Arabs make up approximately 20 percent of the population within Israel's borders. Until the 1970s, Arab citizens of Israel were a mostly acquiescent group, but in recent decades political activism has increased dramatically among members of this minority. Certain activists within this population claim that they are a national and indigenous minority dispossessed by more recent settlers from Europe. The book examines the process of national identity formation. It argues that identity, whether of a small community, a nation, an ethnic group, or a religious community, requires an Other against whom it becomes meaningful. In other words, identity develops via difference from Others against whom our sense of self becomes meaningful. This thesis emerges out of the synthesis the study develops from the from the various modern and poststructuralist theories of identity and nationalism.
While the scholarly study of culture as a politically contested sphere in Palestine/Israel has become an established field over the past two decades, this volume highlights some particular understudied aspects of it: the relations between Arab identity, Mizrahi identity, and Israeli nationalism; the nightclub scene as a field of encounter, appropriation, and exclusion; an analysis of the institutional and political conditions of Palestinian cinema; the implications of the intersectional relationship between gender, ethnicity and national identity in the field of popular culture, and the concrete relations between particular aesthetic forms and symbolic power. The authors come from diverse disciplines, including anthropology, architecture, ethnomusicology, history, sociology, and political science. For Oren Yiftachel, the notion of ethnocracy suggests a political regime that facilitates expansion and control by a dominant ethnicity in contested lands. It is neither democratic nor authoritarian, with rights and capabilities depending primarily on ethnic origin and geographic location. In Ethnocracy: Land and Identity Politics in Israel/Palestine, he presents a new critical theory and comparative framework to account for the political geography of ethnocratic societies. According to Yiftachel, the primary manifestation of ethnocracy in Israel/Palestine has been a concerted strategy by the state of "Judaization." Yiftachel's book argues that ethnic relations—both between Jews and Palestinians, and among ethno-classes within each nation—have been shaped by the diverse aspects of the Judaization project and by resistance to that dynamic. Special place is devoted to the analysis of ethnically mixed cities and to the impact of Jewish immigration and settlement on collective identities. Tracing the dynamics of territorial and ethnic conflicts between Jews and Palestinians, Yiftachel examines the consequences of settlement, land, development, and planning policies. He assesses Israel's recent partial liberalization and the emergence of what he deems a "creeping apartheid" whereby increasingly impregnable ethnic, geographic, and economic barriers develop between groups vying for recognition, power, and resources. Kiryat Shmona, located near the Israeli-Lebanese border, often makes the news whenever there is an outbreak of violence between the two countries. In Israel's northernmost city, the residents are mostly Mizrahim, that is, Jews descending from Arab and Muslim lands. Cathrine Thorleifsson uses the dynamics at play along this border to develop wider conclusions about the nature of nationalism, identity, ethnicity and xenophobia in Israel, and the ways in which these shift over time and are manipulated in different ways for various ends. She explores the idea of being on the 'periphery' of nationhood: examining the identity-forming and negotiating processes of these Mizrahim who do not neatly dove-tail with the predominantly Ashkenazi concept of what it means to be 'Israeli'. Through in-depth ethnographic observation and analysis, Thorleifsson highlights the daily negotiation of Moroccan and Persian Jewish families who define themselves in opposition to Ashkenazi Jews from Russia and Central and Eastern Europe and the Druze, Christian and Muslim Arab populations which surround them. But this is not just an examination of differences and stereotypes which are continually perpetuated. Instead, Thorleifsson highlights the instances of inter-marriage between Mizrahi and Ashkenazi Jews, and what this means for the high politics of nationalist narratives as well as the everyday aspect of family dynamics. But having done so, she does also acknowledge that many of Israel's laws which deal with ethnic identity do result in discrimination and daily exclusion against a large number of its citizens, something which reflects the ethnocratic character of the state. By including all of these different aspects of the daily negotiation of identity in a northern town in Israel, Thorleifsson offers a frank and balanced account of the nature of state nationalism and the people who are affected by it. Covering an interesting aspect of Israeli society which is often overlooked, this account of relations between both Ashkenazi and Mizrahi Jews and those between Mizrahi Jews and Palestinians is an important contribution to the study of Israeli and Middle Eastern societies.
