In 1950, when he commissioned the first edition of The Armed Forces Officer, Secretary of Defense George C. Marshall told its author, S.L.A. Marshall, that "American military officers, of whatever service, should share common ground ethically and morally." In this new edition, the authors methodically explore that common ground, reflecting on the basics of the Profession of Arms, and the officer's special place and distinctive obligations within that profession and especially to the Constitution.
This Congressionally-mandated report identifies areas for further cooperation with Russia and other states of the former Soviet Union under the Cooperative Threat Reduction (CTR) program of the Department of Defense in the specific area of prevention of proliferation of biological weapons. McNamara, Clifford and the Burdens of Vietnam, 1965-1969, volume VI in the newly named Secretaries of Defense Historical Series, covers the incumbency of Robert S. McNamara, as well as the brief, but significant, tenure of Clark M. Clifford. McNamara's key role in the ever-deepening U.S. involvement in Vietnam between 1965 and 1968 forms the centerpiece of the narrative. During these years, Vietnam touched every aspect of Lyndon B. Johnson's administration, determining budget priorities, provoking domestic unrest, souring relations with NATO, and complicating negotiations with the Soviet Union.McNamara's early miscalculations about Vietnam became the source of deep disappointments. Relations with the Joint Chiefs of Staff, never good, frayed almost to the breaking point as McNamara repeatedly rejected military advice in favor of his civilian experts.
