Through close scrutiny of empirical materials and interviews, this book uniquely analyzes all the episodes of long-running, widespread communal violence that erupted during Indonesia’s post-New Order transition. Indonesia democratised after the long and authoritarian New Order regime ended in May 1998. But the transition was far less peaceful than is often thought. It claimed about 10,000 lives in communal (ethnic and religious) violence, and nearly as many as that again in separatist violence in Aceh and East Timor. Taking a comprehensive look at the communal violence that arose after the New Order regime, this book will be of interest to students of Southeast Asian studies, social movements, political violence and ethnicity.
Why are transitions from authoritarian rule often marked by spikes in communal violence? Through examining Indonesia's recent transition to democracy, this book develops a novel theoretical explanation for this phenomenon that also accounts for why some communities are vulnerable to violence during such transitions while others are able to maintain order. Yuhki Tajima argues that repressive intervention by security forces in Indonesia during the authoritarian period rendered some communities dependent on the state to maintain intercommunal security, whereas communities with a more tenuous exposure to the state developed their own informal institutions to maintain security. As the coercive grip of the authoritarian regime loosened, communities that were more accustomed to state intervention were more vulnerable to spikes in communal violence until they developed informal institutions that were better adapted for less state intervention. To test the theory, Tajima employs extensive fieldwork in, and rigorous statistical evidence from, Indonesia as well as cross-national data.

This volume presents an innovative new analytical framework for understanding the dynamics of violent conflict and its impact on people and communities living in contexts of violence. Bringing together the findings of MICROCON, an influential five year research programme funded by the European Commission, this book provides readers with the most current and comprehensive evidence available on violent conflict from a micro-level perspective. MICROCON was the largest programme on conflict analysis in Europe from 2007-2011, and its policy outreach has helped to influence EU development policy, and supported policy capacity in many conflict-affected countries. Using comparative cases from Guinea, Uganda, and the Democratic Republic of Congo, this study explains why some refugee-hosting communities launch large-scale attacks on civilian refugees whereas others refrain from such attacks even when encouraged to do so by state officials. Ato Kwamena Onoma argues that such outbreaks only happen when states instigate them because of links between a few refugees and opposition groups. Locals embrace these attacks when refugees are settled in areas that privilege residence over indigeneity in the distribution of rights, ensuring that they live autonomously of local elites. The resulting opacity of their lives leads locals to buy into their demonization by the state. Locals do not buy into state denunciation of refugees in areas that privilege indigeneity over residence in the distribution of rights because refugees in such areas are subjugated to locals who come to know them very well. Onoma reorients the study of refugees back to a focus on the disempowered civilian refugees that constitute the majority of refugees even in cases of severe refugee militarization.
Since the fall of long-reigning President Soeharto, in 1998, Indonesia has been in an era of transition, away from an authoritarian regime, and on a quest for democracy. This quest started with decentralization laws implemented in 2001, which gave greater autonomy to the regions, and continued with the direct elections for the national and local legislatures and the President in 2004. The latest development in this democratization process is the implementation of a system for the direct election of regional leaders, which began in 2005; the first round of elections across the nation for all governors, mayors and district heads was completed in 2008. Authors of the chapters in this volume, the result of a workshop in Singapore in 2006, present data from across the archipelago for these first direct elections for local leaders and give their assessment as to how far these elections have contributed to a deepening democracy.
