This book compares police reform operations in Kosovo and Afghanistan, addressing the internal machinery that makes peace operations work—or not. Recognizing that the chances for effective peacebuilding vary widely across contexts, this book investigates the impact of one of the few variables that peacebuilders do control: the management and design of peace operations. Building on field research and over one hundred expert interviews, International assistance to police reform: Managing Peacebuilding systematically compares such operations in two different contexts—Kosovo and Afghanistan—by focusing specifically on international assistance for local police reform since 1999. Four comprehensive case studies examine operations in Kosovo and Afghanistan before and after the European Union took over police reform responsibilities: in Kosovo from the Organization for Security and Co-operation in Europe (OSCE) and in Afghanistan from the German government. Speaking to scholars and practitioners in domestic and international organizations, the book drills in the complex relation between headquarter diplomats and field level conflict experts. Its findings combine to a set of recommendations for policy-makers to better align their operations to the contentious politics of conflict management and peacebuilding.

This book analyses the role of legitimacy in explaining local actors’ compliance with international peacebuilding operations. The book provides a comparative, micro-level study of local actors’ reasons for compliance with or resistance to international peacebuilding. Specifically, it analyses three pathways to compliance –legitimacy, coercion, and reward-seeking – to explore local police officers’ compliance with the reforms stipulated by the EU Police Mission in Bosnia and the EU Rule of Law Mission in Kosovo. The work constructs a holistic framework of the mechanisms connecting each pathway to compliance and measures legitimacy using micro-level indicators. This study not only shines light on the question why local actors comply, a crucial factor in mission effectiveness, but it also illuminates exactly how compliance works. This book addresses the important question of how the United Nations (UN) should monitor and evaluate the impact of police in its peace operations. UN peace operations are a vital component of international conflict management. Since the end of the Cold War one of the foremost developments has been the rise of UN policing (UNPOL). Instances of UNPOL action have increased dramatically in number and have evolved from passive observation to participation in frontline law enforcement activities. Attempts to ascertain the impact of UNPOL activities have proven inadequate. This book seeks to redress this lacuna by investigating the ways in which the effects of peace operations – and UNPOL in particular – are monitored and evaluated. Furthermore, it aims to develop a framework, tested through field research in Liberia, for Monitoring and Evaluation (M&E) that enables more effective impact assessment. By enhancing the relationship between field-level M&E and organisational learning this research aims to make an important contribution to the pursuit of more professional and effective UN peace operations.
