Welfare Work with Immigrants and Refugees in a Social Democratic Welfare State provides an ambiguous yet disturbing portrait of the inner workings of the Danish welfare state and its implications in a context of globalisation and migration. Through a sociological interview-study with welfare workers, this book describes how processes of othering are undercurrents of welfare work. The processes construct immigrants and refugees as a kind of people who are not only culturally different but also behind, deficient and weak, and thus assigned the potential to benefit from welfare work. These processes are designated to advance a racial welfare dynamic of remedial circularity which keeps the immigrant and refugee on the threshold of modern living and democracy. It is thus depicted how welfare work is intertwined not with a biological framework but with a cultural framework naturalising and ontologising cultural differences. The book examines how welfare work tends to appreciate immigrants and refugees as dislocated people with a cultural lack and how it abides by the dictums of civilising expansions and humanitarian imperialism within the modern state. Over the past decades, European states have increasingly limited irregular migrants’ access to welfare services as a tool for migration control. Still, irregular migrants tend to have access to certain basic services, although frequently of a subordinate, arbitrary, and unstable kind. Drawing on in-depth ethnographic fieldwork conducted in Norway, this book sheds light on ambiguities in the state’s response to irregular migration that simultaneously cut through law, policy, and practice. Carefully examining the complex interplay between the geopolitical management of territory and the biopolitical management of populations, the book argues that irregularised migrants should be understood as precariously included in the welfare state rather than simply excluded. The notion of precarious inclusion highlights the insecure and unpredictable nature of the inclusive practises, underscoring how limited access to welfare does not necessarily contradict restrictive migration policies. Taking the situated encounters between irregularised migrants and service providers as its starting point for exploring broader questions of state sovereignty, biopolitics, and borders, Migration Control and Access to Welfare offers insightful analyses of the role of life, territory, and temporality in contemporary politics. As such, it will appeal to scholars of migration and border studies, gender research, social anthropology, geography, and sociology.

Too often, debates about the future narrowly focus on changes in technology. This report draws attention to the broader drivers and political-institutional frameworks influencing working life developments, aiming to spur debate about how the interaction of changes in demography, climate, globalization and digital technologies may influence Nordic working lives in the coming decades.
This thesis seeks to make both theoretical and empirical contributions to the understanding of intra-EU mobility, with a focus on labour migration from Lithuania to Sweden. Inspired by a critical realist perspective, the thesis aims to help to explain the dynamics and individual decision-making behind mass labour emigration from the Baltic states, its socioeconomic consequences and policy responses. Theoretically, the thesis proposes a model that synthesizes a social transformation approach with an extended version of Hirschman’s analytical framework of exit, voice and loyalty. The three empirical articles, based mainly on semi-structured interviews, are situated within this framework. Two of the articles seek to explain the migrants’ decision-making process of stay-exit-entrance in the context of the structural-institutional social changes that followed (1) independence from the Soviet Union in 1990; (2) EU accession in 2004; and (3) the 2008/2009 economic crisis with austerity. The third article brings into the debate the perspective of the sending Baltic countries, in a broader context of the East-West migration debate. The dissertation shows that the consequences of the neoliberal policies of the post-communist and post-crisis transformations, together with the construction of formal migration channels after EU accession, constitute various migrant categories. Individual strategies of actively looking for channels to exit and enter, combining them in different ways at various points of the migratory process and establishing informal social networks are re-constituting who can be and who is a migrant. Furthermore, following the economic crisis and austerity measures, the decision to emigrate extends beyond individual survival strategies, instead becoming bound to an individual’s perception of the (ine)quality of life and pursuit of a better quality of life for oneself and one’s family across time and in different places. Finally, as the interviewed Baltic experts agree, the EU’s policy of the free movement is socially and economically problematic, although the official Baltic states’ policy responses focus primarily on ‘talented’ and ‘needed’ diaspora members’ return or engagement. These policies have proved to be inadequate to address demographic and socioeconomic challenges in part brought about by emigration. The structural-institutional conditions, states’ and migrants’ strategies engender mobility as a social norm in the sending countries and promote and constitute the perpetuation of migration of both ‘precarious labour migrants’ and ‘active talented EU mobile citizens’. Avhandlingen avser att bidra både teoretiskt och empiriskt till ökad kunskap om den fria rörligheten inom EU med fokus på arbetskraftmigration från Litauen till Sverige. Inspirerad av kritisk realism som samhällsvetenskaplig metod är syftet att bidra till att förklara såväl dynamiken i som det individuella beslutsfattandet bakom den omfattande arbetsutvandringen från de baltiska staterna samt att diskutera dess socioekonomiska konsekvenser och politiska inverkan. Teoretiskt utgår avhandlingen från en modell som syntetiserar social transformation med en utsträckt version av Hirschmans analytiska ramverk för ‘sorti’, ‘protest’ och ‘lojalitet’. De tre empiriska artiklarna, som huvudsakligen bygger på semistrukturerade djupintervjuer, ligger inom detta ramverk. Individuella strategier för att aktivt leta efter kanaler för exit och enter, kombinera dem på olika sätt och utifrån olika stadier i migrationsprocessen samt etablera informella sociala nätverk bidrar till att (re)konstituera vem som kan vara och vem som är en migrant. Vidare, efter den ekonomiska krisen och de införda åtstramningsåtgärderna, handlar beslutet om att emigrera inte bara om individuella överlevnadsstrategier, utan också om individuella uppfattningar om vad som är livskvalitet och inte, (på engelska – (ine)quality of life), liksom strävan efter en bättre livskvalitet för sig själv och sin familj över tid och rum. Slutligen, som de intervjuade baltiska experterna är överens om, är EU:s politik för fri rörlighet socialt och ekonomiskt problematiskt, även om den officiella baltiska politiken i första hand fokuserar på ‘begåvade’ och ‘nödvändiga’ diasporamedlemmars engagemang eller återvändande. Denna politik har visat sig vara otillräcklig för att ta itu med demografiska och socioekonomiska utmaningar som delvis orsakades av utvandring. De strukturella institutionella förhållandena och staternas och migranternas strategier skapar rörlighet som en social norm i länder med framträdande utvandring och bidrar till fortsatt migration, både vad gäller ‘prekära arbetskraftsmigranter’ och ‘aktiva och begåvade EU-mobila medborgare’.
This book approaches the issue of immigrant integration as a democratic justice problem. Based on Honneth’s recognition theory, it introduces the concept of ‘Just Integration’, which challenges the capacity of the actual recognition order of the host society to include its immigrants as full members. The study criticizes the current political obsession to restore the social cohesion of the host society in the face of immigration. It argues that this perception inhibits host societies from recognizing their immigrants as individuals who have authentic skills, qualifications and identities in addition to their ethnic, cultural and religious attachments. The author applies the concept of ‘Just Integration’ to the real pathologies that immigrants/refugees suffer in Canada and Turkey, providing guidelines for progress towards better integration of immigrants within host societies and institutions.
Over the past four decades many European welfare states have seen an increasing involvement of the commercial sector in their mixed economies of welfare. One aspect of this development that has yet to be fully understood in social policy analysis is the engagement of businesses to address social problems, such as social exclusion, through activities labelled as 'corporate social responsibility' ('CSR'). Although CSR has gained increasing currency on both national and international policy agendas since the 1990s, it remains a topic which is predominantly researched in business schools and from a business perspective. This book aims to redress this imbalance by focusing on the social aspect of CSR. Based on interviews with a wide spectrum of people who work with CSR professionally in England, Denmark and in the EU Commission, the book argues that when CSR is linked to social exclusion it is a way of renegotiating responsibilities in mixed economies of welfare. The book also offers a comprehensive historical understanding of CSR as it traces the emergence and development of CSR in West European welfare economies as diverse as England, Denmark, Sweden, Norway, Germany and France. By situating CSR within the conceptual framework of the mixed economy of welfare and using Historical Institutionalism as a theoretical perspective to explore and explain the relationship between the welfare state and CSR, this book makes an innovative contribution to critical debates in comparative social policy.

He analyses different aspects of solidarity: what is the foundation of solidarity? Is it personal or common interest, 'sameness', altruism, religion, empathy, or cognition? What is the goal of solidarity? How inclusive should it be? The book also compares the different concepts of solidarity in social democratic, Christian democratic, communist and fascist parties.
The post-World War II occupations of Germany and Japan set standards for postconflict nation-building that have not since been matched. Only in recent years has the United States has felt the need to participate in similar transformations, but it is now facing one of the most challenging prospects since the 1940s: Iraq. The authors review seven case studies--Germany, Japan, Somalia, Haiti, Bosnia, Kosovo, and Afghanistan--and seek lessons about what worked well and what did not. Then, they examine the Iraq situation in light of these lessons. Success in Iraq will require an extensive commitment of financial, military, and political resources for a long time. The United States cannot afford to contemplate early exit strategies and cannot afford to leave the job half completed.
This book develops the idea that since decolonisation, regional patterns of security have become more prominent in international politics. The authors combine an operational theory of regional security with an empirical application across the whole of the international system. Individual chapters cover Africa, the Balkans, CIS Europe, East Asia, EU Europe, the Middle East, North America, South America, and South Asia. The main focus is on the post-Cold War period, but the history of each regional security complex is traced back to its beginnings. By relating the regional dynamics of security to current debates about the global power structure, the authors unfold a distinctive interpretation of post-Cold War international security, avoiding both the extreme oversimplifications of the unipolar view, and the extreme deterritorialisations of many globalist visions of a new world disorder. Their framework brings out the radical diversity of security dynamics in different parts of the world.
