Since Alexis de Tocqueville first made the linkage in his writings on America, a healthy democracy has been associated with the flourishing of civil society, as measured by popular participation in voluntary and civic activities and the vitality of organizations that mediate between the individual and the state. This volume takes a fresh look at this classic theme in the context of post-communist Eastern Europe, the West European welfare states and the United States, asking: what patterns of participation characterize the new democracies of Eastern Europe?; what levels of civic activism are characteristic of contemporary Western democracies?; what factors account for differences among countries and changing patterns over time?; and what do findings suggest about the prospects for democracy in the 21st century?
This book is an in-depth empirical study of four Asian and African attempts to create democratic, decentralised local governments in the late 1980s and 1990s. The case studies of Ghana, Cote d'Ivoire, Karnataka (India) and Bangladesh focus upon the enhancement of participation; accountability between people, politicians and bureaucrats; and, most importantly, on whether governmental performance actually improved in comparison with previous forms of administration. The book is systematically comparative, and based upon extensive popular surveys and local field work. It makes an important contribution to current debates in the development literature on whether 'good governance' and decentralisation can provide more responsive and effective services for the mass of the population - the poor and disadvantaged who live in the rural areas.
Freedom in the World, the Freedom House flagship survey whose findings have been published annually since 1972, is the standard-setting comparative assessment of global political rights and civil liberties. The survey ratings and narrative reports on 195 countries and fifteen territories are used by policymakers, the media, international corporations, civic activists, and human rights defenders to monitor trends in democracy and track improvements and setbacks in freedom worldwide. The Freedom in the World political rights and civil liberties ratings are determined through a multi-layered process of research and evaluation by a team of regional analysts and eminent scholars. The analysts used a broad range of sources of information, including foreign and domestic news reports, academic studies, nongovernmental organizations, think tanks, individual professional contacts, and visits to the region, in conducting their research. The methodology of the survey is derived in large measure from the Universal Declaration of Human Rights, and these standards are applied to all countries and territories, irrespective of geographical location, ethnic or religious composition, or level of economic development.

Between 1974 and 1990 more than thirty countries in southern Europe, Latin America, East Asia, and Eastern Europe shifted from authoritarian to democratic systems of government. This global democratic revolution is probably the most important political trend in the late twentieth century. In The Third Wave, Samuel P. Huntington analyzes the causes and nature of these democratic transitions, evaluates the prospects for stability of the new democracies, and explores the possibility of more countries becoming democratic. The recent transitions, he argues, are the third major wave of democratization in the modem world. Each of the two previous waves was followed by a reverse wave in which some countries shifted back to authoritarian government. Using concrete examples, empirical evidence, and insightful analysis, Huntington provides neither a theory nor a history of the third wave, but an explanation of why and how it occurred. Factors responsible for the democratic trend include the legitimacy dilemmas of authoritarian regimes; economic and social development; the changed role of the Catholic Church; the impact of the United States, the European Community, and the Soviet Union; and the "snowballing" phenomenon: change in one country stimulating change in others. Five key elite groups within and outside the nondemocratic regime played roles in shaping the various ways democratization occurred. Compromise was key to all democratizations, and elections and nonviolent tactics also were central. New democracies must deal with the "torturer problem" and the "praetorian problem" and attempt to develop democratic values and processes. Disillusionment with democracy, Huntington argues, is necessary to consolidating democracy. He concludes the book with an analysis of the political, economic, and cultural factors that will decide whether or not the third wave continues. Several "Guidelines for Democratizers" offer specific, practical suggestions for initiating and carrying out reform. East Asian democracies are in trouble, their legitimacy threatened by poor policy performance and undermined by nostalgia for the progrowth, soft-authoritarian regimes of the past. Yet citizens throughout the region value freedom, reject authoritarian alternatives, and believe in democracy. This book is the first to report the results of a large-scale survey-research project, the East Asian Barometer, in which eight research teams conducted national-sample surveys in five new democracies (Korea, Taiwan, the Philippines, Thailand, and Mongolia), one established democracy (Japan), and two nondemocracies (China and Hong Kong) in order to assess the prospects for democratic consolidation. The findings present a definitive account of the way in which East Asians understand their governments and their roles as citizens. Contributors use their expert local knowledge to analyze responses from a set of core questions, revealing both common patterns and national characteristics in citizens' views of democracy. They explore sources of divergence and convergence in attitudes within and across nations. The findings are sobering. Japanese citizens are disillusioned. The region's new democracies have yet to prove themselves, and citizens in authoritarian China assess their regime's democratic performance relatively favorably. The contributors to this volume contradict the claim that democratic governance is incompatible with East Asian cultures but counsel against complacency toward the fate of democracy in the region.
