In the run-up to the 2003 invasion of Iraq, a fair number of Americans thought the idea was crazy. Now everyone, except a few die-hards, thinks it was. So what was going through the minds of the talented and experienced men and women who planned and initiated the war? What were their assumptions? Overreach aims to recover those presuppositions. Michael MacDonald examines the standard hypotheses for the decision to attack, showing them to be either wrong or of secondary importance: the personality of President George W. Bush, including his relationship with his father; Republican electoral considerations; the oil lobby; the Israeli lobby. He also undermines the argument that the war failed because of the Bush administration’s incompetence. The more fundamental reasons for the Iraq War and its failure, MacDonald argues, are located in basic axioms of American foreign policy, which equate America’s ideals with its interests (distorting both in the process) and project those ideals as universally applicable. Believing that democratic principles would bring order to Iraq naturally and spontaneously, regardless of the region’s history and culture or what Iraqis themselves wanted, neoconservative thinkers, with support from many on the left, advocated breaking the back of state power under Saddam Hussein. They maintained that by bringing about radical regime change, the United States was promoting liberalism, capitalism, and democracy in Iraq. But what it did instead was unleash chaos.

Financing Africa takes stock of Africa's financial systems in light of recent changes in the global financial system --including the greater risk aversion of international investors, a shift in economic and financial powers towards emerging markets and the regulatory reform debate - and the increasing role of technology. Using a wider and more detailed array of data than previous publications, we observe a trend towards financial deepening, more stability and more inclusion leading up to the crisis; serious challenges, however, continue, including limited access to financial services, focus on short-term contracts and hidden fragility, related to weak regulatory frameworks, undue government interference and governance deficiencies. Our policy analysis therefore focuses on (i) expanding outreach, (ii) fostering long-term finance and (iii) improving regulation and supervision. We identify the positive role of innovation and competition, a stronger focus on non-traditional financial service providers, and more emphasis on demand-side constraints as priority areas for policy actions. Specifically, competition from new players outside the banking system, including telecomm companies can increase outreach with technological innovation that changes the economics of retail finance. Moving beyond national stock exchanges that are not sustainable in most African countries towards regional solutions and over-the-counter trades can help foster long-term finance, as can addressing governance challenges in contractual savings institutions, including life insurance companies and pension funds. Finally, there is a need to look beyond supply-side constraints towards users of financial services, focusing more on financial literacy of households and firms, but also consumer protection. In formulating policy messages, we carefully distinguish between different country groupings, differentiating -- among others -- between low- and middle-income and small and larger economies, with a special focus on resource-based economies and post-conflict countries. This book reaches out to both policy makers concerned about a more inclusive and effective financial system and other stakeholders, including practitioners and development partners. With this book we aim to contribute to the on-going financial sector debate on Africa, with the ultimate goal of faster economic development and poverty reduction.
This book deals with what the author considers a sorely neglected question, namely the role of the judiciary in states’ foreign policy processes. Eksteen argues that the impact of the judiciary on foreign affairs is understudied and that recognition of its role in foreign affairs is now due. This makes it a ground-breaking scholarly contribution that should first of all prove of value to students, scholars, researchers and practitioners in the two broad fields of politics and law for the wide scope of issues it covers and the very comprehensive reference lists it contains. Secondly, professionals working within politics, including members of the legislatures of the United States, the European Union and South Africa, as well as members of the judiciaries there, should find this book of benefit. A detailed examination has been undertaken of the role of the United States Supreme Court, the two high courts in South Africa, namely the Constitutional Court and the Supreme Court of Appeal, and the European Court of Justice of the European Union, in foreign affairs. The author substantiates the unmistakable fact that these Courts have become involved in and influence foreign affairs. Furthermore, that they have not shied away from using their judicial authority when dealing with cases touching on foreign affairs and especially presidential overreach. The lack of recognition of the judiciary’s role in foreign affairs is still noticeable in Foreign Policy Analysis (FPA) literature. This book concludes that FPA has to accept and give proper recognition to the judiciary and its increasing relevance in foreign affairs. Dr. Riaan Eksteen is a Former South African Ambassador residing in Namibia; from 1968-1973 he served at the South African Embassy in Washington D.C.; between 1976-1994, he subsequently served as Ambassador and Head of Mission at the U.N. in New York (1976-81), in Namibia (1990-91), at the U.N. in Geneva (1992-94), and in Turkey, with accreditation also to Azerbaijan, Kyrgyzstan, Turkmenistan and Uzbekistan (1995-97). He obtained his Ph.D. from the University of Johannesburg in October 2018.
This open access book on the state of peacebuilding in Africa brings together the work of distinguished scholars, practitioners, and decision makers to reflect on key experiences and lessons learned in peacebuilding in Africa over the past half century. The core themes addressed by the contributors include conflict prevention, mediation, and management; post-conflict reconstruction, justice and Disarmament Demobilization and Reintegration; the role of women, religion, humanitarianism, grassroots organizations, and early warning systems; and the impact of global, regional, and continental bodies. The book's thematic chapters are complemented by six country/region case studies: The Democratic Republic of Congo, Rwanda, Sierra Leone, Sudan/South Sudan, Mozambique and the Sahel/Mali. Each chapter concludes with a set of key lessons learned that could be used to inform the building of a more sustainable peace in Africa. The State of Peacebuilding in Africa was born out of the activities of the Southern Voices Network for Peacebuilding (SVNP), a Carnegie-funded, continent-wide network of African organizations that works with the Wilson Center to bring African knowledge and perspectives to U.S., African, and international policy on peacebuilding in Africa. In the past few years, the evolving global landscape has drawn increasing attention to the positioning of African countries on major international issues. Much emphasis has been placed on African voting and diplomatic stances in international fora, political rhetoric and protests, all seemingly pointing to a shift towards a more critical approach vis à vis traditional Western partners. At the same time, non-alignment, a notion that for some retained a merely historical value, has gained new impetus as a principle guiding a number of countries of the Global South, suggesting a break in the relationship with old and new partners. This report investigates the nature and reasons of the growing anti-Western sentiment in sub Saharan Africa, combining an analysis of the current international context with a look at the long term. Is the gap between Africa and the West really expanding? What are the reasons and the possible consequences? What can be done to turn criticism into a more profound, mutual understanding?
This timely volume explores the “dark side” of United Nations (UN) Peacekeeping in Africa: when rather than help establish a rule of law in the host country, they become perpetrators of crime. The work of the UN peacekeepers is generally comprised of police and military personnel, from countries who contribute voluntarily to assist war-torn countries create conditions for lasting peace. Overall, these peacekeeping efforts are perceived positively, with volunteers giving their time and risking their lives to bring normalcy and peace to civilians in countries with conflict. In fact, there are cases where UN Peacekeepers are sometimes the victims of violent crimes, and need security and protection themselves. Although instances of abuse are not widespread and are certainly not isolated to Africa, this work focuses on Africa because there is a high concentration of UN Peacekeepers there, and lessons learned can be applied to other regions. The instances of abuse cover serious crimes including sexual abuse and exploitation, child and arms trafficking, and corruption, all of some of the most vulnerable populations in the world at the time. Although these instances are not extensive, they remain a fundamental problem because there is no existing mechanism for prosecution in the international area: it is only the troops’ home country, not the UN, who has the right to exercise criminal jurisdiction. The also undermine the good work that UN Peacekeepers are doing all over the world. This work is concerned with highlighting why these instances occur, and why specific forms of abuse are more prevalent than others. It also discusses how to prevent abuse and violations from happening in the first place, and creating a culture of change and accountability. Finally, taking into account cultural and legal systems from troops’ home countries, the author considers the ways that local rules can be aligned with international standards.
