Following significant interethnic violence beginning in 2008, Chinese intellectuals and policymakers are now engaged in unprecedented debate over the future direction of their country's ethnic policies. This study attempts to gauge current Chinese opinion on this once-secretive and still highly sensitive area of national policy. Domestic Chinese opinion on ethnic policies over the last five years is reviewed and implications for future policies under the new leadership of CPC Secretary General Xi Jinping are explored. Careful review of a wide spectrum of contemporary Chinese commentary identifies an emerging consensus for ethnic-policy reform. Leading public intellectuals, as well as some party officials, now openly call for new measures strengthening national integration at the expense of minority rights and autonomy. These reformers argue that divisive ethnic policies adopted from the former USSR must be replaced by those supporting an ethnic "melting pot" concept. Despite this important shift in opinion, such radical policy changes as ending regional ethnic autonomy or minority preferences are unlikely over the short-to-medium term. Small-yet-significant adjustments in rhetoric and policy emphasis are, however, expected as the party-state attempts to strengthen interethnic cohesiveness as a part of its larger agenda of stability maintenance. Han-centrism, a virulent form of Chinese nationalism, asserts that the Han Chinese are superior to other peoples and have a legitimate right to advance Chinese interests at the expense of other countries. Western thinkers have yet to consider the adverse implications of a hypernationalistic China, as opposed to the policies of a pragmatic China, were it to become the world’s dominant state.
Often dismissed by scholars as being no different than the Han majority of China, the Zhuang of Guangxi were recognized by Chinese rulers for the first time when the Chinese Communist Party (CCP) offered them their own "autonomous" region. Kaup (political science, Furman U.) analyzes the decision to recognize (and effectively create) the Zhuang identity by the CCP as an effort to shape regional and ethnic loyalties towards integration with the centralized state. The Great Han is an ethnographic study of the Han Clothing Movement, a neotraditionalist and racial nationalist movement that has emerged in China since 2001. Participants come together both online and in person in cities across China to revitalize their utopian vision of the authentic “Great Han” and corresponding “real China” through pseudotraditional ethnic dress, reinvented Confucian ritual, and anti-foreign sentiment. Analyzing the movement’s ideas and practices, this book argues that the vision of a pure, perfectly ordered, ethnically homogeneous, and secure society is in fact a fantasy constructed in response to the challenging realities of the present. Yet this national imaginary is reproduced precisely through its own perpetual elusiveness. The Great Han is a pioneering analysis of Han identity, nationalism, and social movements in a rapidly changing China.
Chinese nationalism is powered by a narrative of China's century of shame and humiliation in the hands of imperialist powers and calls for the Chinese government to redeem the past humiliations and take back all "lost territories." The continuing surge of Chinese nationalism in the early 21st century therefore has fed a roiling sense of anxiety in many political capitals about whether a virulent nationalism has emerged to make China’s rise anything but peaceful. This book addresses this anxiety by examining the domestic sources and foreign policy implications of Chinese nationalism in the early 21st century. It is divided into three parts. Part I is an overview of the scholarly debate about if the rise of Chinese nationalism has driven China’s foreign policy in a more irrational and inflexible direction in the first one and half decades of the 21st century. Part II analyzes the construction of Chinese nationalism by a variety of domestic forces, including the communist state, the angry youth (fen qing), liberal intellectuals, and ethnic groups. Part III explores whether Chinese nationalism is affirmative, assertive, or aggressive through the case studies of China’s maritime territorial disputes with Japan in the East China Sea and with several Southeast Asian countries in the South China Sea, the border controversy over the ancient Koguryo with Korea, and the cross-Taiwan Strait relations.
