Since the end of the second world war special international interest has been devoted to the economically' underdeveloped countries. The question is, in what way can the welfare of these societies be rapidly increased and their standard of living raised. An enormous volume of literature on this subject has been published in the last decade and many international organi zations are engaged upon the study of the problem, which - to quote VAN BEUKERING - resolves itself into as many problems as there are underdeveloped areas 1. Much fruitful work has already been done in this field, and in some of the countries concemed the old economic tree has already put forth a few fresh shoots. Yet the problem of development in general is no new dis covery. Development in the sense of differentiation and speciali zation of man and forms of society 2 has, of course, always existed. The relations between human beings are reciprocal, as are those between nations. This reciprocal relationship is one of the most important characteristics of colonization, which is an expansion of social rather than of territorial boundaries.
This book contributes to the Christian debate about the market economy, clarifying the links between ethical values, Christian belief and economics considering themes of welfare (and happiness), justice and virtues.
This book is based upon a comparative public administration research project, initiated by the Hertie School of Governance (Germany) and the Bertelsmann Foundation (Germany) and supported by a network of researchers from many EU countries. It analyzes both the regimes and the practices of local fiscal regulation in 21 European countries. The book brings together key findings of this research project. The regulatory discussion is not limited to the prominent issue of fiscal rules but focuses on every component of regulation. Beyond this, the book covers affiliated topics such as the impact of regulation for local governments, evolution of regulation, administrative costs and crisis prevention. The various book chapters throughout provide a broad picture of local public finance regulation in theory and in practice, using different theoretical and national lenses for the analysis. Furthermore, the authors investigate the effects of budgetary constraints and higher-level regulatory efforts on local governments and on democracy and public services in every European country. This book fills a gap with respect to the lack of discussion on local government finance from an international, comparative perspective and, in particular, the regulation of local public finance. With its mix of authors, this book will be useful for practitioners as well as for scholars and for theory-driven research.
Higher education is of growing public and political importance for society and the economy. Globalisation is transforming it from a local and national concern into one of international significance. In order to fulfil societal, governmental and business sector needs, many universities are aiming to (re-)position themselves. The book initially considers their “compass”. They aspire to transformational planning, mission and strategy in which social justice is important, people are not treated as mere means to an end, and traditional moral positions are respected. This transformational urge is sometimes vitiated by blunt demands of new public management that overlook universities’ potential for serving the public good. The volume then addresses universities’ success in meeting their targets. Often the challenge in evaluation is the need to reconcile tensions, for example between structure and pastoral care of students; institutional competition and collaboration; roles of academics and administrators; performance-based funding versus increased differentiation. Measurement is supposed to provide discipline, align institutional and state policy, and provide a vital impetus for change. Yet many of these measurement instruments are not fully fit for purpose. They do not take sufficient account of institutional missions, either of “old” or of specialist universities; and sophisticated measurement of the student experience requires massive resources. Change and positioning have become increasingly key elements of a complex but heterogeneous sector requiring new services and upgraded instruments.
A major feat of research and synthesis, this book presents the first comprehensive history of the Dutch economy in the nineteenth century--an important but poorly understood piece of European economic history. Based on a detailed reconstruction of extensive economic data, the authors account for demise of the Dutch economy's golden age. After showing how institutional factors combined to make the Dutch economy a victim of its own success, the book traces its subsequent emergence as a modern industrial economy. Between 1780 and 1914, the Netherlands went through a double transition. Its economy--which, in the words of Adam Smith, was approaching a "stationary state" in the eighteenth century--entered a process of modern economic growth during the middle decades of the nineteenth. At the same time, the country's sociopolitical structure was undergoing radical transformation as the decentralized polity of the republic gave way to a unitary state. As the authors show, the dramatic transformation of the Dutch political structure was intertwined with equally radical changes in the institutional structure of the economy. The outcome of this dual transition was a rapidly industrializing economy on one side and, on the other, the neocorporatist sociopolitical structure that would characterize the Netherlands in the twentieth century. Analyzing both processes with a focus on institutional change, this book argues that the economic and political development of the Netherlands can be understood only in tandem.
This book is the first volume of the International Series in Economic Model ing, a series designed to summarize current issues and procedures in applied modeling within various fields of economics and to offer new or alternative approaches to prevailing problems. In selecting the subject area for the first volume, we were attracted by the area to which applied modeling efforts are increasingly being drawn, regional economics and its associated subfields. Applied modeling is a broad rubric even when the focus is restricted to econometric modeling issues. Regional econometric modeling has posted a record of rapid growth during the last two decades and has become an established field of research and application. Econometric models of states and large urban areas have become commonplace, but the existence of such models does not signal an end to further development of regional econ ometric methods and models. Many issues such as structural specification, level of geographic detail, data constraints, forecasting integrity, and syn thesis with other regional modeling techniques will continue to be sources of concern and will prompt further research efforts. The chapters of this volume reflect many of these issues. A brief synopsis of each contribution is provided below: Richard Weber offers an overview of regional econometric models by discussing theoretical specification, nature of variables, and ultimate useful ness of such models. For an illustration, Weber describes the specification of the econometric model of New Jersey.
Other chapters examine the effects of tax reforms, including the Earned Income Tax Credit, and the wage-increasing effects of progressive income taxes in a highly unionized labor market. Finally, the contributors analyze the effects of employment protection and tax penalties on the growth of the underground economy. The insights offered in these studies will be valuable to the policy analyst as well as to the academic theorist
This book documents exchanges between individual scientists and explores the boundaries between economics and neighbouring fields.
Historical national accounting is nowadays recognized as an important field of research in economic history. Nevertheless the sub discipline also receives a lot of criticism. Several estimates would be based on shaky data material so that the outcome would in part reflect the personal opinion of those who produced the series. Moreover in some publications the estimation methods are explained in very vague terms thereby making a duplication of the results almost impossible. This book tries to remedy these critiques. The estimation procedures of the various components of Belgian national income between 1920 and 1939 are thoroughly discussed and explained.The book also falsifies the proposition that "Belgium is a country without statistics". There are many series available but they are scattered over many publications and therefore often difficult to find. One merit of this book is that it brings together quantitative material from very diverse sources and origins. Not only economic historians will benefit from the wealth of statistics presented here, but also e.g. social historians.
