This publication is a history of the partnership between the Asian Development Bank (ADB) and the People's Republic of China (PRC) spanning three decades. Since joining ADB in 1986, the PRC has evolved from being a poor and predominantly agrarian economy to an upper-middle-income manufacturing and services powerhouse that has become a leading international source of financial, technical, and knowledge cooperation. This historically unprecedented transformation has shaped every aspect of the ADB–PRC relationship. The successful partnership owes much to the PRC's unique approach to developing its economy, and offers valuable lessons for other countries and development partners.
This publication showcases 50 innovative case studies from cities in the People's Republic of China that are mitigating against and adapting to climate change. Solutions being implemented in these cities are proving that reducing carbon dioxide emissions and protecting the environment need not sacrifice economic prosperity. This publication is an initiative of the Asian Development Bank to support efforts of the People's Republic of China to address climate change and showcase innovations in low-carbon city development. The sharing of these examples could inspire other cities and drive further innovation.
This publication continues the Asian Development Bank's analysis of lake and wetland rehabilitation in the People's Republic of China. It examines how the current situation in the Chao Lake Basin compares with international thinking on the conditions necessary for sustainable management of lake basins. The analysis highlights that the creation of the Chao Lake Management Authority (CLMA) and the formulation of the master plan do not mean the problem has been solved, only that the basic framework for solving the problem has been created. Building CLMA capacity, focusing more on managing agricultural pollution, introducing incentives to change farmer behavior, and updating the master plan to ensure its relevance are four key actions for the government to undertake in the coming years, if not decades.
