From the end of Georgia's white primary in 1946 to the present, Atlanta has been a community of growing black electoral strength and stable white economic power. Yet the ballot box and investment money never became opposing weapons in a battle for domination. Instead, Atlanta experienced the emergence and evolution of a biracial coalition. Although beset by changing conditions and significant cost pressures, this coalition has remained intact. At critical junctures forces of cooperation overcame antagonisms of race and ideology. While retaining a critical distance from rational choice theory, author Clarence Stone finds the problem of collective action to be centrally important. The urban condition in America is one of weak and diffuse authority, and this situation favors any group that can act cohesively and control a substantial body of resources. Those endowed with a capacity to promote cooperation can attract allies and overcome oppositional forces. On the negative side of the political ledger, Atlanta's style of civic cooperation is achieved at a cost. Despite an ambitious program of physical redevelopment, the city is second only to Newark, New Jersey, in the poverty rate. Social problems, conflict of interest issues, and inattention to the production potential of a large lower class bespeak a regime unable to address a wide range of human needs. No simple matter of elite domination, it is a matter of governing arrangements built out of selective incentives and inside deal-making; such arrangements can serve only limited purposes. The capacity of urban regimes to bring about elaborate forms of physical redevelopment should not blind us to their incapacity to address deeply rooted social problems. Stone takes the historical approach seriously. The flow of events enables us to see how some groups deploy their resource advantages to fashion governing arrangements to their liking. But no one enjoys a completely free hand; some arrangements are more workable than others. Stone's theory-minded analysis of key events enables us to ask why and what else might be done. Regime Politics offers readers a political history of postwar Atlanta and an elegant, innovative, and incisive conceptual framework destined to influence the way urban politics is studied.

For better or worse, the view through a car's windshield has redefined how we see the world around us. In some cases, such as the American parkway, the view from the road was the be-all and end-all of the highway; in others, such as the Italian autostrada, the view of a fast, efficient transportation machine celebrating either Fascism or its absence was the goal. These varied environments are neither necessary nor accidental but the outcomes of historical negotiations, and whether we abhor them or take delight in them, they have become part of the fabric of human existence. The World beyond the Windshield: Roads and Landscapes in the United States and Europe is the first systematic, comparative look at these landscapes. By looking at examples from the United States and Europe, the chapters in this volume explore the relationship between the road and the landscape thatit traverses, cuts through, defines, despoils, and enhances. The authors analyze the Washington Beltway and the Blue Ridge Parkway, as well as iconic roads in Italy, Nazi Germany, East Germany, and Great Britain. This is a story of the transatlantic exchange of ideas about environment and technology and of the national and nationalistic appropriations of such landscaping.
This collection of ten original studies covers a wide range of issues related to the regional distinctiveness of welfare provision in the South and the development of the larger federal welfare state. The studies examine New Deal and Great Society programs from the Works Progress Administration and Civilian Conservation Corps to Social Security and Medicare. In addition, they draw attention to such private-sector organizations as the Salvation Army and the National Association for the Advancement of Colored People. Some essays look at the degree of federal responsiveness to, or actual engagement with, recipients of assistance. One such study examines the dynamics between the New Deal bureaucracy, poor women who worked in WPA-organized sewing rooms in Atlanta, and local political activists concerned about the women's working conditions. The power of race and racism to shape the delivery of social services in the region, as well as the strong connections between social welfare and civil rights, is a concern common to many studies. One study shows how linking the availability of federal Medicare funds to racial equality helped end segregation in southern hospitals. Others focus on topics ranging from the pioneering North Carolina Fund, a state program that shaped Great Society initiatives, to the public health nurses and home economists of the Farm Security Administration, to Georgia governor Eugene Talmadge's maneuverings against the Federal Emergency Relief Administration. The New Deal and Beyond is filled with many new insights into initiating and maintaining social programs in the South, a region whose welfare history is key to understanding the larger story of the American welfare state.

The most visited site in the National Park system, the 469-mile Blue Ridge Parkway winds along the ridges of the Appalachian mountains in Virginia and North Carolina. Since the early 1990s, there has been a proliferation of memoirs by tenured humanities professors. Although the memoir form has been discussed within the flourishing field of life writing, academic memoirs have received little critical scrutiny. Based on close readings of memoirs by such academics as Michael Bérubé, Cathy N. Davidson, Jane Gallop, bell hooks, Edward Said, Eve Sedgwick, Jane Tompkins, and Marianna Torgovnick, Academic Lives considers why so many professors write memoirs and what cultural capital they carry. Cynthia G. Franklin finds that academic memoirs provide unparalleled ways to unmask the workings of the academy at a time when it is dealing with a range of crises, including attacks on intellectual freedom, discontentment with the academic star system, and budget cuts. Franklin considers how academic memoirs have engaged with a core of defining concerns in the humanities: identity politics and the development of whiteness studies in the 1990s; the impact of postcolonial studies; feminism and concurrent anxieties about pedagogy; and disability studies and the struggle to bring together discourses on the humanities and human rights. The turn back toward humanism that Franklin finds in some academic memoirs is surreptitious or frankly nostalgic; others, however, posit a wide-ranging humanism that seeks to create space for advocacy in the academic and other institutions in which we are all unequally located. These memoirs are harbingers for the critical turn to explore interrelations among humanism, the humanities, and human rights struggles.
