Rapid economic growth is often a disruptive social process threatening the social relations and ideologies of incumbent regimes. Yet far from acting defensively, the Chinese Communist Party has lead a major social and economic transformation over forty years, without yet encountering fundamental challenges subverting its rule. A key question for political sociology is thus - how have the logics of China’s governmentality been able to help maintain compliance from the governed while acting so radically to advance the state’s growth priorities? This book explores the issue by analysing the detailed trajectories, rationale, and effects of China’s pension reforms. It uses strong methods, including institutional analysis of resource allocation in the multiple pension schemes and programmes, and quantitative text analysis of the knowledge construction in official discourse along with the reforms. Causal identification estimates the effects of key policy instruments on public opinion about pension responsibility and political trust. Moving beyond the pension issues, the analysis discusses with qualitative evidence why falsified compliance might exist in China’s society and the mechanisms that may lie behind it. Where active counter-conduct (such as resistance) is confined, individuals may choose cognitive rebellion and falsify their public compliance. The Chinese state’s strategy to generate public compliance is hybrid, organic, and dynamic. The state rules society by its customised governance design and constant adjustments. Public compliance is not only acquired through ‘buying off’ the public with governmental performance and transfer benefits, but is also manufactured through achieving cultural changes and new ideological foundations for general legitimation.

This multifaceted book examines the free market reform of the Chinese healthcare system in the 1980s and the more collectivist or socialist counter-reforms that have been implemented since 2009 to remedy some of the problems introduced by marketization. The book is based on an ethnographical study in a Chinese county from 2011 to 2012, which investigated local people’s experience of healthcare reforms and the various ways in which they have adapted their own behavior to the constraints and opportunities introduced by these reforms. It provides a vivid depiction of the morality and emotionality of people’s experiences of the Chinese healthcare system and the myriad frustrations and sometimes desperation it induces not only among patients with significant health problems and their families, but also healthcare practitioners caught between their desire to do right by their patients and the penalties they personally incur if they do not adhere to institutionalized cost-saving measures. The people’s experiences within China’s health sector presented reflect many similar experiences in the wider Chinese society. The book is thus a valuable resource for researchers and graduate students interested in China’s healthcare reforms and scholars concerned with issues of contemporary Chinese society.
Unemployment is one of the most politically explosive issues in China and has gained further prominence as a result of the present global financial crisis. The novelty, urgency, and complexity of Chinese unemployment have compelled the government to experiment with policy initiatives that originate in the West. This book argues that although China is not a liberal democracy, it has turned to neo-liberal forms of governance to deal with unemployment, which now function alongside pre-existing Chinese modes of governance. This book examines the initiatives which represent China’s attempt to institutionalize and humanize its approach to governance: these initiatives include training programmes; counselling; a web-based national labour-market information network; insurance; and using community (shequ) organizations as the base for new mechanisms of governance and informal job generation. Based on extensive original research including semi-structured interviews, the book discusses the ways in which the government combines the new techniques with old campaign-style policy techniques. The author argues that these multiple modes of governance make the state's power visible in the new Chinese labour market, and at the same time run the risk of policy incoherence or even failure.

On February 1, 1960, four African American college students entered the Woolworth department store in Greensboro, North Carolina, and sat down at the lunch counter. This lunch counter, like most in the American South, refused to serve black customers. The four students remained in their seats until the store closed. In the following days, they returned, joined by growing numbers of fellow students. These “sit-in” demonstrations soon spread to other southern cities, drawing in thousands of students and coalescing into a protest movement that would transform the struggle for racial equality. The Sit-Ins tells the story of the student lunch counter protests and the national debate they sparked over the meaning of the constitutional right of all Americans to equal protection of the law. Christopher W. Schmidt describes how behind the now-iconic scenes of African American college students sitting in quiet defiance at “whites only” lunch counters lies a series of underappreciated legal dilemmas—about the meaning of the Constitution, the capacity of legal institutions to remedy different forms of injustice, and the relationship between legal reform and social change. At the turn of the millennium, the disparities between rural and urban livelihoods, underdevelopment and administrative shortcomings in the Chinese countryside were increasingly seen as posing a manifest threat to social harmony and economic and political stability. At that time the term "three rural problems" (sannong wenti) was coined which defined the main issues of rural life that needed to be targeted by government action: agriculture (nongye), villages (nongcun) and farmers (nongmin). In turn, with the launch of the 11th Five-Year Plan in 2006, a pledge was made to shift the focus of developmental efforts to the long-neglected countryside, which is still home to half of the Chinese population. This book presents an analysis of adaptive local policy implementation in China in the context of the "Building of a New Socialist Countryside" (BNSC) policy framework. Based on intensive field work in four counties in Fujian, Jiangxi, Shaanxi and Zhejiang Provinces between 2008 and 2011, it offers detailed analyses of the form and impact of county governments’ strategic agency at certain stages and within certain fields of the implementation process (for example, the design of local BNSC programs, the steering of project funding, implementation and evaluation, the establishment of model villages and the management of public participation). Further, this study illustrates that BNSC is far more than the ‘empty slogan’ described by many observers when it was launched in 2005/2006. Instead, it has already brought about considerable shifts in terms of the process and outcomes of rural policy implementation. Altogether, the results of this research challenge existing paradigms by showing how, against the background of contemporary approaches to rural development and recent reforms initiated by the central state, local bureaucracies’ strategic agency can actually push forward effective – albeit not necessarily optimal – policy implementation to some extent, which serves the interests of central authorities, local implementors and rural residents. By tying into the larger debates on China's state capacity and authoritarian adaptability, this book enriches our understanding of the inner workings of the Chinese political system. As such, it will prove invaluable to students and scholars of Chinese politics, public policy and development studies more generally.
