Providing services such as education, to a society which is either migratory or just beginning to stabilize, and does not value education, particularly for girls, is seemingly difficult. The Tanzanian Maasai people are the perfect example of such a society. Many problems adversely affect their girls’ enrolment, regular attendance and performance in school: lack of schools, the distance they must walk to go to school, a dangerous environment to walk through, fees, lack of food, poor standards of education in the schools, lack of classrooms, books, desks, teachers and learning supplies, also the transhumant nature of the society and the customs and culture of the community. All these factors are found to greatly affect both boys and girls, but have the greatest impact on girls. However, the Emusoi Center has provided an approach for keeping these girls in school by involving pastoralist NGOs, churches, government leaders and members of parliament from the pastoralist area. Religious leaders identify possible students, government and Parliament Members use their power to ensure parents allow their girls to attend school, especially in instances where the girls are forced into marriage. The Center monitors the students’ progress at the end of every term and maintains a close contact with the schools in order to follow up the students’ progress. The Center also involves students who have finished their O-level studies as student’s mentor and as a role model to empower the new comers and those already enrolled. They accompany the new students to schools, hospital, and also help with administrative task such as accounting and secretarial work.
This report presents research findings about the intellectual, political, and organizational processes that have shaped government and donor policies and projects concerned with promoting the education of women and girls in Malawi, Tanzania, and Zimbabwe. The study seeks to assess the extent to which gender interventions in education have been donor driven. The growing concern about large and persistent gender inequalities in education has led to the development of a number of initiatives on the part of multilateral and bilateral aid agencies aimed at encouraging the participation of women and girls in education. Despite this concern, efforts to reduce gender inequalities on the part of both governments and donor agencies have been uneven and policy interventions have evolved in a piecemeal fashion. In order to explore the reasons for the limited progress that has been made in improving girls' education in most developing countries, this study focuses on policy formulation and implementation with respect to girls' education in the three low income African countries. Future growth in the countries in Eastern Europe and Central Asia (ECA) will increasingly depend on innovation. And innovation requires skills. This makes it important, as countries plan for recovery, to undertake reforms to reduce the skills shortages that the previous growth episode exposed. Education systems have a very important role to play in creating the right skills. But education systems in the region fall short of the demands of their economies in two major ways. The first is that despite high levels of enrollment they do not produce enough graduates with the right skills. Students graduate with diplomas, not with skills, because the quality of the education for many students is poor. In large part this is because education systems remain focused on providing an excellent education to a few at the expense of improving the quality of learning for the majority. Moreover, the systems are still making the transition from teaching the basics to inculcating higher order skills such as critical-thinking and problem solving. The second way in which education systems fall short is that outside of a few countries in the EU there are few opportunities for adults to retrain, or acquire new skills. This book argues that generating more of the right skills requires a fundamental change of approach in the education systems in the region so that they aim for, and deliver, higher quality education for the vast majority of students (“not just diplomas but skills”). To start with, education systems need to “turn the lights on” and take seriously the measurement of what students actually learn as opposed to measurement of the inputs into the education process on the implicit assumption that learning follows. Policy makers also need to move away from the focus on inputs and processes and increase the emphasis on incentives.

Annotation Makes recommendations for removing the barriers women face in contributing to and benefiting from sustainable economic development. International experience has proved that support for a stronger role for women in society contributes to economic growth through improved child survival rates, better family health, and reduced fertility rates. Nevertheless, women still face many barriers in contributing to and benefiting from development. These include low investment in female education and health and restricted access to services and assets. This study highlights five areas that could help change this inequitable situation: education, health, wage labor, agriculture and natural resource management, and financial services. A gender and development strategy is suggested that would take into account the relative roles and responsibilities of women and men, implying that the actions and attitudes of men must change. The ideas presented in this paper are an example of the World Bank's commitment to mainstreaming gender concerns into its operations.
