According to the report, the conference focused on the main challenges for the sustainable development of small-scale fisheries, including promoting political commitment and tailored strategies, raising awareness, and sharing knowledge.
The workshop agreed that an international instrument on small-scale fisheries and a related programme would be important tools for securing sustainable small-scale fisheries. It recommended that a small-scale fisheries international instrument and assistance programme should be informed by human rights principles and existing instruments relevant to good governance and sustainable development, comprise the ecosystem approach to fisheries (EAF) as a guiding principle for resource management and development and incorporate disaster risk management (DRM) and climate change adaptation (CCA) as an integral part considering that DRM is a continuum process, before, during and after a disaster. The workshop recognized the value and worldwide acceptance of the Code of Conduct for Responsible Fisheries and strongly felt that a small-scale fisheries instrument should be closely aligned to the Code. The instrument should build on what already exists and use a similar language to the Code.
Aquaculture is developing, expanding and intensifying in almost all regions of the world, except in sub-Saharan Africa. Although the sector appears to be capable of meeting the gap between future demand and supply for aquatic food, there are many constraints and challenges which must be addressed in order to at least maintain the present level of per capita consumption at the global level. Key issues are the need for enhanced enforcement of regulation and better governance of the sector, as well as greater producer participation in the decision-making and regulation process. This publication examines past trends in aquaculture development as well as the current global status, drawing on a number of national and regional reviews.

This publication contains guidelines for fish stock assessment and fishery management using the software tools and other outputs developed by the UK Department for International Development's Fisheries Management Science Programme (FMSP) from 1992 to 2004. It includes a CD-ROM with the installation files for each of the four FMSP software tools: LFDA (Length Frequency Data Analysis), CEDA (Catch Effort Data Analysis), YIELD and ParFish (Participatory Fisheries Stock Assessment).
