This book is the first to look beyond traditional metropolitan hubs of settlement to explore the migration of Filipino women in Alberta, Manitoba, and Saskatchewan. Amidst the recent global financial crisis and housing busts in various countries, the Philippines’ booming housing industry has been heralded as “Southeast Asia’s hottest real estate hub” and the saving grace of a supposedly resilient Philippine economy. This growth has been fueled by demand from balikbayan (returnee) Overseas Filipinos and has facilitated the rise of gated suburban communities in Manila’s sprawling peri-urban fringe. But as the “Filipino dreams” of successful balikbayans are built inside these new gated residential developments, the lives of marginalized populations living in these spaces have been upended and thrown into turmoil as they face threats of expulsion. Based on almost four years of research, this book examines the tumultuous geographies of neoliberalization that link suburbanization, transnational mobilities, and accumulation by dispossession. Through an accounting of real estate and new suburban landscapes, it tells of a Filipino transnationalism that engenders a market-based and privatized suburban political economy that reworks socio-spatial relations and class dynamics. In presenting the literal and discursive transformations of spaces in Manila’s peri-urban fringe, the book details life inside new gated suburban communities and discusses the everyday geographies of “privileged” new property owners—mainly comprised of balikbayan families—and exposes the contradictions of gated suburban life, from resistance to Home Owner Association rules to alienating feelings of loss. It also reveals the darker side of the property boom by mapping the volatile spaces of the Philippines’ surplus populations comprised of the landless farmers, informal settler residents, and indigenous peoples. To make way for gated communities and other profitable developments in the peri-urban region, marginalized residents are systematically dispossessed and displaced while concomitantly offered relocation to isolated socialized housing projects, the last frontier for real estate accumulation. These compelling accounts illustrate how the territorial embeddedness of neoliberalization in the Philippines entails the consolidation of capital by political-economic elites and privatization of residential space for an idealized transnational property clientele. More than ever, as the Philippines is being reshaped by diaspora and accumulation by dispossession, the contemporary moment is a critical time to reflect on what it truly means to be a nation.
This book provides an account of how local government units in the Philippines engage marginalized and geographically isolated communities in taking part in pre-disaster communication efforts. The book focuses on communities classified by the government as Geographically Isolated and Disadvantaged Areas (GIDA) on the culturally rich island of Mindanao, Philippines. The focus is centered on GIDA communities because they are assumed to receive less information and help in relation to their circumstances. This book accounts for the disaster preparedness communicative conditions of people living in GIDAS and identifies synergies and tensions in the engagement process. As such, specific branches of enquiry focus on how information-seeking and sharing experiences of GIDA communities inform the current practice of community engagement. In taking this research approach, this book deliberately gives voice to these marginalized and often silenced communities. In general, the study examines other possibilities (or variables) in the pre-disaster risk communication process that truly engage geographically isolated and socioeconomically disadvantaged communities in disaster risk reduction and management (DRRM). Considering the existing methodologies used to engage local communities in DRRM, this book looks at ways in which bottom-up and top-down approaches could be melded together for a transformational level of engagement in these communities. The novelty of addressing issues concerning geographically isolated communities in a developing country is a research track worthy of being investigated by academics. The book is of interest to students and in development communication and disaster risk communication as well as community engagement practitioners specializing in DRRM. The framework proposed in this book for engaging isolated communities is helpful to practitioners in designing, planning, and implementing pre-disaster communication and community engagement programs.
Women’s participation and empowerment in value chains are goals that concern many development organizations, but there has been limited systematic, rigorous research to track these goals between and within value chains (VCs). We use the survey-based project-level Women’s Empowerment in Agriculture Index (pro-WEAI) to measure women’s and men’s empowerment in the abaca, coconut, seaweed, and swine VCs in the Philippines. Results show that most women and men in all four VCs are disempowered, but unlike in many other countries, Filipino women in this sample are generally as empowered as men. Pro-WEAI results suggest that respect within the household and attitudes about gender-based violence (GBV) are the largest sources of disempowerment for both women and men, followed by control over use of income and autonomy in income-related decisions. Excessive workload and lack of group membership are other important sources of disempowerment, with some variation across VCs and nodes along VCs. Across all four VCs, access to community programs is associated with higher women’s empowerment, and access to extension services and education are associated with higher men’s empowerment. Our results show that, despite the egalitarian gender norms in the Philippines, persistent gender stereotypes influence men’s and women’s empowerment and VC participation.
