prospects and life experiences are no longer valid. Growing Up Global examines how the transition to adulthood is changing in developing countries, and what the implications of these changes might be for those responsible for designing youth policies and programs, in particular, those affecting adolescent reproductive health. The report sets forth a framework that identifies criteria for successful transitions in the context of contemporary global changes for five key adult roles: adult worker, citizen and community participant, spouse, parent, and household manager.
