El tercer objetivo es el de dar una detallada visión del conjunto de los actores y de sus acciones: las instancias y redes internacionales, los gobiernos y la administración pública, las organizaciones de trabajadores y de empleadores, el voluntariado, la economía social y las iniciativas ciudadanas y comunitarias. Por último, se diferencian las estrategias reproductoras, paliativas, preventivas y emancipadoras que pretenden combatir la exclusión social y se trazan unos principios orientadores.

Indigenous people constitute a large portion of Latin America's population and suffer from widespread poverty. This book provides the first rigorous assessment of changes in socio-economic conditions among the region's indigenous people, tracking progress in these indicators during the first international decade of indigenous peoples (1994-2004). Set within the context of existing literature and political changes over the course of the decade, this volume provides a rigorous statistical analysis of indigenous populations in Bolivia, Ecuador, Guatemala, Mexico and Peru, examining their poverty rates, education levels, income determinants, labour force participation and other social indicators. The results show that while improvements have been achieved in some social indicators, little progress has been made with respect to poverty.
Gowan shows some of the diverse ways that men on the street in San Francisco struggle for survival, autonomy, and self-respect. Living for weeks at a time among homeless men--working side-by-side with them as they collected cans, bottles, and scrap metal; helping them set up camp; watching and listening as they panhandled and hawked newspapers; and accompanying them into soup kitchens, jails, welfare offices, and shelters--Gowan immersed herself in their routines, their personal stories, and their perspectives on life on the streets. She observes a wide range of survival techniques, from the illicit to the industrious, from drug dealing to dumpster diving. She also discovered that prevailing discussions about homelessness and its causes--homelessness as pathology, homelessness as moral failure, and homelessness as systemic failure--powerfully affect how homeless people see themselves and their ability to change their situation.
