In a world where half of the population lives in cities and more than 90 percent of urban growth is occurring in the developing world, cities struggle to modernize without completely losing their unique character, which is embodied by their historic cores and cultural heritage assets. As countries develop, cultural heritage can provide a crucial element of continuity and stability: the past can become a foundation for the future. This book collects innovative research papers authored by leading scholars and practitioners in heritage economics, and presents the most current knowledge on how heritage assets can serve as drivers of local economic development. What this book tries to suggest is a workable approach to explicitly take into account the cultural dimensions of urban regeneration in agglomerations that have a history and possess a unique character, going beyond an approach based solely on major cultural heritage assets or landmarks. The knowledge disseminated through this book will help stakeholders involved in preparation, implementation, and supervision of development investments to better assess the values of cultural heritage assets and incorporate them in urban development policies.
The highly influential writings by an important early advocate for the conservation of historic cities are made available for the first time in English. The Italian architect, historian, and restorer Gustavo Giovannoni (1873–1947) was a key figure in the fields of architecture, urbanism, and conservation during the first half of the twentieth century. A traditionalist largely neglected by the proponents of modernist architecture following World War II, he remains little known internationally. His writings, however, until now unavailable in English, represent a significant step toward the full appreciation of the historic city and are directly relevant today to the protection of urban historic resources worldwide. This abundantly illustrated critical anthology is a representative sample of Giovannoni’s seminal texts related to the appreciation, understanding, and planning of historic cities. The thirty readings, which appear with their original illustrations, are grouped into six parts organized around key concepts in Giovannoni’s conservation theory—urban building, respect for the setting or context, a thinning out of the urban fabric, conservation and restoration treatments, the grafting of the new upon the old, and reconstruction. Each part is preceded by an introduction, and each reading is prefaced by succinct remarks explaining the rationale for its selection and the principal matters covered. Six plate sections further illustrate the readings’ main concepts and themes.

Several international and European institutions have given increasing importance to sustainable approaches to our existing building stock and the role of built heritage in this process. At the same time, preventive and planned conservation of built heritage has been increasingly recognised by researchers given its cost-effectiveness for owner-managers, effective long-term quality protection and environmental enhancement of structures, as well as its potential of activating heritage in the employment sector and empowering of local communities. ‘Innovative Built Heritage Models’ collects the lectures presented at the international conference on CHANGES (2017 Thematic Week, Leuven, Belgium, 6-8 February 2017). The aim of the conference was to provide an international overview of the existing strategies, processes and operational case studies that support the implementation of a preventive and planned conservation approach in the built heritage sector. The conference twins with the ‘CHANGES’ project, supported by the Joint Programming Initiative Heritage Plus programme. Islam in present day Jerusalem is influenced more than ever by political activities and agendas. This publication deals with Islamic activity and Islamic institutions in East Jerusalem under Jordanian and Israeli rule from 1948 until after the peace accords between Isreal, the PLO and Jordan. After the Israeli takeover of East Jerusalem in 1967 Islamic institutions remained Jordanian organs. This study elaborates on the strategy adopted by the Palestinians of establishing a local Palestinian Supreme Muslim Authority serving a political body to handle Palestinian religious and national debate for the future of Jerusalem. One of the features of this debate is the Jordanian-Palestinian-Israeli competence over the holy places in Jerusalem. The waqf (pious endowments) institution, which is in decline in many Muslim countries, has been revived under Israeli rule. The economic resources of the waaf have been mobilized for the political struggle and it serves as a means to preserve the Islamic character of East Jerusalem and to strengthen the Muslim Arab population's attachment to Islamic institution. This study focuses on the role of the Shari'a (Islamic law) Courts in various mechanisms which were developed to facilitate the adoptation of the traditional Islamic institutions to modern conditions.
City-country consolidation builds upon the Progressive tradition of favoring structural reform of local governments. This volume looks at some important issues confronting contemporary efforts to consolidate governments and develops a theoretical approach to understanding both the motivations for pursuing consolidation and the way the rules guiding the process shape the outcome. Individual chapters consider the push for city-county consolidation and the current context in which such decisions are debated, along with several alternatives to city-county consolidation. The transaction costs of city-county consolidation are compared against the costs of municipal annexation, inter-local agreements, and the use of special district governments to achieve the desired consolidation of services. The final chapters compare competing perspectives for and against consolidation and put together some of the pieces of an explanatory theory of local government consolidation.
Outside the United States, forced municipal mergers were a popular policy in many European countries and Canadian provinces during the 1960s and 1970s. The city of Laval, just north of Montreal, and the "unicity" of Winnipeg owe their origins to this period - both amalgamations failed to meet their original objectives. Despite the emergence of "public choice" theory - which justifies municipal fragmentation on market principles - some politicians and public servants in the 1990s have continued to advocate municipal amalgamations as a means of reducing public expenditure, particularly in Ontario. In Merger Mania Andrew Sancton demonstrates that this approach has generally not saved money. He examines the history of amalgamation, as well as studying recent forced municipal mergers in Halifax, Toronto, Ottawa, Hamilton, and Sudbury. In the concluding chapter he examines the case for municipal amalgamation on the Island of Montreal and argues that those who would abolish locally elected municipal councils are obligated to explain very carefully - especially in light of evidence to the contrary - exactly why they think such drastic measures are necessary.
