Thanks to an active process of renewal within the Nordic Council of Ministers, in recent years co-operation has become more flexible and dynamic. The purpose of this annual report is to highlight some examples of the results of this process, categorised into the four main areas of the vision: freedom of movement, innovation, visibility, and international engagement.

The Nordic Council of Ministers is committed to labour markets that match the requirements of the green transition and progress toward digitalisation and that support freedom of movement in the Nordic Region. The Nordic models for working life are based to a large extent on gender equality, social security and dialogue between the social partners. However, the Nordic labour markets also face significant changes as a result of, for example, new technology and the digitalisation of workplaces, demographic trends and new forms of employment. The co-operation programme identifies the challenges faced and looks at how best Nordic co-operation can help address them.
The Nordic Council of Ministers can look back with satisfaction on 2017, which has been a positive year for Nordic co-operation. There are now visible results from the reforms of several key policy areas after several years of modernisation efforts, and we have raised our profile both within the Nordic Region and internationally.
The common labour market comprises a cornerstone in the Nordic co-operation. A large, skilled workforce is our most important resource, and forms the foundation for a competitive Nordic labour market and for development ofthe Nordic welfare societies. At the same time, the Nordic labour markets are facing major changes because of, for example, demographic change, increased globalisation, technological development, and international competition. The co-operation programme on labour 2018-2021 identifies several important challenges relating to the labour sector, and shows how the Nordic co-operation can help to address these.

The Nordic Council of Ministers has a vision of the Nordic Region being the most sustainable and integrated region in the world by 2030. In the Arctic, they will work together to develop knowledge, build expertise about developments and identify opportunities for the region and its people.
The Nordic ministers for regional affairs hereby present a joint Nordic co-operation programme that aims to lay the foundation for the evolved exchange of knowledge, to provide examples of successful initiatives within priority policy areas, and to strengthen joint efforts relating to regional policy in the Nordic Region. Nordic co-operation on regional policy has a long history of creating good opportunities for learning, understanding, and joint action. This co-operation is based on the insight that joint learning and solutions are key to achieving results together that contribute to the sustainable development of the individual regions within the Nordic Region as a whole.
