In the contemporary West, pressures to more effectively reallocate water to meet growing urban and environmental demands are increasing as environmental awareness grows and climate change threatens existing water supplies. The legacy of Owens Valley raises concerns about how reallocation can occur. Although it took place over seventy years ago, the water transfer from Owens Valley to Los Angeles still plays an important role in perceptions of how water markets work. The memory of Owens Valley transfer is one of theft and environmental destruction at the hands of Los Angeles. In reassessing the infamous transfer, one could say that there was no "theft." Owens Valley landowners fared well in their land and water sales, earning more than if they had stayed in agriculture. In another sense, however, "theft" did occur. The water was not literally stolen, but there was a sharp imbalance in gains from the trade--with most of the benefits going to Los Angeles. Owens Valley, then, demonstrates the importance of distributional issues in water trades when the stakes are large. Los Angeles water rights in the Owens Valley and Mono Basin have again been a front-page issue since 1970. New environmental and recreational values and air pollution concerns have ushered in demands to curtail the shipment of water from source regions for urban use. Water is becoming increasingly scarce. If recent usage trends continue, shortages are inevitable. Aquanomics discusses some of the instruments and policies that may be implemented to postpone, or even avoid, the onset of water crises. These policies include establishing secure and transferable private water rights and extending these rights to uses that traditionally have not been allowed, including altering in-stream flows and ecosystem functions. The editors argue that such policies will help maximize water quantity and quality as water becomes scarcer and more valuable. Aquanomics contains many examples of how this is being accomplished, particularly in the formation of water markets and market-like exchanges of water rights.Many observers see calamity ahead unless water supplies are harnessed and effectively conserved, and unless water quality can be improved. It is also clear that declining water quality is a serious problem in much of the world, as increasing human activities induce high levels of water degradation. Those who voice these concerns, argue the contributors to this volume, fail to consider the forces for improvement inherent in market political-economic systems that can address water issues. The contributors see water quality in economically advanced countries as improving, and they believe this establishes the validity of market-based approaches.
During the 20th century, the city of Los Angeles diverted surface water flowing into Owens Lake for water supply, transforming the large, closed-basin, saline lake into a small brine pool surrounded by dry playa. Under high winds, the exposed lakebed produced large amounts of airborne dust, resulting in the highest concentrations of airborne particulate matter with an aerodynamic diameter of 10 micrometers or less (PM10) in the United States. Since 2000, the Los Angeles Department of Water and Power, at the direction of the Great Basin Unified Air Pollution Control District, has been constructing and implementing dust control measures on the dry lakebed, with the objective of meeting the U.S. Environmental Protection Agency National Ambient Air Quality Standards for PM10 and the PM10 standards set by the state of California. Many of the dust control measures used at Owens Lake require large amounts of water, energy, and maintenance to sustain their performance. Effectiveness and Impacts of Dust Control Measures for Owens Lake evaluates the effectiveness of alternative solutions for their degree of PM10 reduction and the extent that they reduce use of water in controlling dust emissions. This report considers the associated energy and environmental and economic impacts of these proposed measures and assesses their durability and reliability.

In A Connected Metropolis Maxwell Johnson describes Los Angeles's rise in the early twentieth century as catalyzed by a series of upper-class debates about the city's connections to the outside world. By focusing on specific moments in the city's development when tensions over Los Angeles's connections, or lack thereof, emerged, Johnson ties each movement to two or three contemporary figures who influenced the debates at hand. The elites' previous efforts to secure nationwide and global connections for Los Angeles were wildly successful following World War II. As a result, the city became a landing spot for African American migrants, Cambodian and Laotian refugees, and Mexican and Central American immigrants. Johnson argues that the city's history is more defined by external relationships than previously understood, and those relationships have given the history of the city more continuity than originally recognized.
