African nations have watched the recent civic dramas of the Arab Spring and Occupy Wall Street asking if they too will see similar civil society actions in their own countries. Nigeria—Africa’s most populous nation—has long enjoyed one of the continent’s most vibrant civil society spheres, which has been instrumental in political change. Initially viewed as contributing to democracy’s development, however, civil society groups have come under increased scrutiny by scholars and policymakers. Do some civil society groups promote democracy more effectively than others? And if so, which ones, and why? By examining the structure, organizational cultures, and methods of more than one hundred Nigerian civil society groups, Kew finds that the groups that best promote democratic development externally are themselves internally democratic. Specifically, the internally democratic civil society groups build more sustainable coalitions to resist authoritarian rule; support and influence political parties more effectively; articulate and promote public interests in a more negotiable fashion; and, most importantly, inculcate democratic norms in their members, which in turn has important democratizing impacts on national political cultures and institutions. Further, internally democratic groups are better able to resolve ethnic differences and ethnic-based tensions than their undemocratically structured peers. This book is a deeply comprehensive account of Nigerian civil society groups in the late twentieth and early twenty-first centuries. Kew blends democratic theory with conflict resolution methodologies to argue that the manner in which groups—and states—manage internal conflicts provides an important gauge as to how democratic their political cultures are. The conclusions will allow donors and policymakers to make strategic decisions in their efforts to build a democratic society in Nigeria and other regions.

The end of the Cold War has changed the shape of organized violence in the world and the ways in which governments and others try to set its limits. Even the concept of international conflict is broadening to include ethnic conflicts and other kinds of violence within national borders that may affect international peace and security. What is not yet clear is whether or how these changes alter the way actors on the world scene should deal with conflict: Do the old methods still work? Are there new tools that could work better? How do old and new methods relate to each other? International Conflict Resolution After the Cold War critically examines evidence on the effectiveness of a dozen approaches to managing or resolving conflict in the world to develop insights for conflict resolution practitioners. It considers recent applications of familiar conflict management strategies, such as the use of threats of force, economic sanctions, and negotiation. Civil Paths to Peace contains the analyses and findings of the Commonwealth Commission on Respect and Understanding, established in response to the 2005 request of Commonwealth Head of Government for the Commonwealth Secretary-General to 'explore initiatives to promote mutual understanding and respect among all faiths and communities in the Commonwealth.' This report focuses particularly on the issues of terrorism, extremism, conflict and violence, which are much in ascendancy and afflict Commonwealth countries as well as the rest of the world. It argues that cultivating respect and understanding is both important in itself and consequential in reducing violence and terrorism. It further argues that cultivated violence is generated through fomenting disrespect and fostering confrontational misunderstandings. The report looks at the mechanisms through which violence is cultivated through advocacy and recruitment, and the pre-existing inequalities, deprivations and humiliations on which those advocacies draw. These diagnoses also clear the way for methods of countering disaffection and violence. In various chapters the different connections are explored and examined to yield general policy recommendations. Accepting diversity, respecting all human beings, and understanding the richness of perspectives that people have are of great relevance for all Commonwealth countries, and for its 1.8 billion people. They are also importance for the rest of the world. The civil paths to peace are presented here for use both inside the Commonwealth and beyond its boundaries. For as long as there has been war, there have been demands for its elimination. The quest for world peace has excited and eluded political leaders, philosophers, religious elders, activists, and artists for millennia. With war on the rise once again, we rarely reflect on what world peace might look like; much less on how it might be achieved. World Peace aims to change all that and show that world peace is possible. Because the motives, rationales, and impulses that give rise to war - the quest for survival, enrichment, solidarity, and glory - are now better satisfied through peaceful means, war is an increasingly anachronistic practice, more likely to impoverish and harm us humans than satisfy and protect us. This book shows that we already have many of the institutions and practices needed to make peace possible and sets out an agenda for building world peace. In the immediate term, it shows how steps to strengthen compliance with international law, improve collective action such as international peacekeeping and peacebuilding, better regulate the flow of arms, and hold individuals legally accountable for acts of aggression or atrocity crimes can make our world more peaceful. In Domesticating Democracy Susan Helen Ellison examines foreign-funded alternate dispute resolution (ADR) organizations that provide legal aid and conflict resolution to vulnerable citizens in El Alto, Bolivia. Advocates argue that these programs help residents cope with their interpersonal disputes and economic troubles while avoiding an overburdened legal system and cumbersome state bureaucracies. Ellison shows that ADR programs do more than that—they aim to change the ways Bolivians interact with the state and with global capitalism, making them into self-reliant citizens. ADR programs frequently encourage Bolivians to renounce confrontational expressions of discontent, turning away from courtrooms, physical violence, and street protest and coming to the negotiation table. Nevertheless, residents of El Alto find creative ways to take advantage of these micro-level resources while still seeking justice and a democratic system capable of redressing the structural violence and vulnerability that ADR fails to treat.
Elections have emerged as one of the most important, and most contentious, features of political life on the African continent. In the first half of this decade, there were more than 20 national elections, serving largely as capstones of peace processes or transitions to democracies. The outcomes of these and more recent elections have been remarkably varied, and the relationship between elections and conflict management is widely debated throughout Africa and among international observers. Elections can either help reduce tensions by reconstituting legitimate government, or they can exacerbate them by further polarizing highly conflictual societies. This timely volume examines the relationship between elections, especially electoral systems, and conflict management in Africa, while also serving as an important reference for other regions. The book brings together for the first time the latest thinking on the many different roles elections can play in democratization and conflict management.
Violent conflicts today are complex and increasingly protracted, involving more nonstate groups and regional and international actors. It is estimated that by 2030—the horizon set by the international community for achieving the Sustainable Development Goals—more than half of the world’s poor will be living in countries affected by high levels of violence. Information and communication technology, population movements, and climate change are also creating shared risks that must be managed at both national and international levels. Pathways for Peace is a joint United Nations†“World Bank Group study that originates from the conviction that the international community’s attention must urgently be refocused on prevention. A scaled-up system for preventive action would save between US$5 billion and US$70 billion per year, which could be reinvested in reducing poverty and improving the well-being of populations. The study aims to improve the way in which domestic development processes interact with security, diplomacy, mediation, and other efforts to prevent conflicts from becoming violent. It stresses the importance of grievances related to exclusion—from access to power, natural resources, security and justice, for example—that are at the root of many violent conflicts today. Based on a review of cases in which prevention has been successful, the study makes recommendations for countries facing emerging risks of violent conflict as well as for the international community. Development policies and programs must be a core part of preventive efforts; when risks are high or building up, inclusive solutions through dialogue, adapted macroeconomic policies, institutional reform, and redistributive policies are required. Inclusion is key, and preventive action needs to adopt a more people-centered approach that includes mainstreaming citizen engagement. Enhancing the participation of women and youth in decision making is fundamental to sustaining peace, as well as long-term policies to address the aspirations of women and young people.
