This, the third volume in a series that seeks to advance our understanding of Western European parliaments, explores the relationship between parliaments and citizens.
Citizens elect the parliament, but what contract takes place between citizen and parliament in between elections? The authors assess the extent and nature of that contact. To what extent are members of parliament accessible to the ordinary citizen? And what are the implications for the legislature? Can there be too much, or too little, contact?
Parliamentary theory, practices, discourses, and institutions constitute a distinctively European contribution to modern politics. Taking a broad historical perspective, this cross-disciplinary, innovative, and rigorous collection locates the essence of parliamentarism in four key aspects—deliberation, representation, responsibility, and sovereignty—and explores the different ways in which they have been contested, reshaped, and implemented in a series of representative national and regional case studies. As one of the first comparative studies in conceptual history, this volume focuses on debates about the nature of parliament and parliamentarism within and across different European countries, representative institutions, and genres of political discourse.
Growing numbers of scholars, practitioners, politicians, and citizens recognize the value of deliberative civic engagement processes that enable citizens and governments to come together in public spaces and engage in constructive dialogue, informed discussion, and decisive deliberation. This book seeks to fill a gap in empirical studies in deliberative democracy by studying the assembly of the Australian Citizens’ Parliament (ACP), which took place in Canberra on February 6–8, 2009. The ACP addressed the question “How can the Australian political system be strengthened to serve us better?” The ACP’s Canberra assembly is the first large-scale, face-to-face deliberative project to be completely audio-recorded and transcribed, enabling an unprecedented level of qualitative and quantitative assessment of participants’ actual spoken discourse. Each chapter reports on different research questions for different purposes to benefit different audiences. Combined, they exhibit how diverse modes of research focused on a single event can enhance both theoretical and practical knowledge about deliberative democracy.
The power of the European Parliament has been steadily and visibly increasing in recent years. This arises from EU treaty changes and from the fact that more and more decisions are being made at the European level. At the same time, however, the already low rate of turnout in European elections has actually been declining. This powerful new study examines a seemingly paradoxical situation which has raised deep concern about the democratic deficit in the European Union. The authors analyse the concepts of participation, democracy, and legitimacy and their applicability at the European level and develop a typology of voter participation and abstention in the European context. Combining extensive new data from specially commissioned surveys in all 1994 member states with a searching review of the existing evidence, they provide a comprehensive account of the legitimacy of the European Union and examine the images of the European Parliament, citizens experiences of the 1994 campaign and their perceptions of the parties and the candidates. In an analysis that challenges existing interpretations, the institutional, demographic, and attitudinal sources of participation and abstention are fully explored. The study concludes by considering how participation and democratic representation might be enhanced, acknowledging forthrightly the obstacles and inherent limits that such efforts are likely to face.
This book offers a comprehensive overview of the role of parliamentary administrations in the control of European Union policy-making. It questions whether the decision to give parliaments greater powers in the aftermath of the Lisbon Treaty had only the intended effect of political debate on European policies, or whether it has also resulted in the bureaucratisation of parliaments. The authors argue that the challenges of information-management faced by parliaments lead them to delegate an extensive set of tasks to their administrations. They offer a broad empirical picture, analysing the challenges faced by national parliaments and the role and response of their administrations in the case of the European Parliament, national parliaments and regional parliaments. In addition, the book studies the interaction between different administrations and their contribution to interparliamentary cooperation. It presents a new and different perspective on the challenges and dynamics of multi-level parliamentarism.

Parliamentary democracy is the most common regime type in the contemporary political world, but the quality of governance depends on effective parliamentary oversight and strong political parties. Denmark, Finland, Iceland, Norway, and Sweden have traditionally been strongholds of parliamentary democracy. In recent years, however, critics have suggested that new challenges such as weakened popular attachment, the advent of cartel parties, the judicialization of politics, and European integration have threatened the institutions of parliamentary democracy in the Nordic region. This volume examines these claims and their implications. The authors find that the Nordic states have moved away from their previous resemblance to a Westminster model toward a form of parliamentary democracy with more separation-of-powers features—a Madisonian model. These features are evident both in vertical power relations (e.g., relations with the European Union) and horizontal ones (e.g., increasingly independent courts and central banks). Yet these developments are far from uniform and demonstrate that there may be different responses to the political challenges faced by contemporary Western democracies.
