This second edition of The National Security Enterprise provides practitioners’ insights into the operation, missions, and organizational cultures of the principal national security agencies and other institutions that shape the US national security decision-making process. Unlike some textbooks on American foreign policy, it offers analysis from insiders who have worked at the National Security Council, the State and Defense Departments, the intelligence community, and the other critical government entities. The book explains how organizational missions and cultures create the labyrinth in which a coherent national security policy must be fashioned. Understanding and appreciating these organizations and their cultures is essential for formulating and implementing it. Taking into account the changes introduced by the Obama administration, the second edition includes four new or entirely revised chapters (Congress, Department of Homeland Security, Treasury, and USAID) and updates to the text throughout. It covers changes instituted since the first edition was published in 2011, implications of the government campaign to prosecute leaks, and lessons learned from more than a decade of war in Afghanistan and Iraq. This book is devoted primarily to papers prepared by American and Russian specialists on cyber terrorism and urban terrorism. It also includes papers on biological and radiological terrorism from the American and Russian perspectives. Of particular interest are the discussions of the hostage situation at Dubrovko in Moscow, the damge inflicted in New York during the attacks on 9/11, and Russian priorities in addressing cyber terrorism.

At the outset of the new Admin., the Department of Homeland Security Intelligence (DHSI) enterprise consists of the intelligence elements of 6 DHS operational components: Customs and Border Protection, Immigration and Customs Enforcement, Citizenship and Immigration Services, the Transport. Security Admin., Coast Guard, and the Secret Service. This report provides an overview of DHSI both at headquarters and within the components. It examines how DHSI is organized and supports key departmental activities to include homeland security analysis and threat warning; border security; critical infrastructure protection; and support to, and the sharing of information with, state, local, tribal, and private sector partners. The Plum Book is published by the Senate Committee on Homeland Security and Governmental Affairs and House Committee on Oversight and Reform alternately after each Presidential election. The Plum Book is used to identify Presidential appointed and other positions within the Federal Government. The publication lists over 9,000 Federal civil service leadership and support positions in the legislative and executive branches of the Federal Government that may be subject to noncompetitive appointment. The duties of many such positions may involve advocacy of Administration policies and programs and the incumbents usually have a close and confidential working relationship with the agency head or other key officials. The Plum Book was first published in 1952 during the Eisenhower administration. When President Eisenhower took office, the Republican Party requested a list of government positions that President Eisenhower could fill. The next edition of the Plum Book appeared in 1960 and has since been published every four years, just after the Presidential election.
