In 1990, the Malaysian state of Johor—along with Singapore and the Indonesian island of Batam—launched the Growth Triangle to attract foreign direct investment. For Johor, this drive was very successful, transforming its economy and driving up income levels. Today, Johor is one of Malaysia’s “developed” states, housing large clusters of electrical and electronics, food processing, and furniture producing firms. While welcome, this structural transformation has also entailed important challenges and strategic choices. After three decades, Johor’s manufacture-for-export model is under question, as it faces increasing competition and flat-lining technological capabilities. In response, the state has sought to diversify its economy through strategic investments in new, mostly service-based activities. Yet, Johor retains pockets of excellence in traditional sectors that also require support and policy attention. The state’s economic transformation has also been accompanied by far-reaching political, social, and environmental change. Not least, Johor’s growing population has generated demand for affordable housing and put pressure on public services. The strain has been exacerbated by workers from other states and overseas. These demographic factors and large-scale projects have, in turn, put stress on the environment. These economic and social changes have also had political ramifications. While Johor is a bastion of two of the country’s oldest and most established political parties, the state’s large, urban and connected electorate has made it hospitable terrain for new political organisations. Beyond electoral politics, Johor is also the home of a powerful and influential royal family, with very specific ideas about its role in the state’s political life. Building on earlier work by the ISEAS – Yusof Ishak Institute on the Singapore-Johor-Riau Islands Cross-border Region, this book focuses on this important Malaysian state, as it deals with important domestic challenges on one hand and strives to engage with international markets on the other. “I have always felt that there are many more complementarities possible between Singapore and Johor. Parti Pribumi Bersatu Malaysia (PPBM) was officially launched on 14 January 2017, led by prominent personalities including former Prime Minister Mahathir Mohamad, former Deputy Prime Minister Muhyiddin Yassin, and former Kedah Chief Minister Mukhriz Mahathir. Upon establishment, the party immediately announced that they are aiming to win the southern state of Johor in the upcoming general election. Historically, UMNO splinter parties have never been able to threaten UMNO in this state. Since independence, Johor has always been seen as an UMNO bastion. PPBM has moved quickly to establish themselves in all parliamentary and state constituencies in Johor, however, and it has been rather successful in attracting support from those aged below 35. Their key challenge remains the rural and female voters. Identity politics is a major hurdle for PPBM. The presence of the Democratic Action Party (DAP) in the Pakatan Harapan coalition — of which PPBM is a member — is a hurdle in attracting Malay support. Among Malay voters, DAP is perceived as a threat to Malay privileges. At the same time, PPBM leaders in Johor believe that their contribution towards the coalition is not yet fully recognized by their coalition partners who insist that PPBM contests only in constituencies with a large Malay population. Areas with a high percentage of Malay voters are difficult for PPBM to win because UMNO tends to enjoy huge support in such constituencies, and PPBM leaders argue that they deserve more mixed seats to run in as well. Winning Johor, or some other state, is crucial for PPBM. Should the coalition fail to win at the federal level, PPBM will need a base to avoid disintegration

The results of Malaysia’s 14th General Elections of May 2018 were unexpected and transformative. Against conventional wisdom, the newly reconfigured opposition grouping Pakatan Harapan (PH) decisively defeated the incumbent Barisan Nasional (BN), ending six decades of uninterrupted dominant one-party rule. Despite a long-running financial scandal dogging the ruling coalition, pollsters and commentators predicted a solid BN victory or, at least, a narrow parliamentary majority. Yet, on the day, deeply rooted political dynamics and influential actors came together, sweeping aside many prevailing assumptions and reconfiguring the country’s political reality in the process. In order to understand the elections and their implications, this edited volume brings together contributions from ISEAS – Yusof Ishak Institute researchers and a group of selected collaborators to examine the elections from three angles: campaign dynamics; important trends among major interest groups; and local-level dynamics and developments in key states. This analytical work is complemented by personal narratives from a selection of GE-14 participants.
Johor is a key battleground in Malaysia’s 14th General Elections. The state is economically vital to the country: it is the birthplace of the United Malays National Organization (UMNO); and it has a large number of parliamentary seats. Johor-specific dynamics that have worked to the advantage of the ruling coalition include: UMNO’s unique links with the state; the tight control over religion; and the phenomenal scale and success of the Federal Land Development Authority (FELDA) scheme. Despite these advantages, support for the ruling coalition has been slipping across the state. Furthermore, the emergence of new parties such as Parti Pribumi Bersatu Malaysia (PPBM) will challenge Barisan Nasional’s control over Johor’s rural and Malay heartland. The redelineation of parliamentary and state constituencies now underway is however likely to benefit BN, and recent survey data indicate that Johoreans are yet to be attracted to the reconfigured opposition coalition, Pakatan Harapan. Thus, while BN may suffer a drop in support, it is likely to retain power in Johor.
Opposing Power argues that perceptions of regime vulnerability and mutual dependency by opposition elites shape the building of opposition alliances. When electoral autocracies are consistently dominant, opposition parties eschew fully fledged alliances. At best, they allocate only one candidate to contest against the incumbent in each subnational electoral district to avoid splitting the opposition vote. However, when multiple regime-debilitating events strike within a short period of time, thus pushing an incumbent to the precipice of power, opposition elites expect victory, accepting costly compromises to build alliances and seize power. Opposing Power shows how oppositions build these alliances through case study comparisons in East and Southeast Asia—between the Philippines and South Korea in the late 1980s, and between Malaysia and Singapore from 1965 to 2020.
he Pakatan Harapan (PH) coalition won Malaysia’s 14th general election on 9 May 2018, the first time a regime change took place in the country. However, it lost its majority in late February 2020, when Parti Pribumi Bersatu Malaysia (BERSATU) left the coalition. The four parties in PH had very different ideologies, especially when it comes to issues of race and religion. But despite taking various steps to create a coalition agreement, the more fundamental differences were never reconciled during the coalition’s time in power. PH won GE-14 with a relatively low level of support from the ethnic Malays, who perceived it to be a coalition dominated by the mainly Chinese DAP. Fearmongering about how PH and the DAP were a threat to Malay privileges further weakened PH while in government. Furthermore, BERSATU disliked the possibility that Parti Keadilan Rakyat (KEADILAN) president Anwar Ibrahim might succeed Mahathir Mohamad as prime minister. They did not trust Anwar to champion the Malay agenda if he became prime minister. BERSATU decided as early as in 2019 to explore leaving PH to form a new Malay-led government, and saw the departure as a necessary step for a better chance at winning GE15. This was a controversial decision and it created a major rift within BERSATU itself, with party chairman and then Prime Minister Mahathir Mohamad refusing to accept the party’s decision to leave PH. Following Mahathir’s sudden resignation on 24 February 2020, BERSATU immediately announced their departure from PH. This led to a series of events that culminated in the collapse of PH and the formation a Perikatan Nasional government led by the three biggest Malay parties, UMNO, BERSATU and PAS. The whole episode shows that any coalition or political parties that wish to govern Malaysia must not ignore sentiments among the Malays, especially those in rural areas.
This book examines the attitude of Malaysia’s Islamist movements – The Pan-Malaysian Islamic Party (PAS); The National Trust Party (AMANAH); The Muslim Youth Movement of Malaysia (ABIM) and the Malaysian Muslim Solidarity Front (ISMA) – towards the Arab Uprisings in the Middle East and North Africa. The book analyses the perceptions of Islamist movement activists, politicians and members in Malaysia towards the 2011 Arab Uprisings, popularly known as the ‘Arab Spring’. A questionnaire based-survey as well as in-depth interviews with activists and leaders ranging from individuals in opposing political parties (PAS and AMANAH) to non-government Islamist organisations (ABIM and ISMA) informs the findings of the book. Using quantitative and qualitative methods, the author analyses how the events impacted the activism, political approach and attitudes of the members of Islamic movements towards the issues of regime change, civil disobedience, political revolution, democracy, Islamism and political stability. The book demonstrates that Malaysian Islamists are mainly in support of free and democratic elections as a medium for political change as opposed to overthrowing the previous BN-led regime via civil disobedience, street demonstration or ‘revolution’. A novel approach in examining the connections between Islamic movements in Southeast Asia and the Middle East and Africa, this book will be of interest to academics in the fields of Politics, History, Social Movements, Political Islam, Middle Eastern Studies and Southeast Asian Studies.
